How Buhari Skewed PTF Projects in Favor of His Northern Zone- By Afenifere

The Abacha regime created a parallel government through the Petroleum Trust Fund (PTF) headed by Major General Muhammed Buhari. Nothing else typifies the marginalization of the Yoruba than the lopsidedness of the projects carried out by the PTF. Figures from PTF Situation Reports (Vol. 2 Dec. 98) show that the PTF carried on as if there was no South West.

Of all the roads rehabilitated by the PTF, only 1984.5 kilometres of roads representing 10.84 per cent were carried out in the South West; from where the bulk of the PTF revenue came since the zone consumes over 60 per cent of refined petroleum products. All the Southern States had 4,440.43 kms or 24 per cent of road rehabilitation as against 13,870.47 kms or 76 per cent in the Northern States zone three comprising the North-West States of Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto and Zamfara had a lion share of 5020 kms or 27.42 per cent because the Fund’s Chairman, Buhari and the military dictator Sani Abacha were from there; zone four comprising the North-East States of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe picked 23.48 per cent. This is the zone where Salihijo Ahmed, the late Chief Executive of Afri-Project Consortium APC, the sole consultants that supervised all PTF projects came from.

Figures in other sectors were more scandalous. For instance, under the National Health and Educational Rehabilitation Programme (NHERP), the South West had zero allocation in the tertiary programme, while the North picked 100 per cent. In the vocational programme, the South West had zero while the North had 97 per cent. In the primary area, the South-West had zero against 88 per cent for the North and in the secondary area, it was zero for the South-West and 86 per cent for the North.

The health sector is similar. For the Teaching Hospitals, the South-West had zero while the North had 62 per cent. For the Specialist Hospitals, it was zero for the South-West and 71 per cent for the North; in General/State Hospitals the Yoruba had nothing while the North had 56 per cent for health clinics, it was zero for the South-West against the North’s 100 per cent.

Under the food supply summary, the Southwest had 7.26 per cent compared with 83 per cent for the North, Buhari’s zone having 60.54 per cent to itself.

Demographic Manipulation: The Northern wielders of power have skewed all demographic indicators to marginalise the Yoruba and confer undue advantage on the North. For instance, while the old Kano and Lagos used to have the same number of divisions, various demographic manipulations over the years have brought about absurd disparities between the two states. While the old Lagos remains a state with 20 local governments, the old Kano has become two states-Kano and Jigawa with 77 local governments. These are some of the indices used for revenue sharing.

He is a quintessential Fulani who believes that the North rules roughshod over the south. All those kaffirs down south can go to hell!  

Now, time to advise some lost Igbo souls about Buhari.
Take a close look at the statistics dished out by Afenifere (credible because it was tendered as an issue of complaint to the Oputa panel); the Yoruba was complaining about Buhari's shenanigans. Does any of you see south east statistics there?
I did a quick back envelope calculation and came up with about 2% allocation to south east (an oil producing zone)  from PTF under Buhari.

If you tell me that Buhari will be fair to Ndigbo as a president, I will tell you to visit a psychiatrist fast!

Buhari achievements are so visible and tangible that people are able to create database and attempt to monitor the spread.

GEJ has been in position of authority for 12+ years, with Billions of Naira under his able-less control, I dear any of his backer to post pictures of projects he has started, completed and commisioned.

I am just a Southern Nigerian out of millions and I experienced Buhari's touch without even getting to Kano. Faculty of Engineering of the University of Lagos toilets and lecture theatre, where I was a student, were refurbished by PTF. My Dept Chemical Engineering was also touched by PTF. As a matter of fact there is hardly no Faculty at the University of Lagos that was not touched in one way or the other by PTF.

I have lived and worked in the ND and a good part of the SE. PTF signature, obviously looking old, is never a scarce commodity in any of this region. GEJ/PDP has been in power for 12 years what have they added to Uniport existing infrastructures for instance? Nothing! Why has renovation of an all-important Benin-Ore road suddenly become a rocket  science to the looting family of PDP?

I dare u all haters to visit Uniport and carefully search for PTF signatures on all the buildings, facilities, laboratory equipment and vehicles.

Even in Bonny Island where I served, General Buhari brought his PTF signature big time. Almost all public service buildings as at 2006 have PTF signatures emblazoned on them. What Federal project has the PDP government implemented since PTF in Bonny? Nothing as usual.

I think we should tread carefully here. Do you honestly think anyone who becomes president will not have to be a friend or at least tolerant of these guys? You should know that as the president, you have to tolerate everybody even if you don't like them. Let us not expect that we will ever get a president that will get there and put everybody in jail. It will never happen in democracy. We have passed military rule a long time ago. The best anybody can do is to level charges against them and seek a legal approach to handling these guys. But trust me, it will be a very long battle. That is why I always emphasize on us facing issues rather than all the super-hero moves we think we can pull. Any serious minded president will concentrate on addressing issues facing the populace rather than pursuing shadows.

i don't believe this story of afenifere about PTF, especially in the health sector of the SW. My mum is a nurse, and back in the days, I see drug packs/containers with the PTF insignia. I even see her use clinic cards and notebooks for her work.
Just to comfirm, I ask her about PTF durin it operation toward health, she told me they also got them equipments.
apart from health I have also seen some PTF buses around.
So let nobody decieve u, just to score cheap political point.

I have said this in another trade that Ekeremor my home town in Bayelsa still uses PTF equipments in our only existing health centre. The bridge in Patani to my place was constructed by the PTF. So what are we talking about? Pls genuine patriots of this nation, I'll urge you not to respond to a trade by Beaf and his cohorts. This people from their trades you can conclude that they don't really care about this country. May God forgive them for they fail see and hear when they are suppose to.
