What are the advantages of having septic tank on the surface ?
Also how does that work for toilets on the ground floor and even upstairs, traditionally when soak away is buried underground, gravity ensures that the waste doesn't rise up in the pipes.

I don't think it's been poor (which you are far from) but a better use of asset exists which can yield better rewards.

If Nigeria was sane, then there would be no use for anyone to build storage to house ones excrement's in 2015 and in Lagos and in one of the most prized real estate areas for that matter.
