Increasingly,Nigeria is gradually upgrading here infrastructure and industrailization is slowly but surely taking its root in the country. However,with these upgrade/modernization comes automation of processes, which sometimes involves dedication of communication through internet highways.

I only skimmed through the article briefly, but since the Nigerian government doesn't ban or block websites, this doesn't really seem relevant?

The article is about people in the US helping Iranians get past their government's firewall and monitoring, not about the US hacking into Iranian systems or something.
