i have typed extensively about taxation in nigeria.

my general point is,

because the government doesn't need the taxes of people and production to survive and grow the attention it pays to the people and production is only by virtue of the personal altruism of the person in power or responsible for government. in western countries, because the government won't survive without the votes and tax of the people, they are forced, whether the governor or president is a 'good person' or not, whether they are corrupt or not, to 'deliver' and improve things at the command of the people. In nigeria people don't pay tax, government gets its money from oil allocations and votes don't matter in the most politically corrupt states. the result is the government doesn't 'need' the people to survive and therefore owe no obligatory duty to them UNLESS the govern themselves is altruistic, but development isn't built on the back of altruism.

most simple example. restaurant. If you enter a restaurant and sit down with intention of paying for a meal and keeping business alive for the owner you are treated exceptionally. this is called 'customer service' you are asked how you're doing, you are pampered, you are put in 'control' to order employees around and restaurant strive to create an environment you will be comfortable and satisfied with so that you can keep giving them money.

but are the restaurant owners treating you well because of altruism? no. Because if you were a kid skateboarding in the parking lot, not even harassing anyone, they will call the police on you, shout at you, and threaten you until you leave. If your just a common man across the street the employees don't leave the restaurant to ask you how you're doing the same way they're asking their customers.

the reason, the institution needs the people inside of it's walls to survive. it strives on their approval because it strives on their money. Everyone else can go to hell.

In nigeria, the oil companies are the customers. they're the ones giving government money. Their facilities have 24hr power, paved roads and look like developed countries.
the citizens of nigeria are the kids in the parking lot and man across the street. they don't 'contribute' to the survival of the nigerian government and therefore the nigerian government can afford to not care about them.
