This problem happens to Verizon Bb`s. All u need do is go to OPTIONS>MOBILE NETWORK>click on the menu button>DIAGNOSTICS TEST>Click on the menu button again and Click RUN.
Your BB runs the test and this fixes your Bal.enquiry and recharging problems.
