More revelations are emerging, as the embattled former Chairman of the Pension Reform Task Team, Mr Abdulrasheed Maina, opens up on the controversy surrounding his reinstatement.

The first thing he wants to make straight is that the presidency played a role in his reinstatement.

He claims he met with the Minister of Justice, Abubakar Malami, after President Muhammadu Buhari gave his approval that officials should hold talks with him.

“When this government came in, the President went and gave his note that ‘go and sit down with Maina. I have given you the approval’. They sat down with me after the security agencies cleared me of any wrongdoing,” he said on national television, as he explained the circumstances that led to his return to government one month ago.

Maina claimed he gave the Minister a document during the meeting, which helped the government to prevent the theft of 1.3 trillion Naira.

"As soon as this current government decided to sit with me, and after sitting with me, I decided that ‘I will not leave you (government officials) to go back to Nigeria with empty pocket.

"I’m going to give you something to put in your pocket," and the Minister of Justice laughed, and said ‘'what are you going to give us?"

"I said ‘I’m going to give you guys a gift’." "What is the gift?" he asked. I gave him a document and said ''Go here, here, here, here… there’s 1.3 trillion Naira, they are going to steal it because they have been stealing it every year’,” he said.

Maina had been declared wanted by the Economic and Financial Crimes Commission before his reinstatement, but the story seems to have changed as he insisted that security agencies had cleared him before the talks which were held outside Nigeria.

A policeman on Wednesday allegedly shot and injured a trader at the popular Singer Market in Kano metropolis

The incident happened when a team of NAFDAC officials went to raid some shops in the market in an attempt to confiscate items that had no NAFDAC registration number.

According to an eyewitness, trouble started when the team, in company of some policemen stormed the area in order to carry out the assignment.

It was gathered that on sighting the team, the traders mobilised themselves and prevented the team from going into the market.

The traders were also said to have blocked the Bello road and burnt a number of old tyres on the road.

This prompted the policemen attached to the team, to fire shots in the air in order to disperse the traders who protested against the move.

“The injured trader, Malam Abubakar Garba is on admission at the Mohammed Abdullahi Wase Hospital, Kano, receiving treatment,” the witness said.

When contacted, the state Police Command’s Public Relations Officer, DSP Magaji Majiya said he was not aware of the incident.

“I am at the moment in Abuja attending a conference. So, I am not aware of any incidence of such nature,” Majiya said.

However, when contacted, the NAFDAC state Coordinator, Alhaji Bashir Muazu, confirmed the incident saying the team was in the market to confiscate some items that has no NAFDAC number.

“This is a routine exercise, but I don’t have details on the incident but as soon as the team returns to the office, I will give you the details,” Muazu said

The Commissioner for Education, Prof. Jonathan Andrew Nok, has passed away.

Nok died at the age of 55 but the circumstances leading his sudden death is still sketchy.

He was born on 11 February 1962, hailed from Nok Village in Jaba Local Government Area of Kaduna State.

Until his appointment as the Commissioner of Health and Human Services; and later Commissioner for Education by Governor
Nasir el-Rufai, Nok (MFR), was a professor of Biochemistry at Ahmadu Bello University, Zaria and also the Dean of the Faculty of Science at the ABU.

Officially, there are about 37 candidates on the starting line for the race to the government house in Awka - the State capital.

But on the streets of Awka, only two names seem to be on their mental ballot papers - Former governor of the state, Peter Obi and billionaire business man, Arthur Eze.

"This Saturday contest will be sweet o. I will drink my beer and wait for the results to be announced. See, this people with posters everywhere are not the ones who are contesting.

"Apart from Obiano who wants second term, Obaze is not the one fighting him - It is Obi. And now federal has woken up to see if they can also collect the state through their powerman Arthur Eze and his boy, Tony Nwoye", said Felix, a local politics observer in the state capital.

He seemed more excited about the prospects of unmasking the masquerade than facing the elephant in the room.

"No one wants to admit it but the contest has gone beyond Obiano. I believe the closet he can come to is a re-run with someone. Other wise in the first round I don't see him winning", he said.

Godfatherism

Obi has made it clear that he took Obiano by the hand and sold him to Anambra as a politician and a businessman that can continue the good work he started.

The love birds flew their separate ways after allegations of dispute based on principles and percentages of the state's cookie jar.

There are claims that Obi seeks to prove to Obiano that he is still a master of the game after serving two terms as governor and hand picking his successor.

Obaze (the candidate of the PDP) is Obi anointed. It is also common knowledge that a friend of Obi is a friend of former president, Goodluck Jonathan. Hence his presence at the PDP's grand finale rally in support of Obaze.

"As we speak, Obiano has no godfather. Anambra politics has been keyed to godfathers who take you to the people and say 'This is the chosen one'", Felix added.

Celebrated for his philanthropy and business successes over the years, his name is rarely ever mention in political discuss but he has his foot on ground in Anambra - Prince Arthur Eze.

He hails from Dunukofia local government area and is reportedly worth $5.8 billion. He is known to be one of the richest men in Africa sitting nicely 7 spots away from Aliko Dangote.

By measure of his shrewd business strategies, his position in Nigeria's oil sector has surged favourably. He is said to be the silent giant pulling the musical strings APC candidate, Tony Nwoye is dancing to.

Power Rotation

Anambra South has produced four governors – Chukwuemeka Ezeife (1992-1993), Chinwoke Mbadinuju (1999 to 2003), Dame Virginia Etiaba (November 2006 to February 2007) and Andy Uba (2007).

Anambra Central district has produced two governors – Chris Ngige (2003 -2006) and Mr. Obi (2006 -2013).

The first governor to come from Anambra North district is the incumbent, Willie Obiano, who is also contesting for a second term in office.

The importance of zoning in the election is underscored by the fact that all the candidates of the three major contending political parties in the state –Obiano of the ruling All Progressives Grand Alliance, APGA; Tony Nwoye of the All Progressives Congress, APC; and Oseloka Obaze of the Peoples Democratic Party, PDP are from Anambra North district.

The man outside their ranks who is running a noticable race on the sidelines is Osita Chidoka, candidate for the newly formed United Progressive Party.

The former Aviation Minister must have his eyes on the future hence his decision to start now.

"The turn by turn policy may favour Obiano if he can win over Osita Chidoka and the UPP. They might have very little chance but APGA need fresh blood in their team.

"If people see Osita with Obiano especially after the debate maybe it will help swing the deciding votes in his favour. Just maybe", Anderson added.


The People

Believe it or not, the people of Anambra are not holding their breathe ahead of Saturday. They are relaxed and happy with the long weekend which starts on Friday due to the public holiday.

They are optimistic that regardless of the outcome, the South-east commercial capital will continue to run business as usual. They want good governance and peace to reign.

"If they start fighting who will lose? We are traders. For us this election is simply business. Some will gain others will lose but the market will not close. We like Willie but this is business. No sentiment o", said Akpeji a shoemaker in Awka.

Vehicles heading in and out of Lagos have been battling with a heavy traffic gridlock on the Lagos-Ibadan Expressway all of Thursday morning.

The traffic was caused multiple accidents at the Kara Isheri end of the road that involved many vehicles.

Aledeh reports that the accident was caused by the failed brake of a trailer that resulted in the involvement of four other trailers, a Mazda bus and another Toyota Hiace bus belonging to a yet-to-be-identified school.

Further investigation by Bounce News revealed that the situation was worse.

An official of the Lagos State Emergency Management Agency (LASEMA) revealed that there were two different accident on opposite sides of the express.

The one enroute Ibadan involved 16 vehicles and out of the 53 people involved, three died on the spot while 19 people were injured.

The other accident involved a truck carrying plantain whose tyre ruptured on top speed. But thankfully only one person who was hanging on the truck was injured in that one.

Nevertheless, the stationary truck has caused a bottleneck and compounded the traffic situation for Lagos-bound vehicles as well.

Travellers inwards Ibadan have been stuck for hours with the traffic not making any progress while those who are headed to Lagos are also stuck in a heavy congestion of vehicles on the road due to the accident.

Road users have been linking up to the Olowora-Kara route, thereby leading to heavy traffic presence as travellers remain frustrated at the situation of things.

Jibola Komolafe resides in the Akowonjo area of Lagos State with his wife and children.

He works in a publishing company at Berger where he is supposed to resume at 8am daily.

In order to beat the horrendous traffic on the Lagos-Abeokuta highway caused by the ongoing BRT lane construction, Jibola takes Okada to work.

This has been the norm for him until he lost his life in an Okada accident along the same route after being lucky for 2 years.

On this fateful day, Jibola hopped on the okada as usual as he was running late. This was however after he had waved his wife and kids goodbye.

His wife and kids did not know that would be the last time they would see him as he died from injuries sustained in a ghastly accident.

Jibola's story is one of the numerous cases of lives lost daily on the roads because of the uncouth and impudent way commercial motorcycle and tricycle riders operate.

All Talk No Action

Confronted with the menace of okada riders within the metropolis, former Lagos State Governor, Babatunde Fashola, in 2012, signed the Lagos Road Traffic Law 2012, which restricts okada operations on at least 492 of the 9,200 roads.

The objective was to reduce the menace of their operations.

According to Section 3 of the Lagos Road Traffic Law 2012, which says, ‘No person shall ride, drive or propel a cart, wheel barrow, motorcycle or tricycle on any of the routes specified in Schedule 11 of this Law, restricts motorcycles and tricycles from 475 roads out of 9100 roads in the state including highway and bridges."

But as soon as the tenure of Babatunde Fashola expired, motorcycle and tricycle riders resumed unchallenged on major roads.

The Forgotten Ooze Is Returning

Apart from the menace of okada and commercial tricycles, another ban which the Lagos State Government seems to have almost turned blind eye to is the dumping of refuse along major roads and drains.

The state government in September vowed to punish severely any resident apprehended dumping refuse on roads and drains across the state.

But the heap of refuses on major roads across the 'mega city' leave so much to be desired.

Renewed Clampdown

The impunity of these commercial motorcyclists continued for a while until 2016 when reports filtered in that the Lagos State Governor, Akinwunmi Ambode was considering enforcing a total ban.

This development may not be unconnected with the clash in the Ketu-Mile 12 area of the state, allegedly triggered by a dispute between an Okada operator and a passerby, which led to the loss of lives and properties worth millions of naira.

The mayhem was preventable if there were no okada operators swarming every nook and cranny of the metropolis.

These fights occur daily on the roads. It doesn’t matter if a vehicle hits an impatient okada rider or okada hits a vehicle.

In both cases, the vehicle is instantly adjudged the culprit, as swarms of okada riders will surround the driver to seek jungle justice.


What kind of mega city is built with anarchy on the roads?

There was however a renewed clampdown on commercial motorcyclists last week in some major areas.

The clampdown is a follow-up to the earlier threat by the state governor to enforce the total ban of the commercial motorcycles according to Paul Abubakar, Director of Operations, Lagos State Ministry of Transportation.

A Stitch In Time Saves Nine

Governor Ambode should build on what Fashola started by enforcing a total ban on Okada, restrict the operations of Keke Marwa and ensure refuses are tucked away in trash bins.

Given the chaotic traffic situation in Lagos, the restriction of okada might affect commuters who are often forced to ride to save time but people will adjust. The ban should be confined to the metropolis.

Records show that Lagos alone had 2,555 accidents within five months of which okada accounts for 1,762 or 69 per cent.

The National Orthopaedic Hospital, Igbobi has created the Okada Ward dedicated to okada accident victims. That should give any serious government cause for concern.

Perhaps if the transportation system in the metropolis was far more effective, there would be no need for Okada, Keke Marwa and Jibola would still be alive.

The individual undertaking the test has control over the test, it gives confidence and it removes issues of stigmatisation.

Nigeria's record on prevalence of HIV/AIDS is not certain, but the new strategy will help in this regard, the government hopes.

The Nigerian government says it has adopted eight new test kits to fast track the fight against HIV/AIDS.

Some of the kits will also enable Nigerians test themselves of certain ailments and also carryout other relevant tests.

To keep people informed as regards the new strategy, the Minister of Health, Professor Isaac Adewole, on Tuesday held a dissemination meeting on an evaluation report on Amethyst HIV 1 and 2 Self-test kits, and 10 anti-body based HIV rapid Test Kits 2016.

It is a breakthrough that would allow the government interfere with the algorithm.

“In terms of first line screening, we have added Unigold, Determine and HIV Quick check," told the gathering at the dissemination of the report

“For confirmation, the second line, we have adopted Diaquick, First Response, Care start, HIV status and Multisure.

“For breakers we recommend Multisure and HIV status,” he said.

"He, however, stressed that what is being put across as the Algorithm is what the government might use in the country," he further explained.

Another strategy that the Nigerian government has also adopted is the 90-90-90 UNAIDS targets, which is aimed at ensuring:

1. 90 percent of people know their HIV status,

2. 90 percent of people living with HIV are enrolled in treatment regime;

3. 90 percent of the people on treatment have their virus suppressed.

Another report on the evaluation of Amethyst HIV 1 and 2 self test kit (Saliva cassette) was also disseminated by the Ministry of Health.

According to the report, Amethyst HIV 1 and 2 self test kit was evaluated using kits approved in the National Algorithm.

“The oral kits gives sensitivity, specificity and accuracy of 93.9%, 92.8% and 93.2% respectively.

Self Test For Ailments

“The use of the oral Amethyst HIV 1 and 2 self test kit for self testing for the presence of HIV 1 and 2 in mucosal samples is recommended by the ministry,’’ the report said.

This evaluation and tests are targeted at encouraging Nigerians to do self test, as a way of eliminating issues of stigmatisation.

“We believe it is a new innovation and new advancement we want to put in medicine.

“We want to see more people conducting testing for HIV, genotype, DNA by themselves, in such a way that blood sugar and blood pressure is being tested.

“Self test gives confidence; it takes away influence of providers, removes bias and stigmatization," Adewole said.

A tragic twist was averted during Tuesday's international friendly between Argentina and Nigeria as it was gathered that Manchester City and Argentina striker, Sergio Aguero collapsed and passed out at halftime.

Aguero, who is now the third Argentine all time goal scorer, was rushed to hospital after fainting during the break.

The Argentina FA twitted that in Spanish that: “Aguero suffered a collapse and was therefore taken to carry out routine studies merely as a precaution.”

According to Argentine television and online publication, TyC Sports, Aguero was taken to a hospital in Krasnodar; where he was fully revived before returning to join his teammates at the hotel.

Super Cop Who Arrested Evans Has Been Killed

The Intelligence Response Team (IRT) under the watch of an Assistant Commissioner of Police (ACP), Abba Kyari at the weekend, lost one of its gallant officers to the cold hands of death.

The gallant officer was one of the leading ‘field detectives’ who tracked and demystified Lagos based billionaire kidnapper, Chukwudumeme Onwuadike aka Evans.

It was in the middle of a similar arrest that the suspect pumped bullets into Lanre’s stomach while his colleague got shot in the hand.

Unperturbed by the surprise attack, both the late Sergeant and others chased after the kidnappers and killed the man that fired the killer shots.

The bullets lodged in their bodies were later extracted with medical teams on ground confirming that the injured Policemen were responding to treatment.

But tragedy struck a few days later. It was discovered that Sergeant Lanre who had opened his eyes and exchanged pleasantries with his colleagues, gave up the ghost.

“It is really sad and painful altogether. We have not been able to tell his wife and other family members yet. This is the risk of the job we are talking about; we put our lives on line for others, yet when it is time for promotion, one thing or the other will happen and the list will be kept in view.

“Look at this now, Sergeant Lanre was one of the men that put his life on the line to arrest Evans and now he is dead. We don’t even know how to break the news to his wife and family. It is painful,” one of his colleagues said at the weekend.

The commander of IRT, ACP Kyari, is said to be in deep pain over Lanre’s death.

A source close to his office that confirmed the tragic exit of Sergeant Lanre said arrangements are already being made for a befitting burial.

There was tension at the Anambra State Secretariat of the Independent National Electoral Commission (INEC) on Monday after some explosives were reportedly discovered.

The development comes five days to the governorship poll in the state.

It was gathered that the bomb disposal experts and policemen trooped into the premises with the explosive reportedly planted close to the INEC gate.

Further reports indicate that staff of the body ran for safety following the incident.

However, the INEC Resident Electoral Commissioner (REC), Nkwachukwu Orji, said he was not aware of the development.

"I don’t think I know what you are talking about," the REC said.

Some officials of the electoral body, however, confirmed the incident.

"All of us ran away when the story broke. We were all scared to stay in the offices until bomb experts came and defused the device.

“Let this election come and go, so that that we can rest. This is scary," one of them said.

When the police were contacted, the State Police spokesperson, Nkeiruka Nwode, said she was not aware of the incident.

As you may know, Nigeria’s tax law as regards the Personal Income Tax Act (PITA) has been amended.

The need for the change became glaring as provisions of the 2004 Act are archaic and do not meet the requirements of modern tax administration.

Here are 6 key updates you need to be aware of, to stay aware from the taxman’s hammer.

1. Tax Identification Number & Tax Clearance Certificate Are Prerequisite To Transact With Govt

If you have any dealings with the government, you must now keep handy your tax identification number, TIN and tax clearance certificates, TCC.

The new law requires Ministries, Departments and Agencies, MDAs, and banks to demand TCCs - and by extension a TIN - in respect of certain transactions.

A TIN must be quoted on every TCC issued by a tax authority. There is a penalty of 5 million naira or imprisonment or both upon conviction for any defaulting authority.


2. Nobody Is Exempted From Paying Tax

You see, in the previous law, some people including the President, Vice President and all other political office holders were exempted from paying taxes. They must now do so.

3. Insurance, Pension Make Up Major Part of Tax Deductible Income

The new law provides more opportunities for people to reduce their tax burden.

As a matter of fact, “taxpayers can take advantage of these allowable deductions as there is no ceiling to the amount an income earner can contribute.

"It can be used as a tax avoidance scheme to the detriment of tax authorities,” said the Joint Tax Board in a note explaining the new changes obtained from it website."

The new act provides for the following as tax deductible income: National Housing Fund Contribution, National Health Insurance Scheme, Life Assurance Premium, National Pension Scheme and gratuities.


4. Statutory Reliefs Have Been Increased

In the old Act, 5,000 naira plus 20% of earned income was the statutory relief.

This has been replaced with a Consolidated Relief Allowance (CRA) to be computed as the higher of 200,000 naira or 1% gross income plus 20% gross income.

The CRA has also substituted the previous relief allowances.

These include: Housing allowances (N150, 000), transport allowance (N20, 000), entertainment (N6, 000), children allowance (N5, 000) etc.

In the new regime, the consolidated relief allowance has replaced all that.

5. You Will Pay Tax For Benefit-In-Kind

A benefit-in-kind is any non-cash benefit of monetary value that employees have access to.

They include such benefits as official accommodation, subsidized transport and meals.

Since these benefits have monetary value, they must now be treated as taxable income.

The new PITA provides that Benefit-in-Kind (BIK) is to be considered in determining an employee's gross emolument for consolidated relief allowance.

The import of this provision, according to the Joint Tax Board, “is that Political Office Holders with a retinue of domestic staff, official cars and occupying official quarters, for instance, will have to pay taxes in respect of these benefits”.

Facebook has been confounded by 'revenge porn' and it is looking for a way out.

Now, it is starting to tackle this problem by encouraging users in Australia to submit their nude photos to a pilot project designed to prevent intimate images from being shared without consent.

Adults who have shared nude or sexually explicit photos with someone online, and who are worried about unauthorised distribution, can report images to the Australian government's eSafety Commission.

They then securely send the photos to themselves via Messenger, a process that allows Facebook to "hash" them, creating a unique digital fingerprint.

This identifier is then used to block any further distribution on Facebook, Instagram and Messenger as a pre-emptive strike against revenge porn, a common method of abuse and exploitation online.

"We're using image-matching technology to prevent non-consensual intimate images from being shared," said Antigone Davis, Facebook's head of global safety.

In what has been described as a campaign gimmick, the Anambra State governor, Willie Obiano, has declared November 17, 2017, as public holiday.

This, according to him, is to enable civil servants in the state to relocate to their electoral wards to be able to participate in the governorship election coming up on November 18.

Governor Obiano made the announcement during his address to civil servants at the 2017 African Public Service Day.

The event took place at the state capital, Awka.

Obiano also announced the payment of their leave allowance on the 15th of November.

Speaking about the contributory pension, he dismisses the insinuation that his administration has mandated all workers under the state to enroll.

He stated that his government has set up a committee to examine the programme and make recommendations.

He, however, appealed to them to make sure they not only cast their votes but also to protect their votes as his victory will determine the sustenance of the incentives they enjoy.

Reacting to this, the All Progressives Congress (APC), Anambra State Chapter described his action as the desperation of a drowning man.

Speaking through the State Publicity Secretary, Okelo Madukaife, APC said:“Our party, resting on its foundation of liberty and free enterprise undiluted democracy calls on the out-going governor o Anambra State Chief Willie Obiano to tender an unreserved apology to the concerned traders.”

The Peoples Democratic Party has accused the ruling All Progressives Congress (APC) of planning to incarcerate 50 of its key stalwarts.

It said the planned arrest was part of a new strategy to weaken the opposition party ahead of 2019 elections.

Spokesperson for the party, Dayo Adeyeye, made the allegation in a statement in Abuja on Wednesday.

He added that the current wave of arrest of members of the PDP had nothing to do with the anti-corruption war, which he described as a "failed" war.

Immediate past Governor of Kogi State, Idris Wada; a former Acting Governor of Taraba State, Sani Danladi; a former Governor of Benue State, Mr Gabriel Suswam; Senator Grace Bent; and Adamu Wakil, were recently arrested by the EFCC.

Adeyeye said the APC-led Federal Government was doing this with the hope of winning the 2019 general elections, noting that "the strategy will fail".

Adeyeye said: "The only way to prevent its inevitable defeat at the polls in 2019 is to hound, harass, intimidate and suppress members of our party into submission.

"We wish to draw the attention of Nigerians to the continued harassment of our party members by the All Progressives Congress government of President Muhammadu Buhari, for no justifiable reason.

"The latest needless onslaught against our party members is the plan by the APC government at the centre to incarcerate 50 members of our party before the end of this year, with a view to using their arrest to deceive Nigerians that the failed anti-corruption war is still on course.

"The dirty job, we are aware, have been handed over to the compromised anti-graft agency, the Economic and Financial Crimes Commission.

"Already, five members of our party have been illegally arrested and detained by EFCC without any charge preferred against them.

"Who the rest 45 members to be picked up are, we cannot say in the immediate. However, we are by no means scared of the persecution by the Buhari administration, as we are sure that the daylight is about to break after the dark night of the APC administration.

"We wish to state clearly that what is ongoing under the Buhari administration is not a fight against corruption but an attempt at using members of the PDP as scapegoats and cover up for the ineffectual anti-corruption agenda of the current government.

"The current wave of arrests therefore has nothing to do with the failed anti corruption war but everything with 2019 elections".

Adeyeye further alleged that the Federal Government was planning the crackdown on the members of the PDP because it felt that, it was the only way to oppress members of the opposition.

President Muhammadu Buhari has delivered on his promise to present the 2018 budget on Tuesday.

The president proposed N8.6trn for the 2018 financial year.

Buhari made this known at the Joint Session of the National Assembly on Tuesday in Abuja, during the presentation of the 2018 Budget Proposal.

The President assured that the 2018 budget would be a consolidation of the earlier ones, noting that 2018 is expected to be a year of better outcomes, while describing the document as “Budget of Consolidation."

The President gave the breakdown of the 2018 Appropriation Bill, while addressing a joint session of the National Assembly on Tuesday.

President Buhari told the lawmakers that the proposal is based on an oil benchmark of $45 per barrel, an oil production rate of 2.3 million barrels per day, an exchange rate of 3.5 percent, inflation rate of 12.4 percent and a real GDP growth of 3.5 percent.

According to the President, out of the N8.612tn, N3.494tn has been proposed for recurrent expenditure, and N2.428tn for capital expenditure – excluding the capital component of statutory transfers.

The Buhari administration plans to use N2.014tn for debt service, N46bn for statutory transfers and N220bn as sinking fund to retire maturing bonds and pay local contractors.

At least 50 children in Wangara District of Dutse local Government Area of Jigawa State, are dead under inexplicable circumstances.

The disease was reportedly first noticed in July but the community did not report it until October 28.

According to the confused community, the children reportedly died of a "strange disease".

It was gathered that the people preferred self-medication to going to a hospital for treatment.

One of the parents, Haladu Usman, who lost 7 children told reporters that, "within 14 days, I lost 7 of my children, 3 boys and 4 girls. The children died one after the other".

Another parent, Salisu Abdullahi, said he lost 4 of his children in 1 week, despite several efforts in securing medication from nearby clinics.

He said: "I was dead scared by this unknown sickness which consumed the lives of our innocent children. We have intensified our daily prayers for Allah to protect this community".

Ward head of Gidan Dugus, Umar Dahiru, said the community lived in fear and agony over a disease illness, which he described as a catastrophe.

No one has identified the disease and the community is now seeking government's intervention.

Mochachi was caught having sex with eight-month-old Blackie by her 10-year-old owner and his uncle after they heard the pet's cries.

He claimed he had caught 2 dogs mating on his way to a shared toilet and was overcome by temptation, chased the male mutt away and then took over the sex session with female dog.

A magistrate, Syta Prinsloo, branded the dad's disgusting session as "serious, unnatural and barbaric".

"Worse still is that you are married and a role model to your six children.
"Upsetting is that you will be expected to engage sexually with your wife, how will you explain this to her?"

Mochachi got a suspended five-year jail sentence after he pleaded guilty to bestiality in Johannesburg, South Africa.

The slap-in-the-wrist sentence has, however, spurred a wave of criticism from Prevention of Cruelty to Animals as well as the Women and Men Against Child Abuse.

Both organisations expressed concern about the sentence as Mochachi was now "roaming the streets unchecked".

They called for harsher sentence "regarding the sexual violation of animals which, like children, are completely helpless to stop such violent attacks on them".

The laying of tracks for the Lagos – Ibadan standard gauge rail is expected to commence next month.

But 2 of Lagos's popular bridges may be sacrificed to give way to the rail lines.

The Minister of Transportation, Mr Chibuike Amaechi, on Monday said this in Lagos when he met with the Steering Committee of the project and the China Civil Engineering Construction Company.

"The 2 bridges that we may likely demolish are Jibowu and Costain to give way to the rail lines. But we are rebuilding them immediately; we are not going to abandon them," Amaechi stated.

"The challenges will be in the cities like Lagos, Abeokuta and Ibadan because we have to pay compensation, look at the water pipes, gas pipes, houses and cables.

"In Lagos especially, we deal with bridges, electric cables and water pipes and other assets," he added.

The minister also said that CCECC, the company handling the rail project, was consulting with Lagos State Water Corporation, Nigeria National Petroleum Corporation, among others, to facilitate relocation of water and gas pipelines that were parallel to the railway line.

He added that CCECC would start laying tracks by December in Lagos, noting that parts of the rail lines that would be used for the project would arrive in Nigeria by end of November.

Senator Dino Melaye must be thanking his stars after managing to escape from an angry mob that pelted him with stones and other dangerous objects at the Kabba Day celebration on Saturday.

Reports say that the incident at the township stadium almost resulted in horrendous personal injury to the controversial senator but for security intervention.

The senator, who arrived the venue at about 11am was welcome by a crowd as he posed for photographs with supporters.

He was then invited to make a speech and announce his donation before the arrival of the governor who was already in Kabba for the occasion.

Shortly after Dino announced a donation of three million Naira cash, he headed for his car, but some suspected thugs started throwing stones and other objects at him as he made for his G-Wagon.

The security men had to use tear gas to bring the situation under control.

Meanwhile, all the security apparatus of the governor, led by his ADC and the chief details, were at the venue ahead of Governor Yahaya Bello who was apparently meant to grace the occasion.

According to the source, there was strong indication that some people might also cause crisis if the governor had attended the programme.

When the news of Dino’s attack reached the governor, he quickly made a U-turn and, instead, sent his donation of 20 million Naira on behalf of the state government.

The swift intervention of security personnel on ground saved the day, as one of the thugs was arrested and whisked away in a prison van.

A company called Royal Investment is literally dashing people money.

It claims to be an agent of World Bank and was at Ikeja on Wednesday to enroll interested beneficiaries.

The company is promising to give between 500,000 and 3 million naira loan, free of collateral or guarantors.

According to them, all an interested individual needed was to collect a form at 1,000 naira and then submit with 2 passport photographs.

This will be followed by an interview session which would come immediately after the document submission.

People that applied would then be invited to explain what they want to use the money for before the loan could be disbursed to them.

The company said it targets 10 million Nigerians who are expected to benefit from the scheme.

They claimed World Bank gave them the money to empower Nigerians.

Bounce News was at a location in Ikeja where people gathered to pick forms and discovered that the company had apparently conducted some publicity since Monday on a radio station.


Some of the prospective beneficiaries who were there to pick a form told Bounce News that even though they could not verify the authenticity of the scheme, they must give it a try.

“One thousand naira is not too much,” they said.

“If you don't buy lie, you may never see truth to buy,” one of them quipped.

Another prospective beneficiary who simply identified himself as Kunle said he came all the way from Sango to collect the form.

Kunle, who claims to be an artisan says he needed the money for his business, as he believed the scheme could be authentic.

Second Republic Vice-President, Alex Ekwueme has collapsed and is currently at the Intensive Care Unit of Memfys Hospital for Neurosurgery
Ekwueme collapsed around 2 am last Saturday at his residence in Independence Layout, Enugu.

The development comes barely 10 days after he celebrated his 85th birthday.

Family members said that the former vice-president went into a coma soon after he collapsed.

“He was trying to get something from the table when he suddenly collapsed and immediately someone raised alarm, we proceeded to revive him while cautious enough not to attract neighbours,” a relative, who spoke on the condition of anonymity, said.

He added, “When it became obvious that he had lapsed into coma, we rushed him to a hospital (unnamed) in GRA (Government Reserved Area), but we were referred to Memphys Hospital by medical consultants who had critically examined his condition.”

The source said that the family chose to keep the incident secret for a while with the hope that Ekwueme would “miraculously” come out of coma.

“When there was no sign of improvement on Monday afternoon, we rallied round and informed the former governor of Anambra State, Peter Obi, who is like a son, and he has been making plans to fly him overseas,” the source added.

Medical personnel at Memphys Hospital said that Governor Ifeanyi Ugwuanyi of Enugu State broke down in tears on seeing Ekwueme at the Intensive Care Unit on Tuesday.

All is not well with the Kenyan Supreme court judges that annulled the first re-election of Uhuru Kenyatta as President in August.

Their lives are in danger as one of them had his bodyguard shot last week.

The judge has as a result asked for extra security, a request that the government has denied.

The court has been centre stage since it annulled an August 8 vote won by President Uhuru Kenyatta, citing procedural irregularities and ordering a repeat vote within 60 days.

The decision was the first of its kind in Africa. It angered some of Kenyatta’s supporters, who said the judges had thwarted the will of the people.

Kenyatta won 98% of the vote in the October 26 re-run after the opposition leader, Raila Odinga boycotted it on the grounds that it would neither be free nor fair.

His opposition party claims the election board had failed to implement reforms he sought after the court decision.

The Supreme Court had been due to meet on October 25 to deliberate on an eleventh-hour request to delay the re-run.

But the day before, the bodyguard of its deputy chief justice was shot as he bought pot plants beside a highway.

Only Chief Justice David Maraga turned up for the October 25 hearing. Without a minimum quorum of five judges, Maraga said the court could not make a ruling on the petition, paving the way for the election re-run to go ahead.

Several people were left injured after a commercial bus hit by a truck veered off the road and ran into a shop in Lagos.

The accident happened around 10PM on Tuesday at the Egbeda market.

The bus was said to be picking passengers along the road when the speeding truck hit it and few other private cars.

The commercial bus was the most badly hit as it rammed into a shop destroying goods worth thousands of naira.

Passengers on board sustained various degrees of injuries but no one died as at this time of filing this report.

Eye witness said the truck driver sped off after the incident leaving the victims to writhe in pain.

Fortunately, passers-by ran to the rescue of the victims.

They were quickly attended to and taken to a nearby hospital.

An eyewitness told Bounce News this was the second time in the space of one week that this will be happening.

She said a similar accident happened a week earlier, also involving a truck and a commercial bus.

According to the Miss Nigeria Organization, the main aim of the Miss Nigeria pageant is to promote positive attributes of Nigerian women.

In order to keep the focus on this, there will be no swimsuit competition or any other activity in the 2017 edition of the competition that does not show modesty, which also includes contestants not having visible tattoos or body piercings.

The organisers made this known while calling for entries into the Diamond Jubilee edition of Nigeria’s oldest beauty pageant.

The contest will see a queen crowned from 37 women who will be representing the states in Nigeria.

Japanese police have arrested a 27-year-old man after finding about nine dismembered bodies in his apartment, local media reported on Tuesday.

“The suspect, named Takahiro Shiraishi, confessed to cutting up the bodies in a bathroom in his room in the city of Zama, 40 km south-west of Tokyo.

“Police found the bodies of eight women and one man in cold-storage containers on Monday, as they were conducting a search on suspicion of the man’s involvement in the disappearance of a young woman.

“Police suspect they include the body of the missing 23-year-old," it reported, citing police officials.

The woman, from Hachioji, a city in the greater Tokyo area, and the man were found to have exchanged messages on Twitter after she expressed suicidal thoughts on the social media platform.

“She said on Sept. 20 she was looking for someone who will commit suicide with me," local media reported.

Footage from security cameras showed the woman, who went missing about a week ago, and the man walking together near JR Hachioji Station and near his home on Oct. 23.

Some residents living in the same apartment building told local media they had noticed foul smells coming from his room around August.

Some Nigerians are reportedly taken the law into their own hands in far away India.

Staff of an Indian hospital in South Delhi were forced to hide in toilets out of fear.

They claim they saw Nigerian gangs fight inside the hospital with swords and cleavers.

The dispute allegedly started after a rival gang drove up in an auto-rickshaw and forced his way into the hospital, just after 3 wounded Nigerian men walked into the hospital in Saket while their friends allegedly waited outside.

The two gangs began fighting with swords for nearly an hour in the hospital reception and a guard who tried to stop them was also beaten as captured on CCTV.

The anti-graft agency EFCC has described Diezani’s prayer to be brought back to Nigeria as a ploy to escape justice in the United Kingdom.

According to the EFCC, she is being investigated for several financial crimes by the Metropolitan Police.

The anti-graft agency claims Diezani’s case has reached an advanced stage and her prosecution in the UK is imminent.

The EFCC said this in a counter-affidavit it filed in opposition to Diezani’s application before Justice Rilwan Aikawa, wherein she is seeking an order compelling the Attorney General of the Federation to facilitate her return to Nigeria.

In the said application, which she filed through her lawyer, Onyechi Ikpeazu, Diezani said she wished to appear before the Federal High Court in Lagos to defend a criminal charge bordering on alleged laundering of N450m, where her name was mentioned.

The main defendants in the charge are a Senior Advocate of Nigeria, Dele Belgore; and a former Minister of National Planning, Prof. Abubakar Suleiman.

Justice Aikawa adjourned the matter till Wednesday for ruling.

Several times Anita woke up at night crying like she had had a nightmare.

Her mother could not understand what had happened on the first few occasions.

She had managed to put her to sleep again, but this last time, her strategy was not working.

Her attempt to calm Anita proved ineffective.

She noticed Anita's shimmy had become wet like water had been poured on her clothes.

The toddler was sweating profusely even while her body was supposedly resting.

She could hear the sound of water running through the dry throat as Anita took in large gulps of water like someone that had just ended a marathon.

She was dehydrated.

The heat is here and it could be so much of a tough time for children.

From sweats to rash on their body and then troubled sleep at night.

It could be so unbearable and dehydrating for children whom have no idea of what to do or toddlers who cannot communicate effectively.

Here are a few things parents can do to minimise the impact of the heat

1. Control the amount of sunlight that comes into their bedroom. If you do not have control over that, ensure that their window curtains or blinds are raised and in some cases open the doors.

2. Give them cold baths when they return from school and before they go to bed. If you cannot use cold water, ensure the water is look-warm.

3. Get anti-rash powder or prepare one yourself with native chalk. Apply generously especially at night.

4. Ensure they wear only 100% cotton clothes during the day and at night.

5. If you can afford it, get a rechargeable fan that could last through the night.

6. Make sure that their bedsheet is also 100% cotton to help regulate the amount of heat it can absorb.

7. Having a wet towel available to dab their bodies is not a bad idea as well.

8. Increase their water intake over a period of time.

There was pandemonium on Wednesday, when a former Governor of Jigawa State, Sule Lamido, came to inspect his campaign office in Kaduna ahead of the 2019 political activities.

Lamido had recently written a letter of intent to contest the 2019 presidential election under the platform of the PDP to the party’s National Executive Committee.

The visit soon turned into a rally of sort when Lamido chose to address his supporters.

Midway into the programme, several armed thugs invaded the centre brandishing dangerous weapons and inflicting injuries on supporters.

Four victims of the attack sustained deep cuts on their neck, while the left arm of one of victims was severed.

Many journalists, who were present at the Rabbah Road venue of the rally, took to their heels, just as some of the dignitaries at the venue made fruitless efforts to inform the police of the attack.

Trouble started shortly after Lamido finished addressing his supporters. His speech was said to have angered some of the hoodlums who were hanging around the campaign office.

Lamido had carpeted the Buhari-led All Progressives Congress administration for its poor handling of the nation’s socio-economic and political affairs.

He noted that because there was no peace in the country, investors seemed to have shunned Nigeria.

Lamido said, “When there is peace in Nigeria, there will be development and growth; when there is stability, people can invest; today, there is instability in Nigeria because our chemistry cannot blend. We are busy maligning one another, dehumanising one another and abusing one another.

“Nigerian government will mock you if you complain. If I am wailing, my people will say, ‘Sule what is your problem?’ This is the only government that people have been mocked for expressing their opinion. We have been demonised because of our opinion. We will not succumb because this is our country."
