The failure of NNPC to repatriate these amounts constitutes not only a violation of constitutional provisions but also of both the Foreign Exchange (Monitoring and Miscellaneous Provisions) Act No. 17 of 1995 and the Pre-Shipment Inspection of Exports Act No. 10 of 1996 which stipulates that “An exporter of goods, including petroleum products, shall open, maintain and operate a foreign currency domiciliary account in Nigeria into which shall be paid all exports proceeds corresponding to the entire proceeds of the exports concerned”.

You see, the NNPC here is not even saying there is nothing missing. It says its statutory remittance to the federation account of about 27% of total has already been made.

What the NNPC has done is to shift the blame on some other agencies.

However, what the CBN is asking here is its foreign exchange. You exported and under the laws you should bring back foreign exchange to be held by the CBN before we talk of your statutory payments to the DPR and FIRS.

Another crude attempt to digress from the topic. Is the NNPC man lacking an understanding of the contents of Lamido Sanusi's letter.

The CBN asks in the letter, where is my foreign exchange?

You the NNPC has exported crude and under the export laws, the proceeds from these exports must be remitted by the NNPC, the exporter and not the FIRS or DPR.

To an extent, the CBN cares less about what has been paid into the federation account as that is an issue for the fiscal authorities. The CBN is concerned about its foreign exchange as this is at the center of its monetary policy direction.

So Mr NNPC who exported and did not remit forex to the CBN should explain what has happened. In this case, the CBN does not know the DPR and FIRS. It knows the exporter, the NNPC.

These are the CBN Governor's words here,

"Our analysis of the value of crude oil export proceeds based on the documentation received from pre-shipment inspectors shows that between January 2012 and July 2013 NNPC lifted 594,024,107 barrels of crude valued at $65,332,350,514.57".

He has based his assertions on official documents received. If the NNPC spokesman is telling us that the figures are indeed higher. We are then forced to ask, who underreported these exports?

Secondly the NNPC spokesman did not respond to this,

"Finally, your Excellency, we would like to report that NNPC has failed to keep up with payments of its levies under Nigerian Export Supervision Scheme (NESS) in line with this law, and currently owes the Federal Government N22 billion."

Has the NNPC failed to remit this? He did not say. All I see is an attempt to discredit the CBNs assertions which is the same criminal tactics we have seen over and over again.

Let us even assume that the NNPC was not meant to remit this amount. This letter was written to Jona in September, we are in December going to January, what has been done to see that the appropriate department makes this return to the federation account?

We are talking billions of dollars and not naira. Is he not moved as the President that some organisations have failed to remit revenue in billions of dollars due to the treasury?

Mr Mumu, I do not care about the rubbish you have written there. Fact is about $50 billion which should have been paid into the federation account has not been paid and is consistent with the response of the NNPC communications man who has attempted to shift the blame on some other agencies.

Whether it is cost price, selling price, that is not our business. The question is, where has our money gone. This government is unable to pay the states their statutory dues from oil sales and continues to draw from savings. This government has had to issue massive amounts of domestic and foreign debts to finance its budgets in a period of rising oil prices. This is enough evidence that something is wrong.

Sanusi Lamido did not write about 2010 and 2011, he wrote about from Jan 2012. This is not the first time he has seen inflows into the federation account and therefore he knows when the situation is right. Except you want me to believe the data from a troll like you is more credible than the CBNs figures.

What he is saying there is, he knows one exporter of this oil called the NNPC. Under the export laws, the NNPC ought to bring back its export proceeds. He does not know the DPR as the exporter!

Do you actually think the average man in the UK or US wants to be incorruptible? Fact is they are as dubious as the man we have in this part of the world else we would not have the controls and control systems we have in that world. Who takes ultimate responsibility for those controls? Leadership!

Leaders drive change and not followers. It took one woman, Mary Slessor, to let some people know that killing of twins is evil and she moved to stop the practice. Those people would have carried on with that practice as normal business if not for Slessor.

That is leadership driving change and making the people see through the lenses of change.

I look through Goodluck Jonathan's lens, what do I see? I see corruption, incompetence and cluenessness. I do not see change and so how can such a leader motivate his people to change?

Change is leadership. It is not a 'bend down' select process where you expect everyone to just start acting right. Leaders must drive change if they are truly leaders.
