You can get on paypal but will surely have limited account unless you get external documents to verify it. Why not look at other Nigeria-friendly alternatives?

Paypal don't allow Nigerians to open account with them. if you have Togo address, you may be allowed to open account with them. They will request you to mail in your documents.

It shouldn't be about opening a PayPal account, but first equipping oneself
