Bold 9650 was actually released after bold 9700(bold 2)

The term 'Bold 3' was coined by bush and semi-literate traders to sell more of those devices. The Bold 9650 is just a CDMA hybrid of the 9700, with the added redeeming feature of shipping with more RAM than the 9700.

The OS6 rom installed on it by the seller here is a leaked version. OS6 will come to the 9700 pretty soon though.

That's what sets both phones apart.
Bold2 is mor convenient.
If you're not the patient type, I advise u go for bold 2.
Be careful about the storm 2 though, for the price its likely to be of bad quality.
