The African Union is due to inaugurate its newly built headquarters in the Ethiopian capital, Addis Ababa. The entire $200m (£127m) project was funded by China as a gift to the AU, as Beijing continues to strengthen its influence in Africa.
The 100m high tower overlooks a vast conference centre where African heads of state are expected to meet for years to come. Their first AU summit in the building will take place on the weekend.
China’s most senior political adviser, Jia Qinglin, will attend the opening of the new headquarters and will address African leaders at the start of their assembly on Sunday.
The new AU building dominates the skyline of Addis Ababa and is the city’s tallest building.
Most of the materials used were imported from China and even the furnishings were paid for by Beijing, AFP news agency reports. Construction began in January 2009 and involved 1,200 Chinese and Ethiopian workers.
The project co-ordinator, Fantalum Michael, says the new building signifies China’s growing friendship with Africa. “It’s a testimony that this relationship will continue in the future,” he told AFP.
Thriving relationship
Trade between China and Africa has increased more than six-fold during the past decade to $120bn (£76bn) in 2011. China is interested in Africa’s natural resources and in return is investing huge sums in African infrastructure.
Roads are being built by Chinese firms at a staggering rate, says the BBC’s Will Ross in Addis Ababa. While other rich nations impose conditions before aid is given, China’s relationship with African countries is strictly a business one, he says.
Human rights groups have criticised China for undermining efforts by western countries to link aid to improvements in governance. However African leaders have welcomed the Chinese approach and have embraced investment from Beijing.
In Ethiopia, many jobs have been created through Chinese-funded projects. Chinese cars are being made in Ethiopian factories and China is also building a light railway across Addis Ababa.

Did u see the cnn freedom project on chocolate's child slavery in Ivory coast? yes the chocolate billion dollar industry promised to end child slavery in the plantations of west Africa but the vice goes on.
I wonder who btwn the child workers and the chinese can claim better working conditions. undecided

Unfair trade practices take place in Asia but I doubt Europe/US/Africa are saints cz workers at the lowest levels of production get exploited.

At first, i was going to er on the side of caution but that building looks georgous in actual form and cost $200million, so here is my take - God bless China.
al jezeera news states "China gives Africa a home", that ought to make one think twice, maybe this will prompt our leaders into doing some personal soul searching.

Why can't we fund anything ourselves? Everyone loves funding things for us. He have plenty of money, can't we fun it ourselves? But I rather do business with the Chinese than the west.

On the 28th of January, 2012 African countries will collectively descend to a new low on the global index of state sovereignty, territorial integrity and actual independence of nations. On that day, Chinese President Hu Jintao will be in Addis Ababa, Ethiopia to commission the new $124 Million African Union Headquarters built and donated to the continent by China. Termed “China’s gift to Africa”, the edifice was constructed by the China State Construction Engineering Corporation with over 90% Chinese labor.

It is to the discredit of the African Union and therefore, every individual and country within that regional body that in 2012, a building as symbolic as the African Union Headquarters is designed, built and maintained by a foreign country, it does not matter which country.

The ancient and modern history of donation of buildings and structures from one nation to another is filled with intrigues and subterfuges, conquests, diplomatic schemings, espionage and counter espionage, economic manipulations, political statements and dominations. The construction of the Trojan horse by Odysseus and its ‘donation’ resulted in the Greek conquest of the ancient city of Troy after 10 years of unending skirmish.

In building the Basilica in Rome – termed the “greatest of all churches of Christendom,” contributions from faithfuls were emphasized rather than donations from friendly nations. Even the gift of the Liberty Statue from France to the United States on occasion of the latter’s independence was a joint effort, whereby over 120,000 Americans led by Joseph Pulitzer contributed funds for the construction of the pedestal in 1885.

In rare glimpse into the matter, the book Architecture of Diplomacy, Jane C. Loeffler reveals the underlying diplomatic maneuverings and political ramifications that defines the construction of American embassies all over the world . The author states that building an embassy requires “as much diplomacy as design.” Loeffler enumerates factors seriously considered in the construction of an American embassy building and they include “World politics, American agendas, Architectural politics, cultural considerations, security” and several others.

Common sense dictates that in an era of increasing exploitation of Africa’s natural resources by foreign powers including China, that the African Union, rather than the apparent submission signified by acceptance of the construction of its headquarters by China, will be an organization advocating for fairness in the relationship that exists between the continent and the global powers.

Should security considerations be included, then the question arises as to how African heads of state and government could hold confidential meetings in a building they have no idea how it was wired. What guarantee do African governments have that every word uttered in the new headquarters in Addis Ababa is not heard in Beijing? What evidence negates the suspicion that all activities in the just completed building are not replayed on a large screen in Beijing as Chinese secret service agents watch?

Culturally, indigenous Bantu culture abhors dependence on others for sustenance. A favorite Swahili proverb of Mwalimu Julius Nyerere’s is “Mgeni siku mbili; siku ya tatu mpe jembe” which means “treat your guest as a guest for two days; on the third day give him a hoe.” Indigenous African tradition largely abhors dependency of any kind. It is frowned upon for a man not to thatch his rooftops well before the rainy season, or to stay back while others are going to the farm, except he is bedridden. Add this to the logic espoused in Archtitecture of Diplomacy, and one reasonably concludes that it is unacceptable for Africans to accept a building from China that will house what should be the landmark of the continent’s achievements and its aspirations for the future.

Clearly, much indiscretion was exercised by the African Union officials in the acceptance of the offer of a new headquarters from China. The African Union has since deviated from the ideals of its founding fathers when in the 1960s Kwame Nkrumah and other great African leaders sought to establish an organization that would protect the geographical contiguity and territorial integrity of African nations. Emperor Haile Selassie in his historic 1963 speech stated clearly that the Organization was founded because “Africa has been reborn as a free continent and Africans have been reborn as free men. The blood that was shed and sufferings that were endured are today Africa’s advocates for freedom and unity.”

Contrary to his predecessor’s commitment to the continued freedom of the continent from imperial forces, Ethiopian President Meles Zenawi - currently being accused of selling huge swathes of Ethiopian land to foreign countries – on a tour of the facility boasted of how he single handedly lobbied Chinese officials to build the new headquarters and how he exempted taxes on all Chinese imported construction materials.

Gleeful at the opportunity for African heads of state to indulge in their lifestyles of conspicuous consumption during meetings and summits, AU Projects Director Fantahun Hailemikael reports that among the several luxuries of the building is a “helicopter landing pad so visiting dignitaries will be flown from the airport.” Of course the dignitaries will be spared the sight of the slum that much of Addis Ababa is. They will be flown from the airport to the AU building and from there to Sheraton Addis, reportedly the best of its kind around the world.

While the African Union think it has gained from China by moving into its new ultra-modern facility, the reality is that the continent has lost tremendously in all matters worthy of reasonable consideration. The move to reverse the derogatory perception of Africa and Africans by all non-Africans has suffered another major setback. The resultant effect will be the continued political and economic manipulation and domination of the region by the West, and now China, and soon the rest of the non-African world.

Fact: Yes it is a symbolic building but it doesn't discredit the African Union. It could have been built by Africans and still be compromised in terms of security and espionage. Espionage happens all the time in places like this and are bound to occur regardless of who builds the place.
Now if you are building a place, isn't it best to seek experts in architecture and security?.
Also, there is also the language barrier between Africa and China, which, often times explain the labor force ratio but i'm sure that can be worked out with time, All relationships have their shortfalls. we just have to be prudent with China.

Commonsense also dictates that whether we work with china or not, we'd still be exploited. For Over 50yrs, Nigeria has been exploited and bullied to the point that China coming in looks more or less like a blessing. At least, we  can say we have something to show for every resource we trade. Every country should be able to show some development for its resources, wouldn't you agree?. As per security look at my first statement.
There is a saying, if you want to go fast, go alone(and you'd probably regret it) but if you want to go far and be greater, go with someone. Africa has been stagnant for many decades and it can not go alone, if china want to work with it, then fine. China was bold enough to start rebuilding of Angola, neither the west nor Africa had the guts to. we all simply stood aside and watched.

Yes, pls cry me a river since they don't get to see the poor of addis ababa embarassed. All countries have both rich and poor and are well aware of it, perhaps they can work on how to reduce poverty there. With regards to land, even the developed countries are selling land to foreigners in this tough economy, NZ just did a little while ago.
This is definitely not a major set back as the trust between Asia and Africa will be put to test. Every relationship has its ups and downs and as china and Africa engage more, it will only get better as they will learn to work together, readdress situations, remove prior fears while building on new perceptions.

That sounds just like Zulu. But 'usuku' means night and not day. The numbers are the same, 4 and 5 are 'ne' and 'hlanu' which sounds like 'kano'

We are too busy engaging in tribal politics and corruption. The top 2 enemies of progress.

But in a meeting between Obiang (Equatorial guinea president>>new AU chairman) and the chinese,they pledged to provide $ 95m in the next 3 years for projects agreed by the 2 sides.This automatically locks out the west from interfering or having any dealings with AU.
I think it's one of the chinese Smart moves. *just thinking*

I keep ask myself if china is acting in Africa's best interest by *protecting it * from the west. After all Jia >>Top chinese political adviser claims that china is promoting the peace,stability and and self development capacity of Africa through infrastructure construction etc etc.

Whatever the case Africa is doing better infrastructure wise with the chinese help. We need this.

In a BBC article, Africa’s leaders seem to be declaring their wish to see African solutions for African problems. Seems like they missed a grand opportunity in the AU Headquarters.

Since when did the laws of nature change? Is it now possible to get something for nothing? 'He who pays the piper (drummer in this instance) calls the tune.' Self reliance wins every time. There is enough African talent and brainpower these days to design and construct a modern facility of this stature.

Without a doubt, wholeheartedly. African leaders have been terrorized by Western intelligence agencies post physical colonialism. There are several past articles of kleptomania of African heads of state throughout the decades. It's a crying shame that more vital capital is sitting in the banks of London, Switzerland, Dubai, and elsewhere outside of the continent than being utilized at home.

If Angola didn't have large deposits of petrol I doubt that we would would see China participating in their progress. Central bankers have just about squeezed every drop of blood out of the West with their fiat money, debt schemes and wars for profit.

Helicopters rides and luxury while in many cases there is insufficient clean drinking water back at home? While people are starving because of crop failure and drought? Luxury while the elite take away fertile tribal farmland and sell it to those outside of the continent?

I think it will be that of friendship,the growth in Africa is driven by the demand for resources from Emerging markets.You need Economic power first to be able to engage properly.The westerners dont like to give back,they just want to pack resources for free.

why so blue?, it is simply a gift and i'm sure you have good manners and often say "thank you" when given a gift. 
I cant follow your train of thought in that write up, sorry.
I favor self reliance but i also favor cooperation with china (why- because this whole arrangement can be made to favor both sides greatly if done wisely)

Fact check: is it  really neocolonialism or do we have a log in our eyes?

- us owes china trillions, it is paying by attracting chinese to the us with faster visa processing and oil importation, africa is not doing any different.
- Australia has a mining boom, thanks to china, why wouldn't africa want that.
- developed countries are making countless trips to china to secure deals with china but china comes to africa willingly
- lastly, we know it is not wise to fight a billion army strong so we would rather make peace and i hope we keep it that way, no need for us to prove a point

if this is neo colonialism, then it is safe to say that most of the world is colonized by china wink

That is not true. I have live in china for years and what i have seen and understand in factory workers is that you come to work at any time of your choice and go when you like same as your dinner . The main thing is that they have this time calculator that came with one name as card. once you came to work you go and slot the card inside the calculator machine to mark the time you came as well as closing time and lunch time even dinner time which is 6 pm for those that want to work over time and those who don't want over time will go home. meanwhile after every month the time calculation will tell how many hours you have work . if it's up to one month calculation including lunch time which start from 12:00 noon to 1 pm some 1:30 PM . The issue is that most of them came from very poor family and want to work all the hours on earth to earn more money. Now minimum wage in china for any worker at all is 2500 Yen which is 67 000 naira . one Chinese yen is 27 naira. as of 2004 it was 1 Chinese yen is 16 naira but today is 27 naira. That is to tell you how fast their economy is growing and how fast ours is going down. May God help Nigeria.

Get your fact straight bro. You might live in China for years but what you wrote up there isn't completely true. The companies that use those machines also keep rules on the hours. If you missed those hours, you are fired. Companies like Walmart in China doesn't use such machines. People that work in company that produce apple products don't use it. Many companies don't even use the machine.

Haven't you heard of people setting themselves on fire or committing suicide due to their working condition in China? Regarding the minimum wage you are talking about, you need to compare things bro before saying. For instance, places like Beijing, Shanghai, Shenzhen, etc where a single room is about 2500rmb which is more then 40,000naira, tell me a place in Nigeria you will see such rent price.

Please let's be really for a moment when comparing things. One love bro
