,  The Federal Government yesterday said that about 20 existing medium and large dams were to be developed for hydropower generation.

Disclosing this in Abuja on the occasion of the visit of the president of the International Commission on Large Dams (ICOLD) and Chinese delegates, Minister of Water Resources, Mrs. Sarah Reng Ochekpe, said President Goodluck Jonathan has put together a roadmap for the development of critical infrastructure in water and power sectors.

Ochekpe stated that in 2008, ICOLD launched a world declaration for dams and hydropower for African sustainable development and the document identified huge hydropower potentials and the preparations for international industrialists to develop the sector.

According to her: “One of our completed dam projects awaiting power evacuation is the Gurara dam project, the federal government has taken steps to maintain existing infrastructure especially dams and irrigation projects while a number of new dams and reservoirs are to be constructed. Government is indeed conscious of the fact that globally, there is a relationship between the number of dams and hydropower developed to the socio-economic of any country.’’

The Federal Ministry of Water Resources has said it will achieve 95 per cent development of hydropower potential capable of producing up to 10,000 Megawatts of electricity into the energy pool by 2015.

It said this was part of efforts in achieving the goals and target set out by the African Heads of State and Governments under the framework of the African Shared Vision.

The Minister for Water Resources, Mrs. Sarah Ochepke, who said this while addressing the media on the achievements of the Ministry in the first 100 days in office in Abuja, said this will be consolidation phase of the gains of the transformation agenda and the post Millennium Development Goals (MDGs) era, which will guarantee sustainable service delivery.

Ochekpe also said the ministry will achieve 100 percent coverage in the provision of portable water supply per day for domestic, industrial and agricultural use, the expansion of irrigation facilities to realize the nation’s irrigation potential of about 3.14 million hectares, as well as the achievement of 95 percent coverage in the provision of improved sanitation, good health and hygiene practices nationwide.

“Nigeria has huge water resources potential estimated at 263.7 billion cubic metres (both surface and ground water) enough to meet the domestic, industrial and agricultural need of the country that will contribute to the rapid transformation of the economy. The Federal Ministry of Water Resource has the statutory responsibility to harness the water resources potential of the country for national development,” she said.

She said the ministry has taken bold steps and articulated approach for the development and management of the nation’s water resources towards meeting the needs of Nigerians. She added that active participation of private sectors investors and other key stakeholders will facilitate attainment of the nation’s transformation agenda that will guarantee access to water in all sectors of the economy.

While stating the achievement of her ministry within the first 100 days, Ochepke said: “The ministry has awarded contract for the rehabilitation and the expansion of central Ogbia Water Project in Bayelsa State. When completed it is expected to provide portable water to over 13 communities in the area.

“There is the awarding of the contract for the construction and upgrading of Takum Water Supply in Taraba State, and rehabilitation of Goroyo Dam spillway, which breached as a result of the heavy flooding in 2010, and will cost N2.5 billion.

“As measures to improve electricity supply, the installation of 30MW of electro-mechanical turbines for the Gurara Dam has been completed, while evacuation /transmission facilities are on-going.

“The 12 River Basin Development Authorities have within the period, engaged actively in agricultural activities, while arrangement has been put in place to rehabilitate the necessary farm machinery for dry season farming. These efforts are geared towards increased food production and enhance food security,” she said.

Other on-going projects, according to the minister, include construction of the second phase of additional six zonal water quality laboratories located at Sokoto, Maiduguri, Makurdi, Asaba, Umuahia, and Port Harcourt, as well as the drilling of over 200 motorised and hand pump boreholes by the RBDAs.

She listed the ministry’s completed projects to include the completion of Northern Ishan Regional Water Supply, Edo State, to supply portable water to Ishan and adjourning areas with a population of about 700,000 inhabitants, which has a capacity plant of 9 million litres of water per day with the sum of N2.5 billion.

There was also the completion of Owena Dam Water Treatment Plant in Akure, Ondo State, for the provision of treated water for Akure and its environs with a population of about 900,000, with the plant capacity of 60,000 cubic metre per stream/day; at the cost of N11.3 billion.

Not a bad idea either.
How come the FG has been recently churning out loads of good looking plans and project for the country? It will be good if these plans are actualized. I still believe in this country, but am getting tired of all these too much talks and no action from previous governments,

Power projects at 80% completion, says govt

THE Federal Executive Council (FEC) promised yesterday that under the lifespan of President Goodluck Jonathan’s administration, power generation and distribution would stabilise at 4,000 megawatts (mw).

The cabinet, which met yesterday in Abuja to receive the report on the power sector from the Presidential Projects Assessment Committee (PPAC), said most of the National Independent Power Projects (NIPPs) to raise the national output to 4,000mw were at 80 per cent completion stage.

I don't even know what to believe any more.The double speak is getting tiring.Same way we read that Lagos state has achieved 80% literacy level,whilst last year it was pegged at 90%.smh  lipsrsealed

Another load of empty propaganda and false promises.  If they are really serious let them publish the full details of the project, the value of the contracts, the names of the contractors, and the start and completion dates of the contracts.  That way we can monitor the progress of the project and find out if we are yet again being taken for a ride by thieves

Very nice plans. This is the first FG that is showing seriousness towards Nigeria's development. Gurara dam should be on stream within a few months; what we must press for though, is the construction of Mambilla dam, that project alone can double Nigeria's current electricity output and open up Taraba for development.

I was thinking about the same thing. I supported him because he promised to privatize the power sector.

But NEPALS and Power holders are blocking privatization. Those people have colonized NEPA as their family property or say it is now an occult group powerful than the president himself. grin grin

Who are we so gullible? You really believe that some insignificant agency, in of all places, Nigeria, can block privatization if it is really the President's intent, and he pushes for it, as he claimed he would when he was first made president in 2010?

Who says govt cannot engage in for-profit ventures; competing with other companies on neutral grounds? Privatization just means majority of the sector is going private, it does not bar the govt from engaging in it. The govt might strictly be in the business to generate power as well as other companies are, but will sell to distribution and transmission companies.

The govt might strictly be in the business to generate power as well as other companies are, but will sell to distribution and transmission companies.

Even though I personally prefer that the Nigerian government sell all of PHCN's assets and leave the electricity business, the government does not have to be excluded from participating in the electricity business as long as the electricity sector is deregulated. That way, either the private sector operates without PHCN or the private sector operates with competition from the government.

The status quo has not changed, and all these programs GEJ is implementing show that he is neither privatizing nor deregulating the electricity sector. That is not what he promised during his campaign.

And no one is saying that the government cannot run for-profit businesses, but history suggests that government is usually in efficient at running for-profit ventures. In Nigeria, PHCN has been hemorrhaging money since its days as NEPA, while consumers practically lived and still live in darkness. Like the elders say, you can't keep doing the same thing and expect a different outcome.

So, NO, Government is not to be involved in power generation -- managing, maybe but not as competition.

He hasn't really announced that Government will now be involved in the way you posit -- even though since the beginning of the year, the same Government has been awarding contracts, it seems to continue building power plants, even after the promise of fully privatizing the sector.

You are right. GEJ did promise full privatization. This GEJ is beginning to disappoint me.
