No one except paypal has control over account limitations so I see no reason why anyone will be offering guarantees on issues he has no control of. Use your paypal accounts wisely and you may not trigger any limitation filters.

the question is why charge $12 for fully verified paypal account?
last time i checked, paypal don't charge people for their accounts to be verified.

verification is paypal taking small amount from the deposit and asking you to confirm the exact amount that was taken!
it's just a mechanism to show you actually own the card details entered. no biggie!

Bros1234, I honestly would want to help with this but I have known better than to discuss these issues on NL. Haters watch my posts like the stock exchange looking for lines to pull ill-baked stunts with. I advice you go with the OP as his logic is on track. He has however missed the need for a dedicated IP VPN which is not free and costs monthly. Ask him for the details of that too.
