Where do jobs come from? In my opinion, jobs ultimately come from:

Human problems: Medical doctors have jobs because people get sick. IT Engineers have because computers are so confusing. Generator engineers have job because we have no power. Policemen have jobs because crime exists.
Human needs: Lawyers have jobs because people need legal advice and representation. Conductors and taxi drivers have job because people need to travel. Marketers have jobs because companies need revenue.
Human desires: Actors, musicians, and writers have jobs because people desire entertainment. Phone sellers have jobs because many Nigerians desire blackberries. Event managers have jobs because people love to party.

That is why, when people talk about the alleged shortage of jobs in Nigeria, I get confused. Have we run out of problems that need to be solved? Have all our needs been catered for? Do we not have unlimited desires anymore? Then how can there be a job shortage? Well, in my opinion, there are two possibilities:

Inadequate Education/Training: If the vast majority of job-seekers are not equipped to solve the problems that need to be solved in the country, the unemployment rate will be high. If we have a high demand for engineering work, but our universities are producing Yoruba studies graduates, then they may not get jobs. It's not that the jobs are not there, but that our educational institutions have failed to equip adequately us for the jobs available.
Labor Market Failure: Sometimes a potential employer may not realize that his/her problems could be solved by employing someone. Sometimes an employer realizes it, tries to create a job, but can't find the right candidate for the job. The potential employer and the potential employee simply fail to find each other. Sometimes they do, but a labor unions, restrictive regulation, or cultural issue blocks them, and a potential job is lost.

Since human needs, wants, and problems are unlimited, the potential for job creation in any economy is unlimited, too. If you want to "create jobs", you should embark on sustainable business ventures that address the problems of inadequate training and labor market failure. Go into the business of equipping job-seekers with the skills they need to take the jobs in the market. Go into the business of helping employers find job-seekers who can solve their problems. Teach job-seekers how to talk their way into businesses they can add value to. "Create jobs" by solving problems!

I rather doubt that there can ever be a 1 to 1 correspondence btwn jobs and jobseekers.

Ultimately, socialism will win.

Two more key things required:

1) A suitable business environment; and
2) A market place.

There are some businesses that can be started with no capital. But most businesses must be started with capital.

Inadequate or no capital at all is a problem in Naija. I believe there are at least 10,000 Naijarians who have great ideas, have discovered problems that need to be solved, are innovative and creative but see capital as a wall of Jericho seperating them from achieving their Naija dream.

Sometimes they are forced to settle for another business that has cheaper startup costs (just like me) or keep doing their 9 to 5 jobs and continuously postpone the start date of the potential billion dollar firm that would employ tens of thousands of Naijarians.

Nigeria's problem is not a lack of ideas. Our innovativeness when frustrated often leads us to criminal acts. The problem is the business environment that is frustrating entrepreneurs.

You can have the best business plan, with all the capital in the world. If the business environment is corrosive then your business plan is programmed to fail.

In order for your business to succeed, you need to "work around" Nigeria's business environment. Be that: 1) joining the "business as usual" crowd - and "paying as you go", 2) locating your server/factory/operations centre overseas, 3) joining forces with someone stronger, 4) downgrading your business plan.

it's not enough to solve problems, that's just a little part of the business venture, especially in this globalized world.

you need to have a strategy that will make the business competitive enough to grow enough, and such will definitely require capital(which is usually huge). now if somebody else or bank is supplying this capital, then u'd need to draw up a convincing business plan that will meet their own demands in terms of equity, interest, time of maturity of loan, etc. to meet these demands of business plan alone, u either need to be highly trained in business\marketting\accounting etc or you hire a professional to produce this for u(already spending on consultancy without a guarantee of this loan u are pursuing, let alone profits from a biz).

Yeah i know someone might argue: hey get IT training, it doesn't cost much, u'll be self employed blah blah blah. i'd say ok, IT seems to be the in thing now, everybody is an IT engineer\web \sofware developer etc. so with so many providers come competition, you might still be able to eat, pay your rent & bills, but then comes the big multinationals & before you can say jack robinson they'd taken away your little market: ask the once thriving cybercafes what starcomms\mtn\glo etc did to them or our internet entrepreneurs what google is doing to them now. so what am i saying? you need to be BIG to survive the long term, it's not enough to have a great idea, you need to have investors\capital to invest & develop that idea ASAP b4 some "bigger fish" comes in to pull the rug under your feet.

that's just two of the multitude of problems facing the nigerian entrepreneur. so how do we solve the problem of capital for starters, then infrastructure, then govt incentives & protection, then etc. Ma broda; e no easy o.
