hello, please my wife visited me in UK in 2000 on a 6month visiting visa.she had An encounter with Metropolitan police where she was working and her fingerprint was taken.she was not convicted or given any caution.she left UK voluntarily but her passport date on arrival to lagos was back-dated.she now apply for settlement in 2011 to join me in UK and her application was refused by the ECO based 0n her fingerprint showing the she overstayed before and my tenancy agreement was not included in the application apart from all other document.'the following document were all included:Marriage certificate,phone call utility bill,pictures of marriage and my statement of account.the ECO said i have full right to appeal and that every applicant must provide test of english language certificate or degree certificate.please what is the probability of winning the appeal because i was charge for the appeal based on there new policy.please what should i do now

Those are serious immigration offences, especially backdating her date of arrival, just prepare valid explanations why should shouldn't be refused a visa and hope that the immigration judge is in a good mood that day.
