The Ultimatum President: GEJ

ABUJA — AS part of his four-year term agenda towards growing the economy through oil sector, President Goodluck Jonathan has directed the Nigerian National Petroleum Corporation, NNPC, to as a matter of national priority carry out a comprehensive rehabilitation of the three refineries within the next 24 months.

The refineries are Port Harcourt Refining Company, with an installed capacity of 210,000 barrels of crude oil per day; Kaduna Refining and Petrochemicals Company, with a production capacity of 110,000 barrels per day and Warri Refining and Petrochemicals Company, with an installed capacity of 125,000 barrels per day, bringing the total national capacity to 445,000 barrels per day.

The presidential directive which is now to form the Federal Government’s 24 months target for the major rehabilitation of the three public enterprises, the first of its kind since the construction of the refineries, is to ensure maximum efficiency and installed capacity utilisation, when completed.

According to Vanguard findings, when completed, the Federal Government is expected to save annual revenue of about N1.3 trillion currently spent on petroleum products importation and the associated subsidy, which has become a major cesspool for oil cartels in the country.

All these targets are coming on the heels of the ongoing negotiation with a Chinese firm for the construction of three new Greenfield Refineries to be sited in Lagos, Bayelsa and Kogi States.

A highly placed Presidency source told Vanguard yesterday that the nation’s carrier, the NNPC, has already mobilised financial resources from its internally generated funds to handle the major rehabilitation works in the affected refineries.

It was learnt that the Group Managing Director, GMD, NNPC Mr Austen Oniwon,  acting on the directives of the Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, has begun ordering long lead items ahead of the conclusion of negotiations between NNPC and JGC/Tecnimont Consortium (the original contractors that built the refinery)  for the commencement of the rehabilitation works at the Port Harcourt refinery.

The rehabilitation work which is the first on the line of such repair works will commence by August this year, and is expected to be completed by the end of the first quarter of 2012.

Its not just about issuing ultimatums. GEJ has to understand the mafia involved in the oil sector who are hell bent on stopping any form of progress there. He has to be strong-willed to go against these forces, some of who are retired military officers such as Obasanjo, Abubakar, IBB etc. Atiku is also a big time player in that sector.

He also has to be vigilant in the activities of Ms. Madueke or any person he makes the minister of petroleum affairs cos, they're mostly part of the problem. I think he has to assume a role in the sector such as he has, in the power sector by assuming the role of minister of petroleum affairs and designating the running of the affairs of the sector to his minister of state in other to effectively monitor the operations of that sector.

If they had sold all these refineries,by nw all these headaches of repairing,TAM,ultimatum etc would be history.why spend huge amount of funds on something that is not working.The nnpc have repeatedly shown to us they cant manage refineries,so,SELL EM.

If u dont think nigeria can work again leave the country. gej knows that their are cabals that wont let it work. Dont you think the situation would worsen, if they are sold? At least the prices of fuel products would be exactly as in the foreign market. See what US is experiencing as regards fuel prices.

still wondering when all these gej supporters will realise that this man is a dumbass. simple common sense will tell a leader to first ask  for the problems of the refinery, what are the past attempts and why did they fail, is there any roadmap/plan for a sustainable supply of petroleum products, produce a short term plan of how to fix the refinery and its challenges, a long term plan of how to fix the refinery based on the projected energy needs on the country and its challenges, the impact of these plans on the fg's bugdet and nigerians, the role of gej in making the refinery-fixing plans a reality ,  and he should critically examine these plans together with nnpc , after which he can come out to tell nigerians that "we"will fix the refinery in so so so time . . . . . (by the way, this should not take more than 3 weeks) ,  givin silly orders, to me, is like shifting your responsibility and your faults before the beginning of the project

Thank you very much.  The definition of insanity is to keep doing the same thing over and over again, and expect a different result.   We all know what happened when telecoms was privatised in Nigeria.   Compare that with PHCN, Nigeria Airways, and other loss making and inefficient government run businesses.   This sounds like a similar ultimatum given to PHCN by Yar'Adua to increase electricity generation in Nigeria.   Jonathan is certainly working to the script of the cabal who pull the strings in this country and I have to say that he has started badly.   Very badly.

What baffles me with GEJ haters on NL is continuous engagement of destructive criticising. You don't offer solution but blame or curse the seating president. How do you guys coupe in your daily life. In your office can you even work up to your boss and tell him what he is doing is wrong without showing respect.
Everyone must not agree on all issues and that makes democracy work effectively with diverse views but the tail result should show a way forward that will give a win-win for all.
Back to the refineries, apparently Nigerians cant manage them properly and no TAM will make them work as the NNPC staff themselves have directly or indirectly sabotage it in the past. Infact during TAM that is when some big shots in NNPC celebrate because they get the companies to compromise and the refineries breakdown after a few months of their repair. Privatizing NNPC should be the option but then how do we handle these without getting the unions going on strike and cripple the economy??

What is the plan, process and targets to be actualized within this time frame? Or 'road map' grin since we are in the era of mapping roads? lol.

Bring any of my post where i condenm jega or uwais report. Naming the cabals is not the best way of solving the problem tackling them is the best rather than noice making. We all know about the antecedent of nuhu ribadu when he went to the senate and said 31 state governors are corrupt that @ the end of there tenure they ill be prosecuted and jailed we all know the rest of the story even when farida waziri ask him of the evidence so that she can prosecute them did he give it to her no why because there was non why is jst to achieve some cheap political point and hunt down political enemy sent to him by his obj, is't it the trend u want gej to follow so that those cabals we go to court and seek compensation for deformation of character and ask fg to pay huge amount of money them? Even if he did not say anything about the refineries, you will still complain that he has said nothing because he is benefitting. So give your solution to the problem and stop been lazy.

From all indication,it shows that all these problems nigeria is experiencing are actualling man-made.why the decrees? They only shows that the guy has identify those involved and have actually decided to stop them.or what do you think fellow nairalanders.
