They shouldn't be including Nigeria Universities in world University ranking at all.

They should be ranking them with high schools in Europe and America

The answer is simple

RAISE THE FEES

At 510 dollars, the fees ain't enough to even fund the school, talkless of buying facilties to fix the water supply.

Plus, Bayelsa educaiton budget isn't enough.

We cannot expect $50000000 service from just $500 fees.

Na hostel wey be like creek where militant dey hide

Many foirst generation universites in Nigeria had 'world class facilties' on inception, but now, most of the facilties have degeaded.

That's because the universites surces of funding, even BL (BEFORE LOOTING) are not sufficent enough to keep up the facilties.

NDU fees are in the region of $300-500. Plus the budget is lean. And thus, the university doesn't have the cash to pay for first class water treatment facilties

Also many state water boards are working on scanty budgets, and scanty money collected. Again BL.

Finally, many states have poor tax to gdp ratios...so poor finance for the budget. BL.
