Governor Babatunde Fashola of Lagos State, Southwest Nigeria, has described the agitation for the creation of additional states by some Nigerians as an attempt to cause confusion that may result in balkanising the existing states.

The Governor made this position known on Friday during a one-day public hearing on the proposed amendment to the 1999 Constitution by the National Assembly, organised by the State House of Assembly.

Fashola, who maintained that the country would incur huge cost for administrative and personnel purposes in creating more states, added that the agitation should be for the creation of more Local Government areas as this would enhance the much needed development at the grassroots and bring government closer to the people.

According to him, “most states are currently not sufficiently viable to justify further subdivision.

“It may well be that the agitation for more inclusiveness in governance and for rapid development may be better addressed by the creation of more local governments than it can be done by the creation more states.”

Fashola also opposed the removal of the immunity clause from the Constitution as canvassed by members of the public, arguing that it is meant for the office as against individuals who occupy privileged offices.

Emphasising that the office preserves its dignity and ensures the effectiveness of administration, the Governor said: “while it is regrettable that there may have been actions which are indicative of abuses of the privilege by some office holders, the privilege of immunity is not for the benefit of the office holder.

“Retention of the clause would prevent unfounded allegations of criminality against top public officials which, if allowed, would bring massive distractions.

“Even where the allegation that necessitates trial relates to corruption or other criminal offences, it is trite that time does not run against investigation and prosecution of offenders. What would have been achieved with the removal of the immunity clause could be achieved at the expiration of the tenure of the serving officials.”

Most of the contributors at the hearing supported the creation of more local governments with some advising that states be given the powers to create local governments instead of what currently obtains.

They also called for the scrapping of the list of local governments from the constitution.

Governor with brain. Abeg fashola please tell them oh ! Creation of state apart from the last SE state would only result to more looting. PDP bunch of thieves.

Fashola, mind your business. It is not up to you if new states are created or not.

Let the FG worry about that, you just continue to work on being a better and more independent governor.

The average Nigerian leader is selfish. The same people aho are against state creation are clamouring for state police. Where will the money used to fund state police come from? Is it not from the FG?

this is more on point from BRF,his argument made alot of sense if u look @ it from a neutral angle.Creation of more states for what?What is the assurance that by the next dispensation other groups will not clamor for states of their own?have the existing states made a significant progress in developing their populace?if any state must be created it must be in the SEor let the senate find a way of makes all zones having equal number of states or else very soon one Aboki will wake up to tell us they own Nigeria like they claim to own APGA.

For Pete sake people shouldn't abuse dis man..his arguments always sound reasonable even if u don't agree with him totally on some. On immunity clause I disagree with him a little bit, but on state creation I totally agree with him, creation of more states wen even d existing ones cannot fend for demselves. We are complaining of cost governance yet we want more states, we should know that means more convoys, more thieving commissioners, more useless special advisers n personal assistants, more security votes, more administrative cost, more persons enjoying immunity from prosecution..walahi d cost is huge etc. @ dis point in time we do not need more states in dis country basically becos d ones on ground cannot even sustain demselves. It is just very unfortunate dt our useless leaders will use dis as an avenue to score cheap points as we approach 2015. Everything has a merit n demerit but I believe now that our aim is to try and cost down cost of governance, state creation is a complete opposite of that aim.

Is FG responsible for paying LASTMA,KAI etc in lagos? Why should they be responsible for paying state police.
The man is right and not surprising too, state creation was possible under military government where the president creates a state and send an administrator there before the people get use to it and organize themselves politically.

About the LGA's that we already have,what have they really achieved? When we put the achievements of the Local Govt. Areas for the past 5-7 years into consideration, we might as well scrap them all out!!!!!!!!....

I'm not against the idea of creating new states as it would serve as catalysts in the development of the area.......however,looting has to be reduced to the barest minimum first..... Peace.....

Honestly that beats me too..even though e gave a valid point for d immunity issue, I still believe removal of it is more on point. Simply becos even with d immunity our useless governors don't do anything. So his point of distraction is not even applicable here becos its only wen u r working that u get distracted. Instead d removal will only distract them from stealing(which is d only work most of dem do anyway). However I pardon d man because his view will be based on d assumption dt every governor is working like him.

Not as if he isnt on point buh he shouldnt even tell us cos he aint in the national assembly and neither can he make decisions for them. If he knew politics too well then he should know that what he engaged himself into is a dent from the view of his opposition. Neither am i in support of it buh there is a region that needs a state to make it 6states like the others cos they are being cheated upon.

That will never happen because of fear of domination of one group by another within a geo-political zone. The 6 geo-political zones are not as homogenous as you think. The states are ok the way they are now. We only need one additional state in the SE.

ignorance is indeed a serious disease.do you think lagos state depends on federal allocation?lagos state wants state police and justifiably so.even as at now,lagos state pays extra allowances to officers of the RRS.these officers are automatically entitles to 2million upon death or disability in the line of service and get this from LASG even while the police heirachy is still holding on to their entitlements.fashola does a lot for lagos state police and thats why crime has reduced in lagos.you now begin to wonder how the police force will be if they were recruited,trained and equipped by the lagos state government

i am not suprised at your post.i didnt expect anything better.LGAs are important to the development of the grassroot and are mainly dependent on allocation from the FG and subvention from their state governors.a state like lagos shouldnt have 20 LGAs while less populated states have 30 or even 40
