Thank you NASS for appropriating additional N2b for the Enugu-PH expressway. That is a very important road in the SE. Thank you also for exposing the proposed looting of the national treasury using Enugu Airport terminal building as a conduit. You spotted it and reduced as required, preventing them from siphoning the money for 2019.
Thank you also for exposing their insincerity with the River Niger bridge.
Good job by NASS.

forget your foolish acusation against Mr president....the problem with you people is all about padding of budget every year

that is why it will take you half of a year to approve a budget sent to you since December last year..

the president should be commended for always standing against this type of corruption

Were SE lawmakers aware of the Enugu Terminal budget reduction? Why some lawmakers are now agitating for more goodies from the injections?

Remember you asked him whether he read the post at all? now you're showing that it's actually you who didn't read the post.

Furthermore, it was claimed that the provision for Construction of the Terminal Building at Enugu Airport was cut from 2 billion Naira to 500 million Naira and that this will further delay the completion of this critical project. However, for the avoidance of doubt, it is necessary to again clarify that during the budget defense and oversight processes, the National Assembly discovered that out of the N2billion contract for the Enugu Terminal Building, N1.7billion had already been paid to the contractor. And what is left to complete this project is justN300million. Hence, the National Assembly approved N500million for the project — which is even N200million more than was required. We refer Nigerians to a publication in THISDAY newspaper published in April and titled “Giving Enugu Airport a Facelift” and written by the newspaper’s Aviation correspondent, Chinedu Eze, where the Minister of State (Aviation),
Mr. Hadi Sirika was quoted as saying “We just last week released N1.7billion to the contractor and hopefully also, within the shortest possible time, we will release another N300million for him so that they can quickly finish the airport terminal. This will bring the airport to its desired standard.”

An additional N33,981,437,188 was also appropriated for the outstanding liabilities to the NDDC by the Federal Government to enable the commission settle some of its contractors that were owed over N1 trillion ;
The National Assembly received an additional N14.5billion in funding;

how does reduction of capital project consolidated with inflated re current expenditure make sense,, they cut health & educational sector saying one trust fund will generate the deducted amount, SCAM!
what the NASS did will make sense to any lame person without budgetary knowledge ,, its more profitable & reasonable to reduce re current expenditure if we really wanna progress.
the reduction excercise should have extended to the arms of government re current expenditure as well,or even leave the figures like that ,, @ the end of the day arms of govt recieves 100% implementation of the budgeted cost while capital project suffers on 25% implementation ..this is nigeria !!

Nigeria is basically a salary only country since the FG eats nearly the whole of the National budget with almost nothing for the rest of Nigeria and Capital projects and whatever they budget for capital projects us still subject to padding and corruption.

Under GEJ, they budget little or nothing for capital projects hence lack of progress or any meaningful infrastructures from roads to bridges, hospitals, schools, healthcare and so on.

The current government is trying to rectify the situation with more funds for Capital projects, but the forces of evil, greed, and corruption are still at work and they are making sure nothing changes.

We have no business running the kind of system of government we are running today, it's too expensive and corrupt, it's a self-interest form of government full of national parasites and unpatriotic elements.

We should as a matter of urgency scrap this system of government and even head back to regionalism.

Addressing the issue of the Second Niger Bridge project, apart from early works, as of today, there is no existing contract for the Second Niger Bridge in spite of frequent requests from the National Assembly. The N900million reduced from the N10billion proposed by the Executive was deployed to fund ancillary roads that connect to the Bridge. It should again be noted that the N12.5billion and the N7.5billion appropriated for the Second Niger Bridge in the 2016 and 2017 budget by the National Assembly were never utilized for the project.

For those that have been ranting up and down here about this administration completing the second Niger bridge, I hope you will agree with me now that your ignorance and sycophancy has been well exposed by this insight from the NASS.

This is a detailed, comprehensive and insightful explanation by the nass on the 2018 budget, we require the executive to come up with such detailed, insightful and comprehensive account of what transpired so Nigerians can place a logical judgement, we will appreciate it from the executives if it is speedly do e.

just for the record its not 900million and secondly, the supposed roads leading to the bridge is it state of fed owned? and lastly kindly review the break down of the budget as released by the ministry of budget...

Epic reply by NASS.... from the response above, it is evidently clear that the executive has only been performing on paper with nothing to show. NASS has clearly stated that the 2nd niger bridge that buhari and his gullibles has been ranting about is non existent. Also the padding by the executive is too much e.g enugu Airport...

This is why Nigeria must restructure or break up as needed. Our collective association remains very detrimental and absolutely pointless especially.

We have very well defined separate arms of government, but the same arms of governments are having serious issues staying in their separate lanes, especially the legislative and it's needless and constant desires to usurp the duties and obligations of the executive from top to bottom.

With eh current governing arrangements, Nigeria cannot progress or find any meaningful development since all the arms of governments have their own ideas per how and when to do A and how and when to do B and even how much we should spend on A and how much we need to spend on B.

The dreams, ideas, and policies of the executive remain in limbo and subject to legislative sabotage and mindless legislative self-interests.

Who is really in charge and who did Nigerians put in office to make decisions and to run the country?

http://dailypost.ng/2015/10/28/senator-stella-oduah-keeps-mum-as-senate-queries-proposed-n63-5bn-airport-contract/

Former aviation minister, Senator Stella Oduah tactically avoided deliberations at Wednesday’s plenary on the proposed review of contract for the construction of the second Runway for the Nnamdi Azikiwe International Airport, Abuja.

The project, which is estimated at N63.5 billion, was described by the Senate as an attempt to ‘steal and rape’ Nigerians.

At plenary, the Senate still called on the Federal Government to as a matter of urgency construct a second runway at the airport.

It also urged the federal government to ensure that due process and diligence was followed in the award of contracts, for the construction of the second runway at the Nnamdi Azikiwe International airport.

These resolutions were sequel to a motion by Senator Dino Melaye, APC, Kogi West, entitled, ” the Nnamdi Azikiwe International Airport Abuja, Second Runway- Contract.”

The senate while calling on the federal government to drastically reduce what it termed, the unrealistic cost, said that the federal government must monitor the contract award process, even as it stressed the need for the immediate construction of the second runway at the airport.

Earlier in his presentation of the motion, Senator Melaye noted that the contract for the construction of Nnamdi Azikiwe International Airport, Abuja Second Runway, was cancelled by the last administration after allegations of over inflation of contracts was established.

Melaye, who fururther noted that the contract was awarded by the Federal Executive Council at the cost of N64 billion after ratification by the Bureau for Public Procurement, added that there was also the great need for the construction of a second runway since according to him, “the existing one is not only bad but inadequate.”

According to him, the entire Gombe Airport, with 3.6km runaway cost N8.2 billion, Jigawa Airport cost a total of N11 billion, Bauchi cost N12 billion, Enugu Airport’s cost for reconstruction and expansion was put at N13 billion and Akwa Ibom Airport was constructed at N18.05 billion.

He, therefore, expressed worry that the proposed cost of constructing just a runway at the Nnamdi Azikiwe Airport, Abuja, was astronomical, insisting that the amount was four times the cost of constructing a brand new airport in the country.

Senator Melaye expressed further worry that the new Terminal 5 in Heathrow Airport, with four lanes of 4m runway cost less than N22 billion, saying constructing a 3. 8km runway one-line for N63.5 billion would be a waste of fund considering Nigeria’s present economic situation.

He said, “The publication that the contract is already undergoing review and to be awarded at 63.5 billion as published by newspapers is another attempt to steal and rape Nigerians of our common patrimony.

“Further convinced by the fact that the entire Gombe airport with 36km.runway cost of 8.2 billion naira, Jigawa airport cost 12 billion, Enugu airport was constructed and expanded at 13 billion naira and Akwa-ibom airport at 18.05 billion Naira.

“This astronomical amount is about four times the cost of constructing a brand new airport in Nigeria.

“As a representative of the people, we must advise that due process and strict adherence to Public Procurement Act be observed in the said contract of the Second Abuja Airport Runaway.

President Jonathan had said that a new international terminal for the Enugu Airport will cost N13 billion naira. The question is, has any funds been committed to build the international terminal. Is there any budgetary allocation for the terminal for the year 2015? The answer is negative. Therefore the Enugu Airport project is a 419.

The Deputy President of the Senate, Senator Ike Ekweremadu, has blamed the National Assembly Committees for the slashing of budgetary allocation for the completion of the Akanu Ibiam International Airport, Enugu in the 2018 Appropriation Act from N2 billion to N500 million.

Did you bother to read the report at all? if you consider it long, what about the extract that prompted you to jump into my mention?
Did you see where it clearly states that out of the N2b contract sum for the terminal that N1.7b had already been paid to the contractor?
Jonathan left office 3yrs ago and you are still dragging him into Buhari's 2018 budget.

I guess as your moniker says, you "rushed" into it without reading up. You have been noticed and will henceforth be ignored.

While they may be state projects, I think these legislators are probably thinking that they have to help themselves and their 2019 bid by delivering projects to their constituents. This may be the rational behind those so called State projects.

What we expect the presidency to do as they sign a new budget, is to tell us how the previous budget went, if there was surplus or deficit. So we can understand what happened that the allocation to the 2nd Niger bridge is being withheld

Budget Application has been a secret affair in Nigeria from Military Rule... Democracy we say we practice, is the worst of it all.

The people ought to know how each year's budget was applied...The need for Post Budget Application and Expenditure Analysis and Defence by the bodies who received such allocation.
Excesses are not the national cake... Even contractors are not left out in this. Stringent measures ought be taken...There should be a bill and punishment on budget misappropriation.
