though someone has answered the question but let me simplify it further. Just because God is God does not mean He does anything at will. God created rules to govern His creation and He lives by those rules. Part of those rules is that there is no forgiveness without the remmision of blood. For sin to be forgiven there has to be a sacrifice and the shedding of blood. For us to be reconciled back to God, there has to be a sacrifice and God decided His son Jesus would be the ultimate sacrifice in order to make it easy for us to be reconciled back to Him.
