Jerusalem - African migrants who entered Israel illegally will be given cash incentives if they leave on their own soon, or they will face expulsion, the interior ministry said on Friday.

A tent city is being built to hold other migrants, the vast majority, who can stay for now, the ministry said.

About 60 000 Africans have trekked through Egypt and other Muslim countries to reach Israel over the past few years. Many are looking for work, while others are seeking political asylum.

Cash, plane ticket

A Jerusalem court has ruled that some 4 500 migrants, mostly from South Sudan, Ivory Coast and Mali, are to be expelled.

Interior ministry spokesperson Sabine Hadad said on Friday that those who willingly leave within the next week or two will receive cash incentives of $1 200 and a plane ticket. She said that otherwise, they will be expelled.

Earlier, Interior Minister Eli Yishai said it would take months to expel them.

He told Israel Radio that that a tent city and holding facilities are being built for other migrants who are living in major population centres. He said they will receive food and health care and will have good living conditions there.

Because many are from Sudan, an enemy of Israel, and Eritrea, a country with a flawed human rights record, the line between refugees and economic migrants is blurred. Therefore, Israel has quietly allowed most migrants from those two countries to stay without processing their asylum applications.

Jewish character

Yishai warned that an influx of migrants could destroy Israel's Jewish character. In some places, entire neighbourhoods are inhabited by migrants. Tensions are high in southern Tel Aviv, where a series of rapes, robberies and violence have been blamed on the Africans, sparking protests.

Police say the crime rate among the migrants is lower than for Israelis.

Court decisions are pending regarding migrants from other African countries, mainly Eritrea and Sudan.
The migrants infiltrate Israel's porous border with Egypt, exploiting the widespread lawlessness in Egypt's Sinai peninsula.

Israel is erecting a barrier along the roughly 200km border with Egypt. But the migrants continue to arrive at a rate of about 1 000 a month, and some report being raped, tortured and extorted by the Arab Bedouins who smuggle them through.

Many words come to mind when one reviews the recent moves by Israel authorities against African migrants, such as hypocrisy, and irony, and of course, chutzpah.

The Israelis have deemed it necessary to erect tent cities for thousands of African nationals who have entered the country illegally in recent years, and are taking sudden measures to encourage all of them to leave, whether with their consent, or without.

The authorities have couched their actions in terms of taking legal steps against a worrisome domestic development, but the entire process has been bound up with the ugliest kinds of outright racist rhetoric, and violence, against Africans by Israeli society.

The entire affair smacks of the 1940s, when Nazi authorities labeled whole categories of people as undesirables, and either deported or slaughtered them.

The irony and hypocrisy arise when one remembers that Israel was supposedly established as a state to protect people from the Holocaust, although Zionist colonization in Palestine had begun decades earlier.

Added to this is the bizarre notion that a state that is supposedly obsessed with national security, and one that is fond of lecturing everyone else about protecting borders, suddenly wakes up to find that tens of thousands of people have been able to stream across Israel’s borders, seemingly with little difficulty.

Israeli leaders have also taken the opportunity to warn against the “loss of Israel’s Jewish character” due to the influx of migrants, while the statistics happen to defeat the other racist claims – police point out that the crime rate among the migrants is in fact lower than that in ordinary Israeli society.

In plain English, Israel is practicing a form of state terrorism, by suddenly realizing that it has a threatening population within its midst, even though many people are lured there by the prospect of securing jobs – the Israelis have had no problem exploiting such a group, and then suddenly deciding that they are redundant and must be evicted.

Israel has a long track record of reacting with the policy of collective punishment, whether it’s against Palestinians, or the people of south Lebanon.

Meanwhile, the western world, full of allies of Israel, is silent amid these outrages. A single dissident in China becomes an international cause célèbre, while the oppression of thousands of Africans in Israel is something that does not merit condemnation.

Every other state in the Middle East is subjected to lecture after lecture by Western leaders who hold up the slogans of human rights to issue criticisms left and right.

The Israelis are fond of regularly seeking out international sympathy as victims, and they have the audacity, or chutzpah, to brand entire groups of people as undesirables, and round them up to be placed in centers of detention.

The irony, and the hypocrisy, are obvious to all except those who willingly choose to ignore such actions.

One quick advice to Israel : turn them to soldiers, palestinians are regrouping. Hamas are training. Iranians are building nuclear facilities. Lebanese are coming for their stolen lands. Egyptians have removed mubarak and changed into islamic nation. You israelites should open your borders for africans otherwise.... Extinctions stares at you

Let us all commend Israel for doing it in the right way and manner. $1,200 isn't a bad amount by African standard.

Let us also remember that not so many countries offer such generous packages. Israel is also a very small country.

This is the beginning of the end for israel. If you don't blow your trumpet, no one else would do it for you. Israel is really attracting the anger of God; These ppl are very manipulative,I thought what they encountered in Germany will make them treat their fellow human beings as equals but they have continue to steal lands and marginalize Africans who crossed the desert in search of jobs even the Ethiopian jews are treated like scums there. The refugees from Eritrea have run the risk of being shot crossing the Sudanese border, trekked through Sudan, up through Egypt (on foot), then run the gauntlet of the Bedouin kidnappers in the Sinai (where many have been killed) and also being shot getting into Israel...then they offer them $1,200 dollars to leave! KMWT
