No, HIV cannot be cured. Beware of people that say it can be cured, they are just looking for means to separate those who have it from their money due to desperation. Traditional healers or Religious men. It doesn't matter.

Let's examine what HIV is. HIV is a virus. A virus is different from a bacterial or fungus, these can be treated. A virus is can only replicate inside a living thing. Now, here is the key thing to understand. Viruses are not living things. They are just assemblies of molecules, proteins, acids, lipids and carbs, and on their own, they do nothing. But when they make contact with cells, they being to multiply. Now viruses infect cells on a cellular DNA level.

As they replicate/multiple, they change, this change makes it very hard to target medicines for them, and to kill the virus, you pretty much have to kill the cell they are attached to. So you pretty much have to kill the person. There has not being a single case of virus that has been cured. Forget HIV, think about the common cold. The common cold is caused by a virus and has not being cured. It's not due to lack of money, but just how viruses behave.

Vaccines can help prevent viruses from spreading. So yes, it's possible that one day a HIV vaccine could be found and it will prevent or heavily reduce the spread of HIV, but it wouldn't cure those already infected. For those infected, the best solution is to manage it, with antiviral drugs which interfere with how HIV replicates.
