After one year and several billions of dollars in spending, the Federal government appears to be failing to meet critical targets it set for itself in the much publicised power roadmap which was inaugurated with fanfare.

The power roadmap had been roundly acclaimed as the best policy direction by the government and many had hailed it as capable of taking the country out of perennial darkness. But data now suggests that once again, the Federal government is failing to walk the talk in this crucial area.

One significant agenda which the government committed to attaining in the first quarter of this year was the privatisation of the eleven distribution and six generation assets. The government failed to achieve this and the privatisation of these key assets has now been delayed by one whole year.

It was hoped that getting the state-held assets into private ownership and management would spur massive private investment and job creation capable of producing the same flourish that the nation’s telecommunication sector has witnessed since the entry of private enterprises more than ten years ago.

While the Power sector reform roadmap targeted total power generation of 7,033 megawatts of electricity by April 2011, actual power generation as of Tuesday, July 12 was a dismal 3,200 megawatts.

This is still a far cry from the 5,755 megawatts of power government technocrats said would be the realistic delivery target by the end of the first quarter of this year.

Data accessed by BusinessDay show that instead of a steady increase in power generation levels, there has been a worsening of the situation, largely by the failure to supply the required gas, low water level at the hydro power plants and the delay in the rehabilitation of key but ageing thermal power plants in different locations in the country.

According to the roadmap, the transmission and distribution networks should have been reinforced by about 30 percent as of April this year. This target has also not been achieved, and curiously, for a government which puts power at the top of its agenda, questions are now being raised as to why there has been a huge gap in the funds disbursed by the government and the amount needed to get the job done.

Under the power roadmap, the government set for itself a short term twin objectives of rehabilitating1,000 megawatts (mw) of generating capacity at existing Power Holding Company of Nigeria (PHCN) power stations, and adding 1,266 mw of generating capacity from the National Integrated Power Projects (NIPPs). Data now shows that the government again failed to achieve this objective while actual power generation during the period fluctuated between 3,000 and 3,200 mw.

Investigation buy BusinessDay revealed that power plants such as those in Jebba, Kainji, Egbin and Shiroro from which the 1,000 mw was supposed to have been secured, are still undergoing rehabilitation, leading to low output.

The thermal stations being built under the NIPP scheme are not fairing better, and it now appears that the wait for gas at these stations may never come to an end as the government’s national gas master plan remains only a plan and incapable of delivering on the lofty targets set for it by the government.

At the Independent Power plant in Olorunsogo in Ogun State, four units of the plant are ready while two units are ready at the Alaoji power plant, but the prospects of them generating power remain gloomy because of poor gas supply to the locations.

At the Sapele independent power plant in Delta State where two units have been completed, generation is being held down by some technical issues relating to opening a gas supply line from the nearby Oben gas transmission station.

In the transmission sector, although some successes have been recorded, the transmission lines remain unattended, leading to a situation, as in the case of Afam, where the government still has not been able to put the power generated there into the national grid because of lack of transmission lines to evacuate the power.

In its effort to reinforce and improve the capacity and reliability of the transmission grid, government commissioned eight new 60 MVA, 132/33kV power transformers at various transmission stations nationwide as of May this year at a cost of N1.5 billion.

Similarly, investigation showed that there has been steady enhancement in the capacity and reliability of the 330kV and 132kV sub-stations as well as its 330kV and 132kV route length lines.

The government also set for itself the target of installing a distribution target of 9,057 megawatts from 5,758 megawatts as of April this year, but the target has yet to be achieved even in July.

Sooner or later, it will become clear to the "original sufferheads" (Nigerians) who voted for GEJ that he is only in Aso rock to serve the AGIPs (any government in power) and keep it "business as usual" for the "owners of Nigeria". Many pleaded with Nigerians , before the election, to look at the anti-people and anti-progress characters of those who 'endorsed', backed and worked for GEJ's victory. Dem no listen. It should have been clear to many Nigerians that GEJ is not the answer when so many folks who have ruined and continue to ruin our nation were fervently behind him.

GEJ , of all Presidents since 1999, has the greatest collections of AGIPs and ruinous hands in his corner. Every Villain and crook was in 'camp GEJ' before the election. It was a sickening congregation of the enemies of Nigeria's progress. Still Nigerians , as if cursed, voted sentimentally and in response to ethnic bigotry. Well, Its too late to apologize. Leave the president of Nigeria alone abeg. The real Nigerians love nd voted for him for his excellent performance, hitting the ground running everyday. The fresh air is just about to start blowing from Aso Rock, please sell or dismantle your generators cause power is coming with this fresh air soonest.

My brother, I am totally with you. In fact , I was terribly disappointed the "messiah" only wants to lead Nigeria for 6 years. Why not advocate a single tenure of 15 years for him and the Governors? As for his cabinet, all I can say is that I was trembling with excitement when I saw the list of "achievers" and "transformation agents" GEJ had assembled . Afterall GEJ bragged before the election that he will put together a "team of achievers" to "transform" Nigeria . Not only that, our dear amiable President has decided to promise less and deliver more (of God knows what). In fact, as part of his transformation agenda, our most beautiful first lady Dr. Dame Patience Jonathan has in her kindness organised a very important retreat for the wives of all the big ogas in Nigeria to teach them protocol and good etiquette because Goodluck and Sambo "is a good people."

The President has also embarked on active prayer against the bad-belle people whom "he knows" that are bent on causing kasala in the land. Nigerians should expect more committees of all-star Nigerians that will find the immediate and remote causes of all our problems from kamikaze mosquitoes to stubborn rains and killer floods. These committees will also submit their findings and give recommendations on how Nigeria will be transformed to a top 20 economy in the world come the year 2020 by doing next to nothing right.

We must thank the majority of Nigerians who voted President Goodluck Ebele Azikwe Omowale Jonathan for their incredible foresight and unmatchable love for our dear country, Nigeria.

Let them not even distract us! Shebi we are discussing power and PHCN? Is 12 hours of daylight not enough for you guys out of 24 hours in a day? Whatever you are able to achieve within the 12 hours of daylight from 6.30am to 6.30pm is more than enough, leave the rest to God. You guys are simply insatiable! Or are you not in the tropics with enough sunlight? What do you need light for sef? after the gift of 12 hours of daylight which God has given us?

I did a little mental calculation on the possiblilty of GEJ solving the power problems of Nigeria and realised that even if he works hard at it, it will take at least 10 years.

Putting into consideration the fact that all the power stations being bulit dont produce more than 300 to 400MW, and we are looking at hitting like 20,000 to 30,000MW to meet our immediate power needs. This means that we need to build like 50 power stations. Awarding contracts, designing and constructing a power station will take at least 3 years, and that is assuming that the process is fast tracked. Now, we are in Nigeria where a process that normally takes one day takes one month, so a power station in Nigeria will take at least 5 years to build if it is not abandoned mid way. We have not considered gas supply and other logistics o.

Intrestingly, nobody talks about the problems of power distribution that we have. The distribution station at Osogbo is standing on its last legs. So after government has built all the power stations, they will now remember that we have to rehabilitate or build another power distribution station. Another five years. So if we have a committed government  we should be able to have our 30,000MW of electricity by the year 2022.

This means that anybody who is dreaming of stable power supply during GEJ's tenure is having a dream that is only at par to that of Joseph in the bible.
