In theory what he's saying is that my constituency has serious issues with road safety rules and officials and I have been mandated to handle the matter with urgency and expediency. If not his colleagues should show him the door and his constituency replace him. Surely he cannot be the only learned fellow from that locale.

In theory, everyone is equal b4 d law. But in practice, it is d highest form of naivety to expect that everyone will be treated equal. And lack of discernment brings grief. Even in heaven, d 12 apostles have streets named after them. The poor man had to take solace in Abraham's bossom.
