Most batteries (for phones) are lithium-ion batteries and hence they have output voltage of 3.6v, and that is why most chargers are rated 5v(a little above 3.6), so if the voltage goes too high it would damage the battery, but the driving force which is the current in this case could be varied to get different charging times. a higher amp battery would require a higher-current-charger to charge it. So from ur expression for power(current x voltage) it can be infered that u could achieve different power level by keeping the voltage constant and varying the current.
