To open a paypal in nigeria you need a vpn first of all(a strong and dedicated vpn server) and a us bank account for verification. Opening a paypal in nigeria is quite easy. Never ever ever log in from a different IP address, your account will be restricted. I visited Nigeria not too long ago, first time in eons. I wont even state what car I was driving so as not to come off as boastful. But, as I approached the Mainland, I passed by a bus stop and I was looking at people's faces, and they were just staring into space; I almost burst into tears. My companion said "Look at them, look at how theyre staring at your car", I didnt say a word because I knew that the car was the last thing on their minds. They couldnt even dream that far. Dream of buying kini? From earning how much a month?!There were Hundreds of people and I could not see a single happy face that I could describe as happy. All the faces were gaunt, hungry looking and full of frustration. I felt like asking some people where their destination was so I could drive them home, that was how bad I felt.

I am from the south and I know many states in the south that are just as parasitic as the north. These southern states are equally not really comfortable with any form of reform and restructuring.
In the last failed national conference, only SE and SS supported resourse control. I remember the west was adamantly against the idea, someone from that region was even reported to have said that it will turn a part the country to Dubai or Singapore, while the rest remain poor and underdeveloped.
Two states from the west also joined with the north and FGN to sue the oil producing state over ownership of ofshore oilfields, a case championed by the then AGF Bola Ige. They prayed the supreme court to give ownership of the offshore fields to FGN.  

Indeed, we can all pinpoint states that can independently survive economically if resource control is in place. But it is very evident that most northern states (over 70%) will go under.

Depends on what the current tariff rate is. I don't think most Nigerians will consume government supplied electricity if its too expensive or unaffordable. They will simply shift over to a cheaper substitute, which is their generators
