You choose your tiles, but you don’t determine the mark/point on the tiles. You choose where to place your tiles on the board. There are times you see a space that will fetch you a lot of points, but another player uses it before your turn (that’s beyond your control). There are times you don’t see opportunities that others see, until they use it. There would be times when the tiles you choose are so bad that you will decide to lose your turn and wait for others to play, while you go back to rack your tiles more intelligently.
