Gauteng to act on supply chain corruption


The premier of Gauteng, the wealthiest province in South Africa, has announced a summit involving all sectors of society aimed at addressing corruption in the supply chain.

Delivering her budget speech, Nomvula Mokonyane said corruption threatened the country’s democracy.

“We will pay special attention to promoting ethical procurement and introducing greater transparency in our procurement processes so that more people in our communities are able to benefit from government contracts.”

The premier’s media spokesman, Dumisani Zulu, told SM that representatives from government, non-governmental organisations and the private sector would be invited to take part in the summit in September.

“Clearly there are serious challenges relating to supply chain management and procurement. We have called for this summit because we are experiencing problems in this field. Many people are exploiting the procurement situation and the premier feels strongly that the system is very porous,” Zulu said.

“Something needs to be done to tighten the system and help address public concerns on graft issues,” he added. “We will work with all the role players, including civil society and the private sector, to try to find solutions to end corruption, especially in the supply chain.”

The province will also launch a hotline at the end of July to address complaints that had been raised with South Africa’s president Jacob Zuma’s office, Zulu said.

The proposed summit comes amid complaints from trade unions that neither Zuma nor his Cabinet are investigating allegations of corruption despite intense media coverage.

Just to compare approaches to procurement and corruption issues with our contemporary as a benchmark for dealing with public procurement.

Seems the two countries are having similar problems but I would want to observe that a province in SA is taking a leadership role in solving the problem while in Nigeria the approach is more centralized  through BPP(Bureau of public procurement).

The question I would like to ask is the effectiveness of the centralized approach because it only reminds me of NEPA/PHCN inefficiencies where it only serves as a bottleneck in the power supply framework of the country.

Procurement bureau saves N88.5b from contracts

The federal government has been saved the loss of over N88.5 billion (about $590million) from the award of contracts by various government ministries, departments and agencies (MDAs) in the last three years, as a result of the Bureau of Public Procurement (BPP) operations, the Director General of the bureau, Emeka Ezeh told visiting officials of the Directorate of Investigation and Asset Stripping of the Kenya Anti-corruption Commission in Abuja at the weekend,

The bureau was created though the instrumentation of the Public Procurement Act 2007, to formulate polices and guidelines for public sector procurement by applying fair, competitive, transparent, value-for-money standards to promote probity, accountability and transparency in the process.

Mr Ezeh said that the saved amount was the difference in cost between what was supposed to have been awarded by the various MDAs and what was actually certified by the bureau for award.

“The implication of this is that if the bureau was not in existence, the federal government would have lost that money. This was the total cost of contracts that ministries, departments and agencies (MDAs) of government came to the bureau in the last three years requesting approval for the issuance of certificate of no object before taking same before the Tenders Board for approval and final award by the Executive Council Federation (EXCOF),” he explained.

Disregarding guidelines

Identifying the award processes of contracts by the MDAs that are not subjected to the approval and issuance of certificate of no objection by the bureau as contracts more prune to abuses, Mr Ezeh said heads of these MDAS often disregard stipulated guidelines regarding advertisement, procedures for receiving and evaluating bids as well as making recommendations before going to the tenders board for final approval.

The director general, who noted that the level of compliance with public procurement procedures in the award of contracts has grown from 60 to 80 per cent during the period, however, pointed out that the bureau has been contending with huge pressures from “politically exposed people in public offices,” who he said are often exposed to corruption through the award of contracts and expenditure of public funds.

“The major challenges the bureau faces include: the high resistance to change by the various institutions, headed by powerful political, public service, religious as well as retired and serving military elites, who have some relationships with government through contracts, such that when a decision is taken, it touches unseen hands and legs of powerful people,” he said.

The creation of the bureau, Mr Ezeh explained, has brought about processes and procedures, as well as thresholds of regulations guiding public office holders on the limits of their approvals for government expenditures, adding that it has the responsibility to educate Nigerians and all the stakeholders on the provisions of the Act, since it believes the people need to know them, to help reduce the temptation of going against them.

Due process

The bureau, he disclosed, has developed standard bidding documents to guide prospective bidders on how to prepare their bids, engage contractors or consultants for services as well as carry out procurement audits to check abuse of the procurement process.

NEXT gathered that the bureau is about to commence the audit for 2009 procurements, to reappraise the contracts awarded during the year, to determine whether they followed due process and were given to the most qualified person at the right price.

I have been on  career-transition for almost a month now,I welcome you once again.Nairaland logistics is a medium for every stakeholder to contribute to the growth of this noble profession and I am so sure you will never regret your decision to be on the logistics train.I have been hooked since I discovered the profession while in search of engineering experience as an engineering graduate in 2005.

There a lot of things to do in order to move with the logistics train,whenever I say logistics I actually mean the supply chain management as a simple umbrella name,Nairaland logistics is one place to rub minds with colleague professional on topics but there are also volunteer career-mentors and senior practitioners that can guide on professional development in logistics and SCM,at least if its not our standard practice here,it is our dream to develop this forum to that level.

Our hope is to raise the flag of this profession high in Nigeria and become the profession of first choice in Logistics & SCM,operations management and business administration in general.

Hi Lovelyn,

You are welcome,I could not really understand this post or probably you may be asking if there is any job opportunity,while you may earn low on your job at this moment what I think may be of utmost importance is the invaluable experience you may have on the job.

Rather than solve a finance problem by looking for another high paying job,why not look for a venture that can raise some money,cause any new job at hand with the prospect of paying your ideal salary would come with its challenges,i hope you are as well ready for that.

Finally,I have now been awarded the MCIPS designation;the CIPS rules forbid us to claim the designation until the upgrade process has been completed and the only reason I have not responded to your posts.I am now an MCIPS and within the last few months so many things has happened,recently relocated but I am back in Naija and with a new role as a contracts engineer with an E & P.

Just to emphasize the international recognition of CIPS,when I relocated to North America I was recognized as a professional member and was instantly registered but to be assigned my designation in North America if I can show a proof of MCIPS designation which was then an on-going process but now that I am officially an MCIPS I would be pursue the profesional designation in North America.For some it takes them 10 years to achieve this designation but its normally a 3-years continous education at the university with thousand-dollars worth of workshops to be attended.

MCIPS has practically saved me all that time and investments,this designation I am pursuing is an asset for procurement jobs in North America,I encourage anyone who has started the CIPS program not to relent as the gains are much more than what you have to sacrifice.

It is really nice to see evidence of  high interest of the Nigerian professional community in  SCM and Logistics. I work for a UK based consulting company. I've been looking to find a way to connect with SCM professionals in Africa especially in Nigeria, Kenya and Ghana without muck luck.

Do you know any forum where I can find SC consultants based in these countries? Is there anyone here with experience in FMCG, Pharma, Beverage, Telecom industries who is interested in consulting assignments? Some previous consulting experience would be desirable.

[b]Supply Chain /Global Logistics Mgt in Europe and America is so huge.I do not know how big it is in Africa especially Nigeria as the environment is not conducive for organisations to invest in,except the oil & Telecoms companies.For now,It's huge in emerging markets like China and India especially in the areas of sourcing and manufacturing.I guess not much is know about this diverse discipline apart fro core Logistics,especially in freight forwarding,export and compliance, Emergence of IT,FMCCG,Retail,Pharmaceuticals,Engineering could open doors for SCM graduates in Africa.

Regarding ERP,not all the companies except the oil and those with global reach can afford to implement that solution across their channels as it is very expensive.To go it alone,makes no sense.You are better off being trained by the org that hires you.

As per certifications, APICS Supply Chain certificate is your best bet as it is recognized worldwide.I doubt if they have an outlet in Nigeria.

Don't give up hope buddy.SCM is the shizzy.Concentrate more on SCM system specialist.Most big and major companies are moving away from physical side of Logistics into IT and integrated based SCM/Logistics.It's all about the systems these days.I have a Masters degree in the field,coming from a business background and enjoying my job as a Channel Logistics Executive in a Telecom company though not in Naija.

yes they do,their representative in Nigeria is multimix academy, they still conduct CIPS exams too, we were about 8 of us who did the exam in the whole of Nigeria, objective all thru,very guerrelling questions, hmm, APICS sabi set exam o  shocked

That's really surprising.
I checked APICS website and they had a list of cities where you could write the exam last year. Nigeria isn't there. Check http://www.apics.org/sitefiles/testarea/international.html.
Also weird is what you wrote about hoping to pass. CSCP is a Pearson Vue exam, you get to see your results immediately. It's a computer-based exam.
Did you do the Paper and Pencil exam?

yes !

I did the paper and pencil based exam and thats what every body did in nIgeria

fear no let anybody do CBT o, That thing is a time bomb , you cant go back if u click a wrong answer and besides its already timed so if u are not fast enough the thing can log one out when your time is up! and that could be catastrophic!! shocked

Paper and pencil na your normal jamb scenerio but the bad thing is that the questions papers are different, my number 1 can be your number 50, in all the questions are 175 in number and you need to get 135 correct to pass!! shocked, i just pray i make it o,

The thing is not child's play

there is another Exam coming up in may/june i think
