I think Smalling has been a liability defensively in quite a few games now this season.. I'd have him as 4th choice CB
1. Bailly
2. Jones
3. Rojo
4. Smalling
5. Blind

The problem as we all know is Jones staying fit (to be fair he's not done too poorly this season) and Rojo keeping up his good form and not diving in and being reckless.
