Politics / Re: South East Group Advises Governor Wike Over Romance With APC Governors by JamesOkwy(m): 4:19pm On Jul 10, 2022
There is sense in this advice.

This may be about Obidient #PeterObi Movement from all indications.

ToriTori247:
Prominent pan-Igbo sociopolitical pressure organisation, the South East Revival Group (SERG), has declared that even though Governor Nyesom Ezenwo Wike of Rivers State knows what is good for him as a politician, Nigeria is in its most slippery political period such that any political move or decision at the current season must never be hastily undertaken by any wise politician.

The SERG, in a statement signed by its President and National Coordinator, Chief Willy Ezugwu, while reacting to the recent visit of All Progressive Congress (APC) governors from the South West of Nigeria to the Governor, the South East group counselled Governor Wike to be careful and patient in taking any political decisions in order not to lose the goodwill he has been able to earn from the masses over the years as a performer.

“As audacious supporters of Governor Nyesom Ezenwo Wike, who is one of those we consider to be outstanding in the build up to the recently concluded presidential primary of the Peoples Democratic Party (PDP), we sincerely counsel the Rivers State Governor to be very cautious in taking political decisions at this time.

“Whether the Governor is agreived or not, even though we know that he was betrayed during the presidential primary of his party, the political terrain in Nigeria is too slippery for hasty decisions by any wise politician in the country.

“For keen observers of political trends in Nigeria today, it is clear that the younger generation has largely taken over control of the country's politics ahead of the 2023 presidential election just as they did in 2015.

“If the older generation of politicians are not careful, they will completely lose relevance in the coming months as campaigns begin.

“It will be suicidal for any politician, who is loved by Nigerians, like Governor Wike to swim against the prevailing national political tides.

“Obviously, those who redirected the politics of the country in 2015, have also taken a position in the current political era.

“Nigerians had yearned for a new bread of leaders (those who belong to the younger generation of politicians) to emerge as presidential candidates across key political parties in Nigeria, but they got disappointed when politicians that ought to have retired from active politics were given presidential tickets to the chagrin of the younger people across the country.

“Apart from the fact that the older generation of politicians who won presidential primaries are largely seen by the youths as corrupt and desperate, Nigerians have been in pains in the last seven years are not keen in repeating the mistake of 2015.

“For this reason, a critical mass of disenchanted citizens, who have been at the receiving end of misused Nigeria's commonwealth since 1999, which obviously worsened in the last seven years, have now produced a candidate of their choice.

“In the light of this, only wise politicians will look before they leap ahead of the 2023 presidential election.

“We, therefore, urge Governor Nyesom Ezenwo Wike not to miscalculate or stand on the way of the Nigerian youths, being one of our few leaders who have so far distinguished themselves in the last seven years of misery and pains among the masses”, the group counselled.

The APC support group’s coordinator maintained that those who delivered at any of the polling booths would be adequately rewarded.

He added that they should pull resources together and work assiduously for the success of the Andy Uba for Governor Project.

He maintained that since unfolding events had shown that an APC Igbo President was feasible and imminent.

He said, it has become imperative that Anambra becomes an APC state to enable Ndi-Anambra join the mainstream of Nigerian politics.

He also charged members of the group to remain steadfast and committed to the campaign programmes of the Andy Uba 4 Governor project by working assiduously to ensure victory for the party at all the polling booths in the local government area.

He noted that it has become expedient for a positive change from the present lackluster leadership of the All Progressive Grand Alliance (APGA) in order to rescue the state.

Comrade Ojiba further disclosed that the operational slogan of the WWA group is ‘Operation Ward-To-Ward, Polling Unit-By-Polling Unit Mobilisation and Monitoring System.’

In his contribution, a member of the APC National campaign committee for Anambra Governorship Election and former two-term member House of Representatives, Hon Gozie Agbakoba reiterated the need for the group to imbibe the polling unit-by-polling unit strategies.

He equally congratulated Senator Andy Uba for successfully receiving the party’s flag from President Muhammadu Buhari.

Hon. Agbakoba then extolled the leadership qualities of Senator Andy Uba, adding that he was the most capable candidate with a mission to rescue Anambra from imminent collapse.

He described Senator Andy Uba as an experienced politician with pedigree, track record, impeccable character, humanness and political will to rescue the state from collapse.

The National campaign committee member who is also a member of Board of Trustees (BOT) of the Ward-To-Ward Ambassadors (WWA) Anambra Chapter, charged members of the group to rise to the moment by intensifying their efforts towards mobilising at least 30 potential voters each at their various polling units.

He, therefore, expressed satisfaction at the massive turn-out of party faithfuls during the ward tour.

Politics / Sacked Ministers: CNPP Commends Buhari, Urges Hastened Rejigging Federal Cabinet by JamesOkwy(m): 8:42pm On Sep 01, 2021
The Conference of Nigeria Political Parties (CNPP) has hailed President Muhammadu Buhari for relieving two ministers in the federal cabinet of their appointments.

In a statement issued in Abuja by its Secretary General, Chief Willy Ezugwu, the CNPP urged President Buhari to “hasten action in overhauling his cabinet as there are many underperforming ministers as well as heads of agencies and parastatals still in government.”

According to the umbrella body of all registered political parties and political associations in Nigeria, “like we have constantly advised Mr. President to replace some non-performing members of his cabinet, we also urge Mr. President to replace some of his advisers.

“For us, the President's information managers, including the Minister of Information and Culture, Chief Lai Mohammed and the presidential spokesman, Mallam Garba Shehu, who have done their best should immediately take a bow and go home.

“The CNPP believes that there could still be areas the President can salvage in terms of performance by his administration if his cabinet is urgently rejigged to place square poles in square holes.

“And, beyond redeployment of some already spent ministers, the CNPP urges President Buhari to shop for young technocrats and more innovative citizens, even outside his party, for appointment to ensure that he succeeds in the remaining less than two years of his tenure”, the CNPP counselled.

Politics / Group To Tambuwal: Leave Military Alone, Your 342 'stolen' Votes Cannot Stand by JamesOkwy(m): 5:39am On Mar 27, 2019
As reactions continue to greet the just-concluded governorship election in Sokoto Stata, Govenror Aminu Waziri Tambuwal has been asked not to celebrate yet.

Agenda for Democracy and Good Governance, which made the call asked the governor to leave the Nigerian military alone while he savours the taste of his temporary victory, which would not pass through legal furnace.

Comrade Gambo Mummamadu Abdulkadir, National President, of the group said Tambuwal’s attempt to blame the military for his apparent loss, since the tribunal can easily overturn the election, is a desperate attempt to save himself from his impending sack and defending a stolen mandate.

He made this submission via a statement issued on Monday and forwarded to our report.

According to Abdulkadir, the group has “noted the futile attempt by the “governor-elect” of Sokoto State, Aminu Tambuwal, to use the well lauded support of the military to prevent ballot snatching as a justification for stealing the election and making rubbish of the vote by citizens of the state.

“We find it necessary to call Tambuwal to order because it borders on criminal conspiracy for the Sokoto state governor to attempt placing the blame on the doorstep of other stakeholders knowing that his pyrrhic win with 342 votes will not stand up to judicial scrutiny at the Governorship Election Petition Tribunal.

“The truth as to how he manipulated the Independent National Electoral Commission (INEC) to eventually declare him the winner is now well known across Nigeria as the details have been placed in the public domain. Tambuwal will at some point have to explain how he rigged the Sokoto State Governorship Election to emerge winner when his People’s Democratic Party (PDP) lost the Presidential, National Assembly and Sokoto State House of Assembly seats.

“Under the law, Tambuwal could not have been laying claims to the mandate he has stolen had INEC as an electoral umpire not lost its soul, mind and body to the devil that some politicians are. The tactics deployed by the Commission to help Tambuwal steal the mandate of the people would turn out to be his undoing when the time comes at the tribunal.

“We therefore urge the Sokoto State outgoing governor to be ready to defend the rape of the people’s mandate in court as we are confident that he would be found culpable of commandeering and arming the thugs that necessitated the deployment of military to provide security.

“Tambuwal would be interested to note that political thugs have never been mobilized and used to unleash violence against voters on the scale witnessed under his government. The apprehended ones among them were traced and connected to him, which means Tambuwal’s bitterness is because the military truncated his plan to use thugs to allocate thousands of votes to himself instead of the paltry 342 votes’ margin he was able to get.

“It is no surprise that the outgoing governor is venting his disappointment at being technically defeated at the polls on anyone within hailing distance. His ineffective choice of mobilizing thugs for violence and rigging was a last resort after he had squandered the chance to meaningfully campaign by dissipating energy on his failed presidential aspiration – his shot at the governorship election was a fall back option after he had lost grounds while wasting his time in Abuja and Port Harcourt.

“What else can one say to a desperate man who wants to be President through the back door and became treacherous to the point of going on national television to insult those he once called his mentors? If he can defraud his mentors he can steal from the electorates. Now that he has been found out he is desperate to shift the blame to just any other person but himself. Tambuwal’s attempt to blame the military for his apparent loss, since the tribunal can easily overturn the election, is a desperate attempt to save himself from his impending sack and defending a stolen mandate, which is most uncharitable and unbecoming even for someone that has just committed the largest electoral robbery in Nigeria’s history.

“We therefore challenge Tambuwal to save himself without insulting the sensibility of the electorates by trying to shunt the responsibility for his thuggish behaviour to other people. It is an exercise we know he will fail at as he will soon stand trial for his crimes against democracy and the people of Sokoto State.”

Politics / Understanding Campbell And His Corrupt Mindset On Nigeria By Philip Agbese by JamesOkwy(m): 6:40am On Mar 26, 2019
Only a few foreigners really decode the new wave of regeneration in Nigeria at the moment under the leadership of President Muhammadu Buhari. The actions and policies of the APC-led Federal Government of Nigeria are not mere window-dressing or sloganeering about the change mantra. The impacts are felt and the results palpable everywhere.

Quite early in the life of his administration, President Buhari sought to animate the minds of Nigerians toward attitudinal change by launching the #ChangeBeginsWithMe campaigns. It was designed to inspire an innately positive radical reordering or reorientation of our perceptions and behavioral patterns as a people and a nation. Some Nigerians never saw any sense in it; others even ridiculed the Presidency.

But today, the consistency of the leadership style of the Buhari Presidency has changed the narrative. It has spurred the collective desire of majority of Nigerians to see a better nation under a leader prepared to lead the people on the path of redemption, which has voluntarily compelled the people to adopt the ideologies of change. And three years after, there are visible and delightful changes in the psyche of Nigerians.

Nevertheless, there are some foreign nationals whose years of romance with Nigeria at different levels feel the country is still that dark jungle where nothing was done aright. They posture as being more catholic than the Pope. The ex-Ambassador of America to Nigeria, Mr. John Campbell belongs to this clan of foreigners who have refused to purge themselves of the mentality of a stereotyped Nigeria. They are pleasured more in negative profiling of the country, where current indices insistently resists such categorizations.

Campbell betrayed his concealed mindset on Nigeria with the recent comments concerning the 2019 general elections. He described as flawed the just concluded elections, which got the nod or certification of applause from even international observers. To market himself as a confused old dude, he dishonestly claimed the 2019 general elections was a step-back for Nigeria’s democratic journey from what was obtained in 2015.

The ex-Ambassador very untruthfully alleged that during electioneering campaigns both Buhari and his main challenger in the polls , former Vice President Atiku Abubakar, “…offered little that was new to address security breakdown caused by Boko Haram in the country’s North-East; conflict over land use, ethnicity and religion in the Middle Belt; and the division of oil revenue in the Delta.”

It was the most idiotic comments from anybody who actually followed the robust campaigns of the leading presidential candidates. Even if Campbell monitored it, spewing such nonsensical emotions only bespeaks of his waning capacity to reason with his thinking faculties intact. There is every reason to believe senility has exalted a dangerous influence on Campbell.

Or how else can anybody rationalize or reconcile his outbursts, which decried the absence of generational shift in leadership of Nigeria, because the leading candidates, Buhari and Atiku are in their octogenarian ages? But the current President of America, his home country, Mr. Donald Trump is also an oldie of the octogenarian circle. Are there no new or young generation leaders in America?

What is his concern with the choice of Nigerians on the age of the leaders they prefer to pilot the affairs of their country? What stopped Campbell from prodding America to emulate the France example in electing a youngster like Mr. Emmanuel Macron?

Meanwhile, the 2019 presidential contest was not closed-shop to any aspirant. Nigeria has 91 registered political parties which participated in the elections from the party primary elections level to the general elections. And most of the presidential candidates were youngsters, who were in their early or mid- forties.

For instance, Saharareporters publisher and human rights activist, Mr. Omoleye Sowore in his mid-40s ran the 2019 presidential contest on the platform of the African Action Congress (AAC). But if majority of Nigerians didn’t see the array of youngsters in the race as ideal choice of their leaders at this point in history, why should Campbell insult our sensibilities by fawning this gibberish?

Its obvious Campbell needs to be quarantined in a gerontocracy rehabilitation home before his verbal virus completely smears the cherished image of America through such careless utterances. A diplomat of his standing should comment on international affairs because he has something worthwhile to say; as against mouthing for the sake of it.

It is deducible from Campbell’s remarks that he preferred the presidential candidature of Atiku against majority of Nigerians preference for the retention of President Buhari. The reelection of Buhari by Nigerians is not because he is considered the best leader in the whole world, but based on his proven character of integrity and dogged resistance in sustaining the festering monster of corruption, which Atiku lacks. Nigerians know the efforts and public resources’ Buhari has invested in taming Boko Haram terrorism and allied insurrections to berth the prevailing peace in Nigeria.

President Buhari’s impeccable leadership credentials are not hidden to Nigerians who feel the level Nigeria was pushed into the ditch of degeneration; only the continuation of a Buhari Presidency can restore sanity to national life. No foreigner, including Campbell should think of abusing the hospitality of Nigerians by being ludicrous to the people over their choices of how they want to exist.

Campbell has no moral or lawful right to question the sanctity of the ballot, which re-enthroned President Buhari for another four years tenure; he is devoid of the locus standi to disparage the leadership choice of the overwhelming majority of Nigerians. Defeating a rival as done by Buhari in an election that invoked feverish emotions and tensions with nearly five million votes difference is not a tea party.

Whether the likes of Campbell admits it or not, Nigeria is on the path of recovery in all facets of national life. The people are not prepared to slip back to the dark days nor go back to Egypt as he is shamelessly and discreetly promoting in an Atiku candidature. Therefore, no attempt to ridicule the people and Nigeria is potent enough to distract from this focus.

Campbell and his ilk should be sufficiently informed that there is a new Nigeria and new hope for the people. The people cannot please the Campbells of the world before they affirm their liberties and humanity.

The likes of Campbell never wished Nigeria should come to this moment of a steady odyssey on the path of liberation. He is sad at the incredible changes under Buhari, which has frustrated dubious foreign allies in conniving with Nigerians to milk the country. From Campbell’s latest outburst, it’s very clear he tacitly supported the Atiku presidential candidature, which failed to get the popular endorsement of Nigerians at the polls and naturally lamenting.

And the reason can be gleaned from his veiled excitement that the country would have been thrown back to the PDP and its power mongers like Atiku to rape and plunder. Campbell is angling for the return of the PDP era of mindless stealing/looting of the peoples commonwealth; and the opening of floodgates for some public officials to indulge in doing illicit deals with Americans like him or other foreigners.

But Nigerians are wiser and so, have rejected these destructive plots on the nation. Campbell is free to lick his wounds quietly; he can woof over it in his privacy. But to burden the ears of Nigerians with such perverse arguments is unacceptable and only exposes his deranged state of mind.

Politics / It’s Wrong To Say Election Was Militarised, Says Gen Buratai, COAS by JamesOkwy(m): 6:58am On Mar 23, 2019
The Nigerian Army has been in the eye of the storm over the conduct of soldiers deployed to provide security during the 2019 elections. The soldiers have been roundly accused in several quarters of committing infractions, including partisan interference in the electoral process, that seriously undermined the credibility and sanctity of the elections.

In fact, in the estimation of many observers, both Federal Government and the Army stand condemned over the undue militarisation of the electoral process.

But it is an accusation that the Chief of Army Staff, Lt. Gen. Tukur Buratai, in this interview with pressmen, dismisses in its entirety.

The military was accused of aiding in election malpractices like snatching of ballot boxes. Your reaction? Militarisation has to be defined. What do you mean by militarisation?

"How exactly did the military take part in the elections? Generalisation is not the best. People just use the word militarisation without defining it. Was the so-called militarisation everywhere across the country? Why are people making so much noise about it? They are giving the impression that the military was involved in the entire process in the whole country.

"It is just probably a definition they only restricted to Lagos or where? ..Niger-Delta mostly, People cannot just use the word militarisation in general terms to say the security agencies were involved.

"Who are the people involved? What does the Constitution say about the role of the military? We have the constitutional provision. We have made it very clear; we are not part of these elections, we are only supporting the police. Anything we do there is helping the police who are representing the civil authority in law enforcement and it is very clear that we have been called out to support the civil authority. That does not mean militarisation.

"And once we go out there, we are performing police role, it is not a military role, we are supporting the police essentially; that is very clear. The military was called out to come and support the police. So, they are just using the military in order to justify their failures, to justify their inadequacies, to justify their inability to rig because the security forces provided the needed security to prevent massive rigging, ballot box-snatching and so on.

"But strictly, the use of the word, militarisation is misplaced, it is wrong. We were there to perform our responsibilities based on the invitation to support the police which is legitimate. There is no way you will say that the election was militarised; it is misuse of the term. If really the election was militarised, I tell you, nobody would take the law into his hands the way they did brazenly and deliberately did, even attacking our men, killing our personnel.

"An officer was killed, policemen were killed so if we were to take drastic steps to really show we were involved, it would have been worse than this. We were able to maintain law and order; we were able to conduct ourselves within the rules of engagement which is legitimate.

"So there is a deliberate misconception or misinterpretation of the role of the military in order to malign the military and discredit it despite the stupendous efforts we have made to ensure security in support of the civil authority.

"And you know very well if the security agencies, including the military, had not come out to support the elections in providing security, the level of insecurity, the level of killings, arson, ballot box-snatching and so on, would have been worse than what was experienced. So many of the stakeholders, both at home and abroad, have commended the military for remaining neutral, impartial and conducting themselves professionally; but a few elements who felt they were not given the chance to rig and to disturb on a massive scale the election process, are the ones shouting that the whole process was militarised.

"The military was not there to support any political party; we were there to provide adequate security as requested, in support of the electoral process. That was essentially what we did. So to say that the process was militarised is a misplaced use of word; it is unfortunate. Over the years, from our historical experiences, the outcomes or results of elections have been the major cause of instability in our polity.

"They have led to a lot of killings, arson, you name it: in Kaduna, Zangon-Kataf, Modakeke and so many other places. So historically, if you look at it, we had those unfortunate incidents because they were allowed to go out of control.

"We had so many underlying factors; even in the First Republic, we saw the underlying factors that led to the civil war; it is the same outcome of elections that led to that, characterised by so many malpractices. So government doesn’t want the same thing to happen and that was why the military was called in to support the police. There is no way we would be partisan; the country’s stability, the country’s peace is our watchword, it is very, very fundamental. Some people just chose to blame different entities and bodies for their failures.”

On the allegation that the soldiers caught snatching ballot boxes are fake “Yes, that is another dimension because as I said, those people that did not want the election to go smoothly, created their own local militia, gave them military and police uniforms to be moving out here and there to misbehave, snatch ballot boxes, to disrupt the electoral process and so on. So anyone that sees them will automatically say it is the military and that is completely at variance with our code of conduct, with our ethics and the way we train our officers and men to ensure they behave professionally; that is very clear.

"We arrested several of them and you must have seen our press releases with pictures of the fake soldiers, fake policemen, fake security operatives and so on. So once you see this, it is not the Army that created those ones and gave them uniforms; so instead of them to admit their shortcomings and misconduct, they are covering their heinous activities/crimes under the guise of militarisation.

"It is so painful, so terrible that they don’t have conscience and continue to blame the military for their own mischievous actions. This is where the Press needs to be objective, look at it critically. The Army cannot go and dress fake people or criminals to go and act on their behalf. We have seen the thugs, the militias; so where does the military come in?

"These are very clear. So we have to be reasonable and objective; we are paid by the state to ensure that we defend our country and prevent breakdown of law and order for us to progress; there is no other way. It is very important."

Politics / Rivers: Group Petitions NHRC Over Coordinated Brutality On Military Personnel by JamesOkwy(m): 5:55pm On Mar 22, 2019
Global Integrity Crusade Network (GICN), a human rights group has petitioned the National Human Rights Commission over alleged coordinated attacks on military personnel by some persons believed to be working for Rivers State Government.

The human rights group specifically frowned at the role of Governor Nyeson Wike in the inhuman treatment, violent attack and attempted murder of military officers performing election duties in the state on March 9, 2019.

In a letter addressed to the Executive Secretary, the group through its Public Relations Officer, Abiodun Sodiq Babalola, Esq. observed that the Fact-Finding Committee set up by INEC to investigate the root causes of the widespread disruption and violence that
characterized the Governorship Election in Rivers State has either refused to do a good job or has chosen to be openly biased.

The letter reads below.

Our Global Integrity Crusade Network (GICN), a pro-democracy Civil Society Organization based in Nigeria wishes to draw your attention to the ugly incidence of inhuman treatment, violent attack and attempt to murder some military officers sent to maintain peace during the controversial Rivers State Governorship Election conducted on 9th March, 2019 in which the incumbent, Barr. Nyesom Wike sought re-election for a second term.

In an attempt at covering up the roles played by Governor Wike who practically led his security aides from the Rivers State Police Command together with heavily armed thugs to disrupt collation of results at Obio/Akpor Local Government Area, the Peoples Democratic Party (PDP) has been shifting blames by accusing the Nigerian Army of being deployed to do the bidding of the All Progressives Congress (APC) in Rivers State.

The true position of things based on the information at our disposal as an independent stakeholder in the electoral process is that the Nigerian Army was never instrumental to the mayhem caused in Rivers State that led to the indefinite suspension of elections by the Independent National Electoral Commission (INEC).

It is also important to state that the Fact-Finding Committee set up by INEC to investigate the root causes of the widespread disruption and violence that characterized the Governorship Election in Rivers State has either refused to do a good job or has chosen to be openly biased.

In its report, the Committee was quick to mislead the public by alleging that “some soldiers” invaded collation centres and intimidated electoral officials. This allegation was re-echoed by INEC’s National Commissioner and Chairman, Information and Voter Education Committee, Barr. Festus Okoye who maintained, albeit without any form of proofs, on Channels TV on Monday, March 18, 2019 that military officers agreed that "they intervened in some places during the election". We make bold to say that the position taken by INEC against the Nigerian Army is partial, offensive and calculated to damage their name thereby undermining the genuine sacrifices made in ensuring that INEC fulfill its duties under a peaceful atmosphere.

Worthy of note is the fact that INEC failed, neglected and or deliberately omitted to mention the inhuman treatment and attacks meted on officers of the Nigerian Army by security aides and armed thugs acting upon the orders of Governor Wike. As it happened, Captain Adams Salami was shot at close range while Corporal Adeosun Adebayo was thoroughly matcheted to the extent of being left to grapple with life threatening injuries. One would have expected the Rivers State Police Command, whose men attached to Governor Wike were found complicit in the violence against military officers, to take appropriate disciplinary actions against those involved and make such actions public to forestall future occurrences.

Unfortunately, nothing close to either investigation or sanction has been heard from the Rivers State Police Command till date. Being the foregoing as it may, we consider it a matter of absolute urgency for the National Human Rights Commission under your leadership to intervene in this matter. More particularly, we call on you to investigate the role of Governor Wike and the PDP in the entire crisis that led to injury to the persons of Captain Adams Salami and Corporal Adeosun Adebayo at about 10.30pm of Saturday, March 9, 2019 while the duo were performing their legitimate duties of protecting lives and properties of law abiding citizens and ensuring a hitch free collation at the outer perimeter of Obio/Akpor Local Government Headquarters Collation Centre.

For the avoidance of doubt, the two injured military officers are still receiving treatment at Intensive Care Unit of University of Port Harcourt Teaching Hospital (UPTH) and Military Hospital Port Harcourt, respectively, as we write. We submit that military personnel like other Nigerian citizens are entitled to enjoy the fundamental rights enshrined under Chapter 4 of the 1999 Constitution of the Federal Republic of Nigeria (as amended).

These rights are inalienable and deserve to be protected by the Commission, no matter whose ox is gored. Let us put it on record that GICN will be seeking redress for Captain Adams Salami and Corporal Adeosun Adebayo in a competent court of law within the next 7 (Seven) working days from the date hereof if we do not receive a positive response from your office regarding the concrete steps taken by the Commission to live up to its mandate of giving voice to the voiceless and justice to the oppressed.

Former Senate President, Chief Ameh Ebute has written the United States President, Donald Trump over the recent report by US Department of State titled, “2018 Country Reports on Human Rights Practices.” In the report, wherein the American Government accused the FGN and state agents, particularly, the Nigerian military of arbitrary and unlawful killings and an array of other sundry crimes bothering on human rights violations allegedly perpetrated in our country in the year under review.

The former lawmaker in a letter entitled “Time To Break off The Disintegration Of Nigeria:” An Open Letter and obtained by our reporter on Thursday, urged the US Government to investigate the researchers who packaged the report and apply appropriate sanctions on them for official ineptitude as advertised by the poor job.

The letter reads in full.

March 20, 2019

His Excellency,

President Donald Trump,

The President,

United States of America,

The White House,

1600 Pennsylvania Avenue,

N.W. Washington, DC 20500.

Your Excellency, Sir,

“Time To Break off The Disintegration Of Nigeria:” An Open Letter.

Permit me to extend special compliments to you; the Government and people of the United States of America (USA) in the spirit of the Christian season of Lent.

I am encouraged as an elder citizen and leader in Nigeria to write you this open letter in order to correct certain erroneous impressions and strengthen the records on the punchy assault on the human rights direction of the incumbent leadership of the Federal Government of Nigeria (FGN) under President Muhammadu Buhari, and the Nigerian Military, especially the Nigerian Army.

My motivation for this open epistle is energized by a report recently released through the US Department of State titled, “2018 Country Reports on Human Rights Practices.” In the report, the American Government accused the FGN and state agents, particularly, the Nigerian Army of arbitrary and unlawful killings and an array of other sundry crimes bothering on human rights violations allegedly perpetrated in our country in the year under review.

First, let me commend the friendly interest of the US Government in the affairs of Nigeria. It is a demonstration of the finest pursuit of the global agenda of upholding human dignity, peace, unity and security of nations of the world. I dare say, Nigeria relishes the good and smooth diplomatic ties with America in the last few years and believe it will further deepen in the years ahead.

I accept in totality that the US “2018 Country Reports on Human Rights Practices,” is one of the many ways the American Government keeps independent nations around the world on their toes, foster global communism, respect for human dignity and the fundamental human rights of all races of the world.

However, I believe certain assumptions as contained in the report on Nigeria, which hinged on human rights violations by the Nigerian Army did not reflect the reality in our country under the Buhari Presidency. We must first acknowledge that Nigeria is facing one of its toughest times in history, since independence.

With an array of threatening insecurity issues ranging from Boko Haram terrorism to other insurrectional uprisings and near senseless agitations, our country has been on the cliffhanger to say the least. It is glaring to all Nigerians that the veiled and open plots to destabilize Nigeria and possibly cause its disintegration spearheaded by internal actors is actively backed by foreign forces.

The gang-up against Nigeria to cause its break-up is strong, thick, scary and penetrative, as reflected in the barrage of existing and emerging insecurity threats across the country.

Our military, especially the Nigerian Army are overstretched in efforts to contain the pervading terrorism and insurrections. But the Nigerian Army under the able leadership of the Chief of Army Staff (COAS) Lt.Gen. Tukur Yusufu Buratai, who also doubles as the leader of the counter-insurgency operations in Nigeria have been the saving grace and they have never flinched.

It is needless to chronicle the steadfastness and sacrifices the Army as an institution and our soldiers have made in the last three years to anchor the relative peace and security we savour today in the country. We are proud of them for repressing our foes.

We owe them a debt of gratitude; Nigerian soldiers deserve our collective applause for the wonderful outings, especially against Boko Haram insurgency.

However, external enemies of Nigeria in league with devious internal allies are saddened by the unbreakable patriotism, loyalty and commitment of our troops to the cause of the emancipation of Nigeria, by mounting an effective, impenetrable and strong bulwark against these dark agents of destabilization and break-up of Nigeria.

Therefore, it is common knowledge that they have conspired to break the resolve of the Nigerian Army in winning the war against terror and insurrections. They have deployed various antics, including, but not restricted to false accusations of the Army on human rights violations, smear campaigns and outright vilification of the institution of the Nigerian Army to dampen the fighting spirit of soldiers and weaken their morale. But these gimmicks have failed to post the results the detractors expect.

A portion of the US report interested me; It said, “There were several reports the government or its agents committed arbitrary and unlawful killings. The national police, army, and other security services used lethal and excessive force to disperse protesters and apprehend criminals and suspects and committed other extrajudicial killings. “But this is not factual and indeed, inaccurate as it concerns the Nigerian Army.

The Nigerian Army under the leadership of Gen. Buratai has always held itself accountable to the people and government of Nigeria. In all operations of soldiers, especially in the Northeast, the Army leadership has always ensured compliance with international best practices in observing human rights obligations and rules of engagement.

Your Excellency, it may interest you to know that the Nigerian Army under the leadership of Gen. Buratai has set up the Human Rights Desk in Army Headquarters,’ Abuja. It is the first of its kind since the establishment of the Nigerian Army. And its mandate is to pry into cases of alleged human rights violations of Nigerians by Army personnel. The Human Rights Desk is replicated in all Army Divisions in the country for ease of access.

An Army leadership with such disposition cannot be adjudged as courting human rights abuses. And truly, no innocent Nigerian citizen has been killed by either the military or any other security agencies without the appropriate sanctions.

And for the first time since the inception of the Nigerian Army, court summons are served soldiers by aggrieved litigants and the Army appears in court to defend allegations against their personnel. It is a remarkable departure from the tradition of the past, known to us, when soldiers were untouchable or never submitted themselves to lawful institutions for public trial.

When Amnesty International (AI) released its 2017 report on human rights abuses titled, “Stars on their shoulder, blood on their hands,” in which they elaborately accused soldiers fighting insurgency in the Northeast of various human rights abuses, the first reaction of the Army was to set up a Military Panel of inquiry to ascertain the veracity of the claims and possibly punish culprits.

Furthermore, the Presidency also constituted a Presidential Panel of Inquiry to probe the same allegations and or, review compliance of the armed forces with human rights obligations and rules of engagement. It was chaired by a distinguished jurist, Justice Biobele A. Georgewill. I attended one of the sittings of the panel in Abuja, I found it strange, the discovery that Amnesty International’s published the report on alleged rights abuses against soldiers in the Nigeria’s Northeast without visiting Maiduiguri, the epicenter of the reported human rights violations.

Notwithstanding, the appalling reality, the Presidential Panel submitted its report in 2018. It is still being processed by the relevant authorities and a white paper would soon be issued. I believe based on the disposition of Mr. President, no one found guilty or complicit in the alleged crimes against humanity will be spared. The Buhari Presidency has zero tolerance for impunity and corruption, which shielding the probe panel’s report would amount to a self-indictment of his administration which has earned the trust and confidence of Nigerians on confronting these malaises.

I have no doubt that President Buhari has placed the security of lives and property of Nigeria paramount on his list of priorities and monitors security agents over rights abuses of Nigerians. And despite the overwhelming presence of soldiers drafted to assist civil security in virtually all the 36 states of the federation, there are fewer reported cases of human rights violations or undignified treatment of civilians by soldiers on special assignments.

And Nigerians can testify to several instances where the Army leadership penalized soldiers found to have indulged in professional misconducts and human rights abuses of Nigerians.

Sir, it is my firm conviction that the contents of the US Department of State titled, “2018 Country Reports on Human Rights Practices,” are misplaced. I believe strongly that the researchers were misled into crafting the report based on speculative assumptions to erode the credibility of the FGN, the Nigerian Army and other security agencies.

I submit that the contents were not fair, truthful and completely in dissonance with the reality in Nigeria. I urge the US Government to investigate the researchers who packaged the report and apply appropriate sanctions on them for official ineptitude as advertised by the poor job.

Thank You for your kind audience. And may God bless the United States of America.

Yours Sincerely
Sen. Ameh Ebute,
Former President of the Senate,
Federal Republic of Nigeria,
Abuja

Crime / Democracy: The Nigerian Army And Sanctity Of Constitutional Orders by JamesOkwy(m): 10:12pm On Feb 21, 2019
By Richard Murphy

I trust Lt. Gen, TY Buratai, the COAS and leader of Nigeria’s counter-insurgency operations. He is a man worth the trust. He first earned my trust when he punished scores of solders who played undemocratic roles in the 2014 governorship elections in Ekiti state. They were punished for professional misconduct and acts inimical to the striving of democracy in Nigeria. It is his mindset and expectations from the Army Personnel he is leading.

I know the strength he has put into reforming and repositioning the Army into a decent and respected institution. When the Commander-In-Chief of the Nigerian Armed Forces,President Muhammdau Buhari issued an order, asking security agents or the Army particularly to deal ruthlessly with ballot box snatchers or election riggers some professional election riggers panicked. They wailed loudly or are making distractive noise.

But it is needless for anybody to panic. The immutable truth can be gleaned from the antecedents of Gen. Buratai’s leadership of the Nigerian Army, when it is brought into perspective. Under his watch the Army has remained apolitical, neutral and completely subordinated to civil authority. They obey every norm of civil community.

And preparatory to the first round of the coming ballot, I was impressed to know that Gen. Buratai has not deviated from his famed culture and reflection of a re-professionalized Army. He met with the Army’s principal staff officers, general officers commanding and brigade commanders and briefed or reminded them on what is expected of soldiers during the national elections.

And he issued unambiguous directives to soldiers who may want to become part of the herds of politicians in Nigeria to resign their membership of the Nigerian Army to become active partisans. I consider this as good tidings and what should console Nigerians interested in free, fair and credible elections.

We must understand that the task of repositioning Nigeria to the country of our dream is our collective responsibility. Everyone of us has a role to play. And the Nigerian Army under the leadership of Gen. Buratai is also doing its beat by safeguarding the country’s sovereignty and enforcing discipline or inculcating the mentality of respect to constituted civil authority in Army personnel.

I have no scintilla of doubt that the Army are discharging their obligation to the country loyally and patriotically. And it is anchored on two operational cardinal objectives. Every soldier now knows our democracy must survive and in the special assignments that are drafted to assist civil security, the human rights of the citizens must be held sacrosanct.

The Nigerian Army has not flinched even for a second in providing the needed support the Police, DSS, Civil Defence to effectively function in their duties of securing Nigeria. So, I think no one should have anything to fear if there is no ulterior motive. I am sure those gripped with a phobia of the Army are politicians who are sponsoring electoral thuggery. And for their agents; that is, the thugs, ballot snatchers and indeed, those who attempt to compromise security and the electoral process, it’s certainly a bad market for them. The Gen. Buratai I know will not give them breathing space.

We have living witnesses to what the Army did in the governorship elections in Ekiti and Osun states. The Army never spilled a blood. It only ensured scaremongers and electoral thieves are chained so that citizens freely exercised their franchise peacefully. In the elections too, I foresee nothing different. So, Nigerians deliberately de-marketing the Army or those who have indulged in smear campaigns against soldiers are just inherently evil. They are the terrorists and should not deserve our sympathy.

A terrorist is not only someone who finds himself in a place like Sambisa forest or the plains of the Northeast with bombs or other explosives alone. But our country has known and experienced electoral terrorists who torment the the people on election days; they are those who snatch ballot boxes at gun point. They have been the source of electoral apathy in Nigeria. These are characters who freely violate the constitution of Nigeria or debase or even disregard laws which guide public sanity. We are aware of elements like those in IPOB or the Islamic Movement of Nigeria (IMN ). Their adherents are still armed and hired on election days to do odious jobs.

I don’t think any responsible government would watch and clap its hands for criminals who brag in public that they are not subject to the laws of the land; and that they will not obey Nigerian constitution. We must not allow this to continue. And Gen. Buratai has come to our rescue.

They have said many times that they do not believe in the authority of the Commander -in –Chief of Nigerian Armed Forces. They are the secret and overt warlords threatening our security, peace and unity. We see their shadows in Boko Haram insurgents. And sadly, we are beginning to also see their images in the desperate agents of PDP. They are hell-bent on frustrating or messing-up everything that President Buhari has achieved in building our democracy.

I cannot understand the desperation of PDP to rig the elections at all cost. This manifestation of PDP is worse than what Boko Haram and other insurrectionists have done to the Nigerian nation. The satanic quest of PDP led by former President Olusegun Obasanjo and some Governors to return an Alhaji Atiku Abubakar to power is quite funny. So, it is this desperation that has compelled them to drag the military into their political permutations despite its apolitical nature. But they will not succeed. Nigerians are alert.

I want to say, the fear of ballot box snatching is real and every Nigerian looks up to the Army to be able to provide the needed security support for us to exercise our franchise. I therefore plead with the PDP and its apostates to allow the Nigerian Army focus on its role and responsibilities, as those who have nothing to hide should have nothing to fear.

I know Gen. Buratai as a professional soldier, a loyal officer, a patriotic country man and a refined promoter of human rights of all citizens. Millions of law abiding citizens can attest to his character. And he has done so much to redefine the pedigree and character of an average soldier in Nigeria today.

It is on record that our troops have not unlawfully engaged any citizen in any arms’ struggle . We know this much. Even in Rivers state sometime, in 2016 when militants opened fire on troops during a rerun election , the Army didn’t retaliate, but rather fished out the criminals and handed them over to the police for lawful prosecution. That is the quintessential Gen. Buratai any day you find him. In the next general elections commencing this Saturday, the Army will act in same manner.

Crime / Group Hails Buratai, Army Over Election Security, Sues For Continuous Loyalty by JamesOkwy(m): 9:31pm On Feb 21, 2019
The Coalition for Democracy and Good Governance has hailed the Chief of Army Staff, Lt. Gen Tukur Buratai and the Nigerian Army over responsiveness to protecting Nigeria’s democracy and the sovereignty of the country.

The group, therefore, called for continuous loyalty amongst troops to constituted authority before, during and after the elections.

Addressing newsmen in Abuja on Thursday, Emmanuel Itodo, the Executive Director of the group, said since the directive for the military to ruthlessly deal with ballot snatchers it observed that the Nigerian Army has risen to the occasion, particularly in the way it has intensified operations to counter incidents that could have undermined the elections.

According to him, "Such calls condemning President Buhari’s directive came from the People’s Democratic Party (PDP) presidential candidate, Atiku Abubakar, who even went to the absurd extent of asking the Army to disregard the directive was totally unacceptable to close watchers of events around the county.

This is sad as it betrays the desperation of Atiku who now wants the country to be set ablaze since it has become clear that he is likely to come a distant third in the election.

"We wonder how he would react to the military disregarding his orders if he were the Commander-in-Chief of the Armed Forces.

Benue state governor, Mr. Samuel Ortom, also asked the Army to disregard the President even though the same Army continues to save his state from the self-inflicted violence that has gripped the state.

"The people he armed under the guise of being herdsmen had unleashed attacks on the state and it took the intervention of the Army to curtail them. One can only wonder what the outcome would have been if the Army had gone with his request not to shoot at anyone, even those that are carrying weapons just as would be ballot box snatchers will do.

The confidence that the Coalition for Democracy and Good Governance has in the Army and the Chief of Army Staff (COAS), Lieutenant General Tukur Buratai, has increased with the way he has handled the situation in which members of the opposition are asking him to politicize the military by siding with them and disregarding the directive from the C-in-C.

"Our confidence is informed by the professionalism and apolitical nature of the current Nigerian Army under Lt. General Buratai.

"We are pleased that he has made it amply clear that the Nigerian Army is not on sale to the highest bidder. The PDP and Atiku Abubakar should at this stage get the message clearly that the Army is not the same as some of the compromised electoral officers that trampled on patriotism upon being paid in dollars.

"The Army is also not the same as foreign agents masquerading as foreign observers that shamelessly became the spokespersons for a corrupt opposition. Both classes of compromised persons are not interested in protecting the sovereignty and integrity of Nigeria, which the Army has sworn to protect and is doing a good job of.

"General Buratai must however be wary as the PDP has continued to put officers under pressure of monetary and career inducement. He should leverage on intelligence reports to conduct hourly risk assessment until the elections are over. This is because the PDP has promised some officers in the Army dollar payment in six and seven digits once they agree to allow ballot snatching under their watch in contravention of President Buhari’s order. The contact persons that made these offers on behalf of Atiku has promised at least six different officers the position of COAS if they allow ballot box snatching and rigging so that Atiku can win.

"This is why general Buratai’s charge to army personnel to be apolitical is timely but we urge him to back this up with proactive measures to identify anyone that contravenes his directives by hobnobbing with the PDP or its agents. The Army must also suspend its officers and personnel from having any interface with foreigners and foreign organizations as these so called foreign observers are being used to convey the PDP’s messages and offers to officers. They use avenues like break times during briefings and innocuous meetings to attempt recruiting members of the Armed Forces to take sides with the opposition.

"Even as we urge General Buratai to exercise caution, we warm politicians, especially the opposition PDP to desist from dragging themselves into the administration of Nigerian Army and must cease their ongoing attempt to compromise the institution because there is a thin line between what they are attempting and treason. There is no provision in the Constitution that empowers the opposition to dish out instruction to the Army neither does the opposition form part of the chain of command between the C-in- C, the Service Chiefs and the troops. The fact that the PDP, its presidential candidate and chieftains are attempting to compromise the Army therefore lends credence to earlier intelligence report that foreign agents have perfected a plan for the PDP to reject the outcome of the elections, declare a parallel government and get the backing of its foreign partners.

"In view of the fact that the Army is a key institution in preventing ballot box snatching and averting a descent into chaos for the country, it will come under sustained attack aimed at intimidating its ranks and leadership to capitulate and become politicized. Nigerians must consequently be prepared to resist the attempt to destroy key institutions of the country by supporting the Army in its determination to protect the sovereignty of the country and to remain subordinated to constituted authority without any iota of disloyalty.
The commendable arrests of troublemakers commissioned by dubious politicians to cause confusion must be sustained.

The Army should not be deterred by the lies being told by those claiming that it is clamping down on the opposition. What is required of it is to maintain its apolitical stance by ensuring that anyone that foments trouble is made accountable for their actions."
Crime / Rescheduled Polls: Don’t Dare Nigeria’s Sovereignty – COAS Buratai Warns by JamesOkwy(m): 7:45pm On Feb 20, 2019
The Chief of Army Staff (COAS) Lt Gen Tukur Y. Buratai has directed Nigerian Army commanders to see those who seek to undermine the country’s democracy by interfering in the electoral process as enemies of Nigeria and dealt with appropriately.

The COAS who spoke during his opening remarks meeting with principal staff officers general officers commanding and directors held at Army Headquarters conference room, Abuja on February 20, 2019 reminded the officers that the role of the military “is aptly captured in the 1999 Constitution of the Federal Republic of Nigeria (as amended) and we must defend Nigeria’s territorial integrity as well as act in aid of civil authority when called upon to do so.

“Therefore, commanders must work with all stakeholders, interest groups and agencies to avert any act by any individual, groups or entities that seek to undermine our democratic process”, he said.

Read the full text of the COAS, Buratai’s address to the Nigerian Army on the rescheduled election:

1. You are all welcome to this expanded weekly meeting which has in attendance, not only Principal Staff Officers and Directors, but also GOCs and selected field commanders. You will all recall that just 2 weeks ago, we all met here for an Operations Conference that was held to strategize on the NA’s roles during the 2019 General Elections, which was earlier planned to commence from 16 Feb 19.
Unfortunately, the election did not hold as planned and has been postponed to hold on 23 Feb 19 and 9 Mar 19. This shift in date has necessitated a need to review some of the decisions taken at the last conference and also to reiterate some of the directives Passed to you in light of the postponement of the elections.

2. I wish to first remind all of you that the unity of Nigeria is not negotiable. Hence those who seek to undermine our democracy by interfering in our electoral process must be seen as enemies of Nigeria and dealt with appropriately. Our role is aptly captured in the 1999 Constitution of the Federal Republic of Nigeria (as amended) and we must defend Nigeria’s territorial integrity as well as act in aid of civil authority when called upon to do so. Therefore, commanders must work with all stakeholders, interest groups and agencies to avert any act by any individual, groups or entities that seek to undermine our democratic process.

3. As expected, Nigerians have expressed general disappointment with the postponement of the elections. The postponement has also increased apprehension in the populace and the international community with regards to safety of voters and the electoral materials. It is therefore vital that the NA alongside other security agencies rise up to the challenge of ensuring a peaceful outcome to this general election so as to give confidence to Nigerian citizens and to reassure the international community about our electoral process. In light of this, I am pleased with the smooth activation of Op SAFE CONDUCT and the success of Op EGWU EKE III. In addition, the recent launching of the NA Situation Room for Elections Security Monitoring, will also ensure we have real time feedback from the field. As we engage in these operations, we must remember that the army remains apolitical to ensure that no negative aspersion is cast on the NA before, during or after the elections.

4. It is unfortunate to hear persons who are aspiring to rule this country again inciting the army to disobedience. We have consistently stated our position in the political dispensation to remain neutral and apolitical. However, direct and public incitement of the Nigerian Military against democracy and constituted civil authority will not be tolerated. I request such persons to withdraw this inciting statement. Let me reemphasize loud and clear, that the Nigerian Army is a professional army. The foundation of military professionalism is discipline and without discipline an army cannot stand. One of our core values is loyalty to constituted authority. Loyalty must be hundred per cent. I shall leave you in no doubt as to our resolve to bequeath a professionally responsive army to Nigeria and Nigerians. Should any officer or soldier have doubts as to his loyalty to the Nigerian State as presently constituted, such a person has up to 22 February 2019 to resign. There is no room for indiscipline or disobedience to lawful orders in the NA today.

5. I want to remind all here present that the act of electoral thuggery, snatching of ballot boxes, illegal possession of elections materials and similar crimes are intended to mar an election and create deliberate avenues for post-election violence and mayhem. Such actions can also become more damaging when they are widespread, leading to destruction of lives and properties. Incidences of this nature in previous elections are often planned and orchestrated by politicians and the NA has hitherto been very cautious in its approach. However, this time around the NA will adopt a proactive posture that ensures that similar incidences do not even arise. Accordingly, in addition to my earlier directives to you in the last Operations Conference, I wish to lay emphasis on the following actions that all commanders are to abide by:

a. Commanders must deal decisively with any electoral crime or action that would be inimical to National Security.

b. Commanders are to ensure that they and their personnel do not hobnob with politicians at any level. In this regard, there will be no military escort for any politician and all NA personnel are to stay clear of retired military officers especially those who are now politicians until after the elections.

c. Commanders are to conduct extensive patrols within their AORs. They must ensure that all flash points within the area are dominated.
d. Commanders must in conjunction with the NPF enforce the restriction on movement within their AORs. All vehicles must be searched and suspicious persons or vehicles arrested/impounded and later hand over to the NPF.
e. Commanders must ensure they key into the NA Elections Security Monitoring Situation Room to send and receive near real-time information on events, as they occur in their AOR.

6. I have laid emphasis on these few points to remind everyone that these are delicate times and the NA must support Nigeria’s march towards enduring democracy. In the course of the conference, I will expect every one of you to comment on your preparations for the elections as it affects your various AORs. Our role in support of democracy cannot be overemphasized; hence all hands must be on deck to ensure we have a successful outing for the next elections.

7. Finally, I want to seize this opportunity to appreciate His Excellency President Muhammadu Buhari GCFR, for his invaluable support to the NA towards ensuring success in our various operations. The NA must remain totally committed to the defense of the Constitution of the Federal Republic of Nigeria. Remember that the NA must continue to remain apolitical, professional and responsive in the discharge of its constitutional roles. Thank you all and God bless.
Politics / Buratai’s Midas Touch On The Nigerian Army Educational Landscape by JamesOkwy(m): 12:53am On Feb 02, 2019
By Orinya Agbese

“He has got the Midas touch. Anything he touches turns to gold”. Many of us might be familiar with that famous line in the beautiful soul rendition of the ’80s. Well, we are no longer in the ’80s, as someone is replicating the Midas touch once again. But this time around, in the Nigerian Army.

The educational landscape in the Nigerian Army has been hit by that Midas touch so much so that lines have been falling in pleasant places. It has never been so good if you ask me and this is why I call the Chief of Army Staff. General Tukur Buratai the man with the Midas touch.

I will start with the Nigerian Military School in Zaria. Popularly known as the NMS, whose graduates are often referred to as Ex-boys, an acronym that gained popularity in the country that made the NMS the choice school for most young people. At the NMS, students were tutored alongside military drills. And this was the fun of it all as most parents take pride in telling people their wards are enrolled in the NMS. But like a bang! The then leadership of the Nigerian Army decided to step down full military training for the students, and the NMS lost its glory.

But in 2017, that glory was restored with the restoration of full combat training at the Nigerian Military School by the Chief of Army Staff, General Tukur Buratai. This singular act has returned the NMS to its pride of place as a citadel of academic and military excellence.

According to insider’s sources, the Chief of Army Staff wondered why combat training would not be a part of a military institution that has produced countless generals in the Nigerian Army. And consequently, he set out to work until he got the presidential nod to reintroduce combat training in the NMS. That is the quintessential Lt. Gen. Tukur Buratai.

It didn’t stop there. The famous Command secondary schools of the Nigerian Army across the country were in comatose as a result of neglect by successive administrations in the Nigerian Army. So sad that at some point, the level of infrastructural decay at the various Command Secondary Schools across the country was abysmal. And the schools were a shadow of itself. Some us that knew what it takes to get enrolled at the any of the command schools were disappointed with the level of decay at these once promising military institutions.

And again. Lt Gen Tukur Buratai came to the rescue by causing a total transformation of all the Command secondary schools across the country. The transformation was not limited to infrastructures alone, but also in the academics by ensuring an assemblage of highly resourceful teaching staff. The transformation was indeed total as the various command secondary schools across the country are wearing new looks courtesy of the man that places much value on education as well as military combat.

In some quarters, the Chief of Army Staff has been quoted as saying that academic excellence should not be elusive in any 21st Century Army, and the Nigerian Army should not be an exception. I am of the opinion that this drive can only be initiated by someone that wants to leave his name in the sands of time because of the invaluable role of education in any given society. So when you have such academic excellence in the various Nigerian Army institutions, the general notion the Nigeria Army is all about “cork and shoot” would be dismissed. And yes, there are could also be intellectuals in the Nigerian Army who would bring their intellectual abilities to bear when needed.

This brings me to a very noble one that was also recently introduced by the Chief of Army Staff in the Nigerian Army educational space. Enter the world of the Nigerian Army University Biu which has commenced academic session as a unique and specialized institution that would serve as solutions centre, especially to specific challenges facing the military and North East region.

This is a first and another brilliant initiative of the Chief of Army Staff Lt. Gen. Tukur Buratai. Some might wonder why the aggressive drive to improve the educational space of the Nigerian Army. Some might also wonder why Lt. Gen. Tukur Buratai has taken the educational space in the Nigerian Army so seriously to the envy sister services. In my opinion, Lt. Gen Tukur Buratai understands that military education is valuable because it provides an intellectual architecture for battlefield success, contributes to stable civil-military relations, builds a culture of reflection, and a capacity for critical analysis.

Military education also helps establish the conditions for military success by creating the intellectual architecture to make military operations more effective, and to do so on a continual basis. And in the words of the Lt. Gen. Tukur Buratai “The university is designed to create the critical mass required for research, innovations, testing, and development of military equipment in the 21st-century setting”. Do I need to say more?

It didn’t stop there. The Nigeria Army Depot in Zaria responsible for training recruits into the Nigeria Army was not also left out of the revolution. Its operations have been reshaped to reflect modern realities in warfare. This much can be seen in the quality of recruits coming out of the Nigerian Army Depot.

I recall many years back, enlistment into the Nigerian Army as a recruit was a function of proximity to the Nigerian Army depot or a note from a highly placed individual in the country. But not anymore as the enlistment process has been structured in a way that you must meet some specified criteria that would ensure that recruits into the Nigerian Army are not misfits or dullards.

And finally, the sponsorship of officers and soldiers of the Nigerian Army for training abroad also received a significant boost under Lt. Gen Tukur Buratai. It can be safely stated that the number of officers and soldiers that have been sponsored for training abroad between 2015 to date is unprecedented in the annals of the Nigerian Army.

In some quarters it was stated that the aggressive sponsorship of officers and soldiers for training abroad was as a result of the reluctance of past administration to send officers and soldiers for training. So much so that it affected the operational effectiveness of the service. So when in 2015 Lt. Gen. Tukur Buratai was appointed Chief of Army Staff, he vowed that the issue of training and retraining would be a significant policy drive of the Nigerian Army and he has stayed true to his words.

I am quite impressed with the exploits of the Chief of Army Staff in the critical educational sector of the Nigerian Army. It tells the story of a Commander who understands that military education creates the ‘intellectual architecture’ to make military organizations better. And also the fact that military thinking is the link between military education and battlefield success.

Lt. Gen Tukur Buratai has indeed displayed a hunger for educational excellence in the Nigerian Army which is quite commendable and should be emulated across the board in the security architecture in Nigeria. If that is done, it would not only increase the efficiency of the nation’s security services; it would also equip the various services with the required skills and knowledge in dealing with 21st-century security threats, which are mostly asymmetric.

For Lt. Gen Tukur Buratai, I doff my hat for that gentleman with the Midas touch that has been felt in the educational landscape of the Nigerian Army.

Crime / Onnoghen: You Are Ethnic Warlords Not Christians, MBCG Hits TY Danjuma, Others by JamesOkwy(m): 7:45pm On Feb 01, 2019
The Middle Belt Conscience Guard (MBCG), has slammed the National Christian Elders Forum (NCEF) led by the trio of former Minister of Defence, Lt. Gen. Theophilus Danjuma (rtd), Gen. Joshua Dogonyaro (rtd) and former Governor of Old Anambra state, Dr. Chukwuemeka Ezeife over their recent comment on the state of the nation.

The group said the trio do no represent true Christians and as such can not speak for Christians in the region.

The National Christian Elders Forum had on Wednesday staged a protest against the suspension of the Chief Justice of Nigeria, Justice Walter Onnoghen, by President Muhammadu Buhari.

The group described the decision as an Islamic agenda, calling on Nigerians to mobilise themselves to resist the Islamists in the country.

Reacting to their comment, President of the MBCG, Prince Adamu Enero and Dr. Paul Itodo Secretary –General, in a joint statement, frowned at NCEF’s brazen attempt at incitement of Nigerians against themselves and the negative profiling of Mr. President, veiled personalities, religious sects and ethnic groups in the efforts to explain their bitterness in public domain.

According to Enero, as religious leaders, whether Christian, Islamic, traditionalists or even atheists, “we have a sacred responsibility to always preach peaceful co-existence and harmony, as copiously admonished by the doctrines and scriptures of the various religious sects. Christians particularly believe God fights their battles; it is not man.

“We therefore, find it strange that these elder statesmen, who have served this country in various capacities and for decades would condescend to such level of intolerance and immaturity in handling a perceived grievance. We are compelled to conclude that they prefer to see this country in flames, than peace, which merely thinking about its possibility is very scary.

“The MBCG is appalled at the dexterous twisting of facts by the NCEF’s leaders just to find justification for the evil preachments, which would be potent enough to incense perverse minds to amplify the subsisting sectarian, ethno-religious and political crises bedeviling Nigeria. This is thoughtless.

“It is outrightly perfidious to infer or even claim a section of Nigeria, where the President Buhari hails is intent on truncating the country’s democracy and to enthrone Sharia as “national ideology,” because of the existence of recurring conflicts. Yes, these conflicts are “recurring” as they know, and it predates the Buhari Presidency. It smouldered stronger when a Christian, former President Goodluck Jonathan was at the helms of affairs leadership in Nigeria.

“Worse still, to classify President Buhari as belonging to the Salafist sect is equally baseless negative profiling, as the President is a known member of the Sunni sect, unknown to such Islamic extremism to the extent of imposing what NCEF described as “political Islam” on Nigeria.

“The Judiciary religiously, like other institutions of government strictly adheres to seniority in succession. There should be no furor or ill-feelings on the choice of Onnoghen’s successor in Acting capacity because in the latest case of suspended Justice Onnoghen, had the next senior Supreme Court Justice to him been a Christian, he would have still stepped into CJN’s shoes.

“Besides, the Buhari Presidency has pragmatically demonstrated aversion to threats to public peace and security by aberrational Islamic sects and extremists. The case of the Sheik Ibraheem EL-zakzaky-led Islamic Movement in Nigeria (IMN) is a clear example.

“The NCEF cannot deny that Boko Haram, which later became monstrous and expanded unimaginable tentacles started under a Christian President in 2004, but he could not nip it in the bud. The six years of the Jonathan Presidency amply energized the sect.

“It is undeniable that only under a Buhari Presidency that Nigerians are now experiencing any respite from Boko Haram insurgency. Can a clear conscience ascribe such a leader as bending undemocratic or Islamic agenda?

“ What is built on falsehood hardly stands and it is ensnared by its own traps. NCEF clearly overstretched its wisdom by claiming in August last year, the Presidency planned a “coup” against the National Assembly (NASS). It is an allusion to the leadership struggles in NASS. But the incumbent Senate President is a Muslim and ditto, the Speaker is a Christian. This has always been the composition.

“Such utterances are disgraceful and unbefitting of elder statesmen of their status, irrespective of the forum of their assemblage. It is a flagrant disregard and abuse of extant laws to use ethnicity or religion for political campaigns. And it amazes that NCEF leaders are angling for compliance with tenets of liberal democracy and constitutionalism, yet freely make utterances which clearly undermine law and order, the tripod upon which democracy flourishes.”

Politics / Mr La's Victory Is Done Deal, Says Women Leader by JamesOkwy(m): 5:18am On Jan 29, 2019
A women leader in the Lawal Adamu Usman (Mr LA) campaign, Hajiya Aisha Ayuba Mohammed has said that Mr LA's victory in the coming elections is a done deal considering his sweeping popularity among women voters.

She projected that more than ninety percent of female votes in all the seven local government areas that make up the Kaduna Central Senatorial District would be cast in favour of Mr LA, the Peoples Democratic Party candidate.

Basing her projection on what she said was a result of her interaction with women across the seven local government areas in the course of her door to door campaigning, Aisha said three quarters of the female voters are favourably inclined towards Mr LA.

According to her, most of the women she interacted with did not even appear to know that other candidates besides Mr LA are also seaking the Senate seat.

"Most of them have not heard anything about the two Sanis, and those who did are either not impressed, or are simple more disposed to the LA ideals, his humility, philantphropy, and commitment to the general well-being of the people, particularly women and children.

"His empowerment effort through the Mr LA Foundation and the LA Cares has impacted positively on thousands of households not only within Kaduna Central but all over Kaduna state and beyond," Aisha said.

Politics / Shango Questions Obasanjo's Dignity To Be Statesman, Patriot by JamesOkwy(m): 4:47pm On Jan 21, 2019
Elder statesman and former Publicity Secretary of the defunct National Party of Nigeria, NPN, Chief Simon Shango has slammed ex-President Olusegun Obasanjo, for his recent attack on the government of President Muhammadu Buhari.

Chief Shango was reacting to Sunday's press conference where Obasanjo attacked the Buhari Government and labeled it another Sani Abacha era.

The former NPN scribe said Obasanjo has no dignity to be a patriot and and an elder statesman.

Shango in a statement entitled
Re: Points For Concern And Action By Olusegun Obasanjo, called on the ex-leader to desist from the habit of spreading falsehoods and half-truths on the pages of newspapers to the detriment of peace and tranquillity.

He asked rhetorically , "Who is an Elder statesman? Should an Elder statesman conduct himself in public with dignity? Should an Elder statesman continue to throw spanners in the wheels of progress to advance his selfish cause?

"The above question is for discerning Nigerians to answer as regards the recent outburst by no other than the self-serving and all righteous Olusegun Obasanjo titled “Points for Concern and Action.”

"Olusegun Obasanjo in his characteristics manner made so many allusions as regards the state of affairs in the country. He cleverly tried to depict a picture of despair and with no solution in sight. While it is understandable that his sympathy is towards his former enemy turned friend, Atiku Abubakar, with whom they caused considerable damage to Nigeria in the eight years they held sway, he nonetheless failed woefully.

"It is my considered opinion that Olusegun Obasanjo lacks every moral standing to contribute to the debate about Nigeria because in truth, his actions and inactions while he held sway as a military head of state and also as an elected president contributed a great deal to the disintegration of Nigeria that he claimed in his tirade.

"I want to assume that Olusegun Obasanjo did not take out time to read the epistle before taking credit for the by-line. He probably was too much in haste to cast aspersion on the personality of President Muhammadu Buhari to attract public sympathy for his partner in crime.

"Olusegun Obasanjo also castigated the government’s fight against corruption as if while he was president, Nigeria did not experience one of the worst lootings of the treasury. How and where did he get monies to establish the Bells University? How and where did he get the money to develop his humongous Ota Farms? Where and how did he get the money to build his Presidential Library? Did he not use his position as president to solicit for funds to construct the Obasanjo Library?

"I think the time has come for Nigerians to disregard the entity called Olusegun Obasanjo, the self-righteous one that wanted a third term in office and seeing that he could not get it, bequeathed to Nigeria a crisis that set us back donkey years just because he wanted a stooge he could control.

"It is on record that there has never been a time that Olusegun Obasanjo didn’t criticize a president once he does not have his way on national issues. This dates back to the Shehu Shagari years, to the Umaru Yar’Adua era, the Goodluck Jonathan era and now the Muhammadu Buhari era.

"My concern for Olusegun Obasanjo is the fact he has a penchant for peddling falsehoods to fulfil his desires which are not necessarily in the interest of the general public. But he would whip up emotions and sentiments that make him appear as that Elder statesman that he is not. And would never be.

"After reading the disjointed epistle, I came to the conclusion that indeed Olusegun Obasanjo has Histrionic Personality Disorder (HPD) which is characterized by a long-standing pattern of attention seeking behaviour. Someone with histrionic personality disorder wants to be the centre of attention in any group of people, and they feel uncomfortable when they are not. And this is Olusegun Obasanjo’s anger and nothing more. It is also sure that he needs prayers to be able to overcome the self-destruct path he has toed.

"Still, on the tirade, Olusegun Obasanjo inferred that the security institutions are being misused to fight all critics and opponents of Buhari and to derail our fledgling democracy. While this is quite uncharitable, the fact that it is coming from someone like Olusegun Obasanjo speaks volume of a drowning man that needs spiritual intervention before it gets too late.

"Olusegun Obasanjo for either mischief or dementia purposes stated that the security situation has deteriorated with kidnapping everywhere and Boko Haram more in action and nobody should deceive Nigerians about this. In my opinion, Olusegun Obasanjo also attempted to play down the success recorded so far by the Nigerian military in the fight against insurgency in North East Nigeria. Just maybe he is feigning ignorance of the exploits of the army or perhaps he is envious of how President Muhammadu Buhari has led the war against Boko Haram terrorist in the country.

"I beg to ask Olusegun Obasanjo that if as a retired general, and one resident in this country, he would pretend not to be aware of the various military operations by the Nigeria Army in keeping the country safe and secured then it means something fundamental is wrong with his grasp of current issues, and it can thus be understood on how he denigrated to this point and his ill-fated involvement the failed Third Force Movement.

"Olusegun Obasanjo should at this time of his existence and haven benefited immensely from Nigeria right from his days in the military, should desist from the habit of spreading falsehoods and half-truths on the pages of newspapers to the detriment of peace and tranquillity. I am still marvelled at what he stood to benefit from such dishonourable endeavours.

"Ordinarily, I should not have penned this rejoinder to Olusegun Obasanjo, but I was alarmed with the way and manner he was unashamed in his writing about the state of affairs, especially as it concerns the ongoing efforts by the government towards protecting the territorial integrity of Nigeria.

"The Olusegun Obasanjo that I know would stop at nothing to pull down anyone who seems to have better knowledge or performed better than him. He always wants to remain in the limelight and to be seen as that one who has done better for Nigeria and Nigerians. But in truth, Olusegun Obasanjo is nowhere near called a patriot because a patriot would not peddle lies and half-truths not minding whose ox is gored. Nigerians know better now."

Politics / APC Solidarity Network Exposes Naja'atu Muhammd As PDP Mole by JamesOkwy(m): 9:20am On Jan 19, 2019
The North East Solidarity Network of the All Progressives Congress, APC, has made a shocking disclosure on some persons believed to be moles working against the unity and interest of the country.

The group particularly called out Naja’atu Muhammad, a Commissioner at the Police Service Commission (PSC), whom it claimed had been working against the President Muhammadu Buhari-led government.

The APC group was reacting to a recent article entitled “All the President’s Men: On national (in)security” authored by Naja’atu where she claimed a few individuals were playing games with our future and putting our security institutions on a dangerous trajectory.

Reacting, however, the pro-APC said it has become evident that Naja’atu has been working silently for the opposition Peoples Democratic Party, PDP, especially with her recent outbursts against the current government.

Ali Monguno, President of the group, while addressing a press conference in Abuja on Saturday, called on the leadership of the APC to expel Naja’atu from the party for alleged antiparty-activities.

Monguno noted that her activities and association in recent weeks clearly confirm that she is beyond redeeming where commitment to the cause of our party goes

He said, “We have become aware of an inciting and derogatory opinion articles titled “All the President’s Men: On national (in)security” authored by one Naja’atu Muhammad, who we have now found out is a Commissioner of the Police Service Commission (PSC).

“There has been some degree of hesitation to respond to the inciting nature of the article, which has been widely publicised and syndicated by different media outlets. Our hesitation are based on the desire not to be seen as being sexist and intolerant of a woman holding public office or presuming that she cannot make meaningful contribution to national debates on account of her gender.

“Party consideration is a factor that has bought Naja’atu Muhammad some sort of soft response on our part since it would not be healthy for the North East APC Solidarity Network to be seen as being unnecessarily critical of a member of the party.

“Another consideration that has tampered the rapidity of our response to Naja’atu Muhammad is the collective hysteria on the part of those we have found she is working for. Any perceived criticism of the shallowness of her thinking would immediately be put down as the intolerance of the ruling APC. Yet she has turned facts on its head to not only disparage the office of President Muhammadu Buhari, she went the extra length of maligning other appointees that have put more dedication and patriotism into carrying out their assignment than Naja’atu Muhammad can ever possess in her lifetime even if she lived to be a thousand years.

“We believe she must have contracted the writing of the article to someone else and never bothered to vet it before it was sent out for publication. Otherwise, there are glaring shortcomings that should not have emanated from someone that currently occupies the position of a commissioner of PSC. The piece credited to her is an admission of failure to which someone of an equivalent engagement in other countries would have resigned before making the points she attempted to make in the piece.

“By virtue of her position, the same points she raised in the article could have been better made and put in the form of a memo to Mr President. Her stance would then have been tenable as a concerned appointee and party member that wants the best for the country in addition to wanting the President to deliver on his promises to Nigerians.

T”o attack the President as Naja’atu Muhammad did and in the media is an indication that something else was at play. It is no coincidence that what she is asking for directly replicates the demand of the opposition. The former Inspector General of Police, has retired and she has not done anything to reverse her position in acknowledgement of that. This confirms that she is in bed with the opposition that has been reported as being desperate to plant pliant officers at the helms of the military to facilitate the coup they are plotting for when they would have lost the election.

“We want to affirm that Naja’atu Muhammad must have been using her role in the Police Service Commission to sabotage the government’s efforts in providing improve security for the country. If she were patriotic as she said, her article should have listed what she has done as a member of the Commission to improve on security in Nigeria. But she could not mention one thing she has uniquely contributed towards the improvement of the Police.

“With the firebrand-critic image she cut for herself prior to her appointment, including rejecting a board membership that we have now found out was turned down for not being juicy, Naja’atu Muhammad could have done better. Nigerians had expected she should be able to provoke reforms at the PSC such that the police can resume the performance of some of its duties that are currently burdening our military . But she has proven that she is simply a Commissioner to draw salary and allowances while executing her primary task of being a mole for the People’s Democratic Party (PDP).

Now that is has been proven that her recent outbursts, in print and electronic media, that are being sponsored by the opposition to get the widest publicity possible are intended to rubbish the efforts being made by President Buhari’s administration, especially in its war against terrorism. She set out to achieve these through her inciting and derogatory campaign of calumny against the President and leader of our great party.

“We do not wish to join issues with Naja’atu Muhammad. We are, however, keen on protecting our party, the APC, from the activities of destruct moles like her. Incidentally, the doors are wide opened for her to walk into the PDP so that she will no longer have to put up pretences about where her loyalty lies. We know her heart is with those that have promised to make it rain naira and dollar so she is welcome to go join them with her umbrella to catch the promised windfall that will never come since the PDP has by now conceded defeat even though the elections are yet to hold.

“We used the opportunity of this press briefing to call on the national leadership of our great party to, as matter of urgency, expel Naja’atu Muhammad from the party for her obvious antiparty-activities. Her activities and association in recent weeks clearly confirm that she is beyond redeeming where commitment to the cause of our party goes. Her continued membership of the party is simply to allow her access to confidential information that she is passing to the PDP.”

Crime / Buratai: The Hero Who Made The Difference by JamesOkwy(m): 5:51pm On Jan 16, 2019
Written By Nkechi Odoma

The Armed Forces Remembrance Day celebration is an annual event organized to honour members of the Nigerian Armed Forces who fought in the first and second World Wars, and those who served or are still serving in various peace support operations worldwide as well as those who fought in the Nigerian civil war.

The Day is to celebrate both the dead and the living heroes including all those who suffered various deprivations as a result of wars.

As I watched the wreath-laying ceremony, I could not hold back tears remembering those that paid the supreme price in service to fatherland from yesteryears.

I also thought of the ongoing war against Boko Haram insurgents and those that have been persecuting war as well as those that have paid that supreme price. It was emotional for me as I thought of their families and loved ones. It then dawns on me that indeed patriotism knows no tribe or religion. It knows no envy of others, the common good is and has remained the watchword.

And this brings me to the recent achievements of the Nigerian Military in the fight against terrorism in Nigeria. We must admit that they had indeed sacrificed a lot to keep Nigeria safe and secured since 2009 when Boko Haram transformed into a monstrous phenomenon.

Even though we experienced quite substantial casualties, they nonetheless gave their best. And on this auspicious occasion, Nigerians indeed celebrate our Armed Forces, both the living and the dead.

We must always remember the sacrifice the Nigerian soldiers have made; we must remind our ourselves that they left families behind who need to be cared and catered for and also to remind us that whatever might have led to the loss of lives of members of our armed forces will no longer recur.

This mind-set has resonated in recent times with the exploits of our Armed Forces, especially the Nigeria Army under the leadership of Lt. Gen. Tukur Buratai.

To say the Nigeria Army made substantial gains in the fight against Boko Haram insurgents and other militant groups that constituted threats to national security might be an understatement.

We might not fully comprehend the efforts of the Chief of Army Staff, but when one juxtaposes his achievements in office to that of his predecessors, then we would be able to see that the difference is indeed crystal clear.

I stand to be corrected, the Chief of Army Staff is one of the few whose contributions to the overall well-being of Nigeria cannot be overemphasized. He has indeed demonstrated that service to fatherland is the ultimate.

He has also shown that when there is a will, there would always be a way as evident in the way and manner the Nigeria Army has continued to push in the battlefield despite some setbacks. For Buratai, it has always been no retreat and no surrender.

The exploits of the Nigeria Army under Buratai is indeed exceptional even though in some instances, it was stretched thin. Imagine coordinating military operations around the country simultaneously, imagine making gains, suffering setbacks, imagine strategizing and implementing all at the same time. Indeed, it takes only a genius to be able to do all of that without blinking.

If we must be honest with ourselves, the Nigeria Army under Buratai has indeed redefined the concept of protecting the territorial integrity of the country through countless innovations in the last three years.

For instance, there has been an improved civil-military relationship, there has been an improved accountability and transparency process, military expenditure no longer top secret. And much more too numerous to mention.

It is, therefore, sufficing to state that Lt. Gen Tukur Buratai is one of the few that have made a difference in the discharge of his duties. He has carried on like a real war general who displayed courage, character, presence, and intellect.

His drive and tenacity are second to none, alongside his psychological openness that allows for cross-fertilization of ideas on war strategies.

This much his lieutenants can attest to. Some would readily say that, but for his exploits, Nigeria would have been consumed by the Boko Haram menace, as well as that of other militant groups that threatened our existence.

And as we remember our fallen heroes on this occasion, it behoves on us to also recognize and encourage the ones still standing and keeping us safe from external aggressions. We must realize that the commitment to protect the territorial integrity of Nigeria is unwavering under Lt. Gen. Tukur Buratai.

This much he has demonstrated through his actions and inactions in the cause of a brilliant career that saw him traverse the length and breadth of the country. Some call him, the soldier's soldier. Some also call him the strategist. Some call him a legend. But I choose to call him the hero who made the difference.

I dedicate this piece to the officers and soldiers fighting Boko Haram insurgency in North East Nigeria, as well as other participating in military operations across the country. I encourage them to continue to give their best in service to fatherland. And for the Chief of Army Staff, Lt. Gen. Tukur Buratai, you have indeed made a difference and posterity would be kind to you.

Crime / Countering Boko Haram: How Borno Gov. Shettima Solely Funds 20,000 CJTF Fighters by JamesOkwy(m): 2:06am On Jan 07, 2019
Despite efforts by political mischief makers to downplay his contributions on the fight against Boko Haram, Governor Kashim Shettima's led government has from 2013 to date, remained the sole financiers of hundreds of successful operations carried out by more than 20,000 volunteers of the Civilian JTF, whose overwhelming contributions in the fight against Boko Haram has been roundly acknowledged by the military, all other security stakeholders, past and incumbent federal administrations as well as residents of Borno State.

Governor Shettima's Special Adviser on Communications and strategy, Malam Isa Gusau said this during a live interview as guest of 'The Morning Show' on Arise (cable) News International, in Ikoyi Lagos on Saturday. Arise which airs on DSTV world wide, is a sister to ThisDay newspapers.

Gusau said the Civilian JTF play crucial roles in intelligence gathering, easy identification and arrest of suspected insurgents and supporting the military in the war fronts.

The spokesman said it was a laughable irony that in recent days some "mischief makers are doing everything possible to smear Governor Shettima over the Boko Haram crisis, whereas the same mischief makers regularly acknowledge the roles played by patriotic members of the civilian JTF. However, "they deliberately ignore the fact that in the last six years, Governor Shettima has been the sole person giving approvals for the operational vehicles and logistics, recruitment, training, payment of allowances, kitting and surveillance equipment to these over 20,000 heroes, under the Civilian JTF that have given everything to the fight against Boko Haram. The mischief makers ignore that back in 2013, it was Governor Shettima who drove the process of getting making office of the National Security Adviser to approve the operational activities of the Civilian JTF and he has remained the only one funding all their operations including the coordination of their recruitment and deployments after clearance by the DSS. The same Governor approves funds to support gallant members of the Civilian JTF including allocation of lands to the to own houses so as to encourage them and guarantee their future" Gusau noted.

The Adviser said in addition to being the sole financiers of the CJTF, Governor Shettima has from 2011 to date, been consistently according extraordinary support to the military, the police, DSS and all para-military organisations. He said the military has consistently and publicly acknowledged the extreme support they get from Shettima.

"Only last month, the Chief of Army Staff at the closing of his annual conference in Maiduguri and before the media, described as "overwhelming", the commitment of Governor Kashim Shettima to the Nigerian Army in the fight against Boko Haram. Similarly, I remember that in 2014, then Director of Operations at the Defence headquarters, Major General Lawrence Ndugbane (now retired) said before the media, that Kashim Shettima is one of the Governors who helps the military to generate actionable intelligence through the Governor's regular interactions with community leaders in Borno State. These are all on record. So, attempts by anyone to change these public records will, like previous other attempts, become futile exercises" Gusau noted.

Crime / Special Analysis: Ahmad Salkida, The Linkman And The Voice Of Boko Haram/iswap by JamesOkwy(m): 6:46am On Jan 06, 2019
In many forums, it has been stated that guns and tanks are not the only weapons of war, that propaganda is as well a weapon of war. According to credible information, Ahmad Salkida, the former reporter with Daily Trust can as well be said to be the “linkman and the voice of Boko Haram in the wilderness."

Ahmad Salkida who is known for speaking on behalf of the sect has now carried on a campaign to change the Boko Haram/ISWAP narrative all in an attempt to bolster the image of the group through propaganda.

This much was revealed by a close associate of Ahmad Salkida who pleaded anonymity. He stated that since his return to the country from Dubai, Ahmad Salkida had maintained close contact with the Abubakar Shekau faction of Boko Haram, always acting as the linkman between it and some organizations. This much was highlighted by Ahmad Salkida himself in his special report titled “Why Troops are losing Ground to ISWAP.”

He indeed confirmed that “The terror groups, in recent times, have received a flush of funds from ransom paid to them allegedly by the government.”.

In the same report, he revealed some intricate details about the operations of Boko Haram/ISWAP such as “In fact, the situation appeared so dire as Nigerian troops facing the onslaught of the combined affront of insurgency from terror groups, Islamic State West Africa Province (ISWAP) and Boko Haram forces, beat a steady retreat, incurring monumental losses of locational facilities.”

“Within two weeks, the Nigerian troops had retreated tactically or been overrun in strategic military bases. Out of 20 military bases in northern and central Borno where Nigerian troops were in control, 14 had been overrun or altogether shut down.” This much Ahmad Salkida revealed. While there was a bit of exaggeration in the prose, the fact remains that he is privy to sensitive government information. For example, he was quoted as saying there are 20 military bases in Northern and Central Borno.

The question thus us how did he know the number of military bases in Northern and Central Borno? And how did he know the exact figure that had been overrun or shutdown? The conspiracy theorist would argue that it is either Ahmad Salkida is supplied information by the Sect, or he is carrying out espionage activities on the military and passing same to the sect.

Ahmad Salkida’s analysis indeed confirmed the position of the military when it stated that Boko Haram terrorist now employs the use of drones to monitor the movement of troops in the battlefield. Though covet in delivery, it nonetheless passed a powerful message from an insider to the outside world of the activities of the group. As regards this, he said

“The insurgents are riding the momentum and are motivated in manners that are completely alien to the military. With an enlarged war chest, strategic control of the economic mainstay of the Chad Basin cross-cutting fishing, all season farming, water and control of cross-border trade routes, the insurgents are looking formidable.”

“No wonder, they have recently scaled up recruitment of new fighters across both English and French-speaking countries in the surrounding countries of Cameroon, Chad, Niger, and Nigeria. Information gleaned from contacts within the fold of ISWAP paint an insight that seems to have challenged the position of politicians and the military in respect of holding territory. ISWAP always considered the territories of Northern and Central Borno their Caliphate territories. The presence of the Nigerian troops and particularly military bases were considered invasion by the military.”

This brings us to the propaganda angle to the whole episode. As a flashback, governments during the First World War devoted massive resources and vast amounts of effort to producing material designed to shape opinion and action internationally. The efforts of actors to justify their actions, and to build international support, resulted in some of the most potent propaganda ever produced. They also shaped attitudes towards propaganda itself in the years following the end of the War.

In addition to press reporting, groups and individuals attempted to influence opinion using a wide range of pamphlets, cartoons, and longer books. German efforts in the USA centred on the production of vast numbers of publications. This explains the recent special report by Ahmad Salkida on why troops are losing ground to ISWAP.

It is consequently instructive to state that Ahmad Salkida was indeed a linkman for the ISAWP/Boko Haram when he alluded that Boko Haram/ISWAP “have secured the economic lines in the territories they control. The Lake Chad territories have become more fertile for farmers and more viable for commercial fishing activities. They have largely crippled the fish and onions markets in Maiduguri. In its stead, they have opened secured trading locations in Kinchandi, in the Niger Republic and another in Kusiri, in Cameroon. Nigerian traders rely on the market in Kusiri, Cameroon through Mubi, in Adamawa. The other in Kinchandi, in the Niger Republic. The Nigerian market in Hadeja, Jigawa state depends heavily on the market in the Niger Republic.”

“The outlook of the map in the battle theatres is grim. The territories that constitute Northern Borno are 10 Local Government Areas lying north of Maiduguri and bearing natural land borders with three countries namely the Niger Republic, Chad, and Cameroon. ISWAP have full sway in these territories currently. The territories that constitute Borno Central are made up of eight Local Government Areas, and both ISWAP and Boko Haram have significant footholds in these territories. Southern Borno, made up of nine Local Government Areas, is the least affected, except flashpoints such as Gwoza, Damboa, and Chibok. With barely 45 days to the presidential election in Nigeria, there seems to be more energy at official quarters to cover up the tragic situation than acknowledging it.”

The above analysis not only raises a red flag; it also questions the sources of the quantum of information at the disposal of Ahmad Salkida. Even though the bulk of the information provided by Ahmad Salkida are half-truths, it reinforces the assumptions that there is more than meets the eyes in his analysis, and also the timing of his report.

He also confirmed earlier suspicion that he was under the radar of the international network determined to destabilize Nigeria through the unfounded report released by the International Strategic Studies Association (ISSA) when he quoted a part of the story in his analysis.

Crime / GAW Faults Amnesty International’s Report On Farmers/herdsmen Conflict by JamesOkwy(m): 8:29pm On Jan 05, 2019
The Global Amnesty Watch (GAW) has faulted the claims by Amnesty International (AI) that the government and armed forces in Nigeria did not do enough to prevent clashes between herders and farmers in Nigeria.

This was contained in a statement issued by the president of GAW at a world press conference on the activities of the Global Amnesty Watch in Nigeria, held in London, United Kingdom on January 3rd, 2019.

Mr. David Falt stated that under the present government of President Muhammadu Buhari, the tempo and efficacy of Nigeria’s fight against Boko Haram’s brand of terrorism increased and kept pace following this change in leadership.

“GAW is taken aback by “Harvest of Death Three Years of Bloody Clashes between Farmers and Herders in Nigeria,” a report by Amnesty International on the farmers/herders’ clashes in Nigeria. That organization took the simplistic position that the Nigerian Government and military did not do enough to protect communities from the massacre. The information available to GAW makes the position adopted by Amnesty International to appear as a clear-cut case of incitement. The organizations conveniently ignored the reality on the ground to suggest that Nigerian authorities should have done more to stop the “killer herdsmen.”

He further stated that “it appears Amnesty International was resolved to create a blockbuster report as against providing details that will make meaningful contributions to peacebuilding. While the entire report is replete with over dramatization, certain specific aspects expose the intentions of AI could cause strife in Nigeria and perhaps move onwards from there to disrupt the entire West African sub-region.”

Mr. Falt averred that the use of certain expressions could put one on the line being accused of being homophobic, misogynist, sexist, ageist, racist or any other orientation that the contemporary world finds unacceptable.

“Society’s criminalization of those that engage in these anti-social behaviors is not unconnected with the harms that their victims often suffered like in the case of homophobic attacks.”

“Amnesty International singled out some ethnic groups in Nigeria and passed death sentences on them. Nigeria must now race against time to do crisis management and prevent the reprisals that will follow the identification of certain ethnic groups. There is a danger of the report sparking fresh rounds of killing, which is most unfortunate as it would roll back the progress that group like GAW have made in building peace across ethnic divides.”

“We want to warn the Nigerian authorities that the situation is precarious. In the course of past interviews with military personnel on the field, the feedback from them is that they are discouraged from giving their best when confronting terrorists and militia members because they fear that Amnesty International will blackmail them with its reports and threats of prosecution.”

The president of GAW also stated that even though they perceive the NGO as a fraud, they nonetheless feel distracted by its activities.

“The implication of this is that should there be a resumption of hostilities between farmers and herders, troops that would be sent to control the situation would again stand by helplessly unable to do much because they worry about what report Amnesty International will write.”

GAW further stated that “Harvest of Death Three Years of Bloody Clashes between Farmers and Herders in Nigeria, is a lapse in judgment that would have cost Amnesty International its license to operate if it were practicing in a regulated sector.

“Even when it does not operate in a regulated sector, and the absence of an ombudsman, it remains a duty for Amnesty International not to abuse the sanctity of the expectations the world has in it. Amnesty International must, therefore, take steps to make amends for its error in judgment so that it does not jeopardize the peace efforts in Nigeria.”

GAW advises the Nigerian authorities – military and government to reject the report as a work of fiction that failed to take into account the reality on the ground.

“They should approach the relevant international organizations to call Amnesty International to order if it fails to walk back the report.”

“GAW will continue to monitor the situation in Nigeria to making useful input in the early warning system that will prevent the kind of instability that the Amnesty International report could have caused.”

Politics / Why Dubious Politicians Dread Operation Python Dance III by JamesOkwy(m): 11:03am On Jan 05, 2019
By David Abu

Lieutenant General Tukur Yusufu Buratai is a man and soldier with a large heart. As Nigeria’s Chief of Army Staff (COAS) and leader of the counter-insurgency operations in the country, Gen. Buratai is confronting adversaries of Nigeria on many fronts and in more invisible ways than known in public space.

The Army Chief is leading Nigerian troops in extinguishing Boko Haram terrorism on the battlefield in the Northeast; troops have fought to a standstill the venom of militancy and crude oil theft in the Niger Delta; it is battling armed banditry and cattle rustling in the Northwest and its operations have tamed to near dissipation the tempo of farmers/herders crises in the North Central.

The Nigerian Military has been the saving grace in quenching the cruel and violent separatism movements in the Southeast, anchored by the Nnamdi Kanu- led IPOB and its nest of killer merchants, armed vandals/looters of businesses, armed robbers and kidnappers.

But apart from these visible and manifold wars against Nigeria, prosecuted by the military, they are also fighting other silent resistance or frustration wars against the State. There are enemies of Nigeria within who have continued to plot to weaken or diminish the potency of the Nigerian military’s intervention in the prevailing or potential insecurity upheavals assailing in the country.

For these categories of Nigerians, who are mostly opposition politicians, all their plots and energies are concentrated on waning the spirit and power of the military in tackling these wars. So, they launch attacks on the institution of the Nigerian Army with frivolous allegations. There is nothing cheerful in their eyes insofar as they are not permitted to thrive in their evil designs against Nigeria.

And these antagonistic forces have not relented in their evil machinations. The latest plot is the irritable, consistent and stiff opposition to the decision of the FGN under President Muhammadu Buhari in lunching a military exercise across Nigeria code named “Operation Python Dance III” (OPDIII).

This is the operation that cleansed Southeastern region of armed criminals masquerading as separatism agitators; it restored peace and security in the region because the Nigerian military did a thorough and professional job of assisting regular security agencies in dusting out these armed criminals from their dens or hideout.

Today, the people are happier because they live in communities, villages and cities purged of violence, killings, armed robbery, kidnappings and allied crimes which were freely perpetrated by these cursed and criminal souls. The Christmas and yuletide have been celebrated freely without wailings of attacks and deaths in the region peculiar to these times.

It is not strange today that some negligible Nigerians are protesting and kicking against the launch of OPDIII all over Nigeria to cleanse the nation of armed criminals. These are politicians suspected of amassing dangerous weapons in preparation to disrupt the next general elections beginning in February 2019.

And those who fear most and protesting loudest against OPDIII are opposition politicians, actively backed by their conspiratorial cronies. They want a free terrain where they can foist electoral violence and robbery on Nigeria and quickly turn around to blame President Buhari for “incompetence” to secure Nigerians.

These arch enemies of Nigeria know exactly why they are protesting against OPDIII. And they have not concealed the target of what they want to achieve. They argue feebly and implausibly that President Buhari should rather send the troops to combat Boko Haram terrorism.

But who has told the adversaries the territories in the Northeast have no troops? Before now, when Boko Haram insurgency was at its peak (and that Buhari battled insurgents in the Northeast), did it prevent him from deploying troops to tackle other emergent insurrections all over the country simultaneously? These Nigerians should stop spurring imprudent sentiments about a purely military exercise by playing to the gallery.

For avoidance of doubts, Operation Python Dance III in the wisdom of the FGN is conceived to be conducted as a military exercise by the Nigerian Army to provide additional support for the Police and other security agencies during the 2019 general elections. No one can deny that Nigeria has an unsavoury history of electoral violence and frauds, perpetrated by dubious politicians. OPDIII is meant to checkmate these realities.

The exercise remains one of the most successful military drills in the country. Again, it has successfully chased out criminal elements from the Southeast and some parts of the South-south. With exception of the Southwest, every other region in the country has felt its positive impact. It is a positive and incontestable record in public domain.

That South-South which has respite from militancy, kidnappings of oil workers, crude oil theft, blowing up of oil pipelines and facilities is mainly facilitated by similar exercises in the region conducted by the Nigerian Army. This success story has been replicated across all troubled regions of Nigeria.

So, no sane or upright Nigerian can dispute the validity or civility of the exercise and it’s far-reaching impacts. Soldiers who handle these special assignments are highly skilled, disciplined and professional officers and men of the Nigerian Army.

Gen. Buratai has a reputation of a no- nonsense Army officer. He has devoted time and energy in the last three years to persistently dissuade soldiers and officers of the Army from meddling into the political affairs of the country. Buratai’s leadership of the Nigerian Army has demonstrated to Nigerians repeatedly that even in very difficult times, the Army is handy to complement the roles traditionally assigned to regular security.

Today’s Nigeria Army is more zealous to see Nigeria’s democracy flourishes and the democratic/electoral process is insulated from every violent entanglement. It explains why Gen. Buaratai penalized Army officers indicted for professional misconduct and connivance to rig the 2015 governorship elections in Ekiti state.

Gen. Buratai had the option to play the card of comradeship by shielding his own; but he rather exposed them. In Nigeria’s recent history, there is no Army which has completely subordinated itself to the democratic process and governance or to civil authorities like the Army led by Gen. Buratai.

Why then are some people afraid of Operation Python Dance III? If OPDIII succeeded in the past, there is no cogent reason for anybody to doubt them now, except those who have their mindset fixated on rigging the 2019 ballot, and have armed political thugs and criminals. But they must be flushed out before the election. Nigerians want peace while exercising their civic responsibility.

No one has reason or anything to fear. But politicians who have not campaigned or sold out their manifestoes to the masses to earn support, but are amassing weapons to intimidate voters, cause violence, kidnap opponents, kill and rig the elections should naturally be haunted by the phobia of Python Dance III.

Outside this clan of politicians with a passion for violence, Nigerians know OPDIII will assist greatly. Nigerians are aware OPDIII will not allow anyone to intimidate voters on election day. It will not allow anyone to kidnap his opponents or unlawfully cage rival camps within the period in the braggadocios display of jungle might.

Certainly, its bad investment for architects of ballot snatching, whose thugs most times overwhelm and even kidnap the police or civil defence officers on election duty.

They are scared that with OPDIII, this is impossible and one can imagine the pains and frustrations in them. So, anyone who stands by the path of truth should fear not, Operation Python Dance III.

Politics / 2019 Elections: How Operation Python Dance III Will Boost Voters’ Confidence by JamesOkwy(m): 2:08pm On Jan 04, 2019
The Middle-Belt Conscience Guard has reacted to the proposed nationwide exercise tagged Operation Python Dance III by the Nigerian Army.

Recall that Chief of Army Staff, Lt Gen Tukur Buratai, had announced that the military exercise would commence from January 1, 2019 and last till February 28.

He said the exercise was in preparation against security challenges anticipated before, during and after the 2019 general election.

However, the Peoples Democratic Party, PDP, kicked against planned nationwide military exercise, claiming that it was another plot to rig the 2019 general elections.

Speaking on the development, the middle belt group said the exercise would rather boost voters’ confidence rather before, during and after the election.

Sunday Onoja, the BoT chairman of the group, while addressing a press conference in Abuja, expressed optimism that the exercise would address areas in the Middle-Belt where the terrorists were once known to have sleeper cells.

His words, “Our geo-political zone, the North-Central sits between the north (North East and North West geo-political zones) and the South (South-West, South-South and South-East geo-political zones). Whatever happens in any of these other geo-political zones therefore automatically affects the Middle-Belt. This makes us default stakeholders in whatever happens in these sister geo-political zones.

“We can validly assert that a resurgence of Boko Haram will affect us because under the previous administration, Niger, Kogi, Plateau and Nasarawa states with the FCT were hotbeds of terrorists’ activities until the present administration came into office and appointed military service chiefs that secured the geo-political zone from terrorists. With the desperate push that Boko Haram is making to prove that it remains relevant, the Middle-Belt has no interest in seeing the group move southwards again as this will place them in our geo-political zone to the detriment of our people.

“Our geo-political zone has had its share of ethno-religious crises. Plateau is a case we can refer to at any time, while Benue state has also had more than its fair share of ethnic strife that have been given different colouration that made tracking such conflicts difficult. Kogi state is not spared as well. Experience have shown that such crises have the tendency to flare up whenever there are elections or in their immediate aftermath. This credible threat must be taken in consonance with the threats from some politicians to make the polls do or die affairs.
“We further take cognizance of cases on kidnap for ransom in neighbouring geo-political zones coupled with crimes like banditry in the northwest. Efforts are being made to rid that region of the bandit, which makes it likely that the criminals being displaced could relocate to the north-central through Niger state. This makes it imperative that they are stopped from migrating into our land.

“Still on migration, the farmers/herders’ clashes is of concern to us given the number of gory deaths that have been attributed to this situation. While incidences of killings, especially in Benue state, have declined, concerns remain that nefarious elements may again use the election as a trigger for the killings to resume or use the farmers/herders’ clashes as a cover to exact vengeance on political enemies.

“Our concerns extend to extremist and separatist groups to the north and south of our geo-political zone. A separatist group had in the past earmarked part of the Middle Belt as territory to be excised to form part of the illegal country they are dreaming up. On their part, extremists in the last quarter of last year invaded the FCT with a view to cause mayhem. The North-Central is in need of protection from these elements.

“It is in view of these peculiar challenges that the Middle-Belt Conscience Guard welcomes the Operation Python Dance that the Nigerian Army has launched across the country and meant to last until the end of February. We see the operation as being able to address the security concerns and challenges that we have identified. For us, it is a confirmation that the Federal Government is committed to tackling violence and criminal activities such as banditry, politically aided killers and other criminalities that worsen during general elections.

“We are hopeful that the Operation would be able to identify and apprehend any Boko Haram suspect that escaped southwards. The exercise should equally address areas in the Middle-Belt where the terrorists were once known to have sleeper cells. We would like the last vestige of Boko Haram to be removed from our geo-political zone.

“We equally desire for the banditry in the north-west to be contained by Operation Python Dance within that geo-political zone so that they do not ever have the chance to trouble the people of the Middle Belt. We believe this is a unique chance to decimate the criminals that have kept people across Nigeria agitated over the wanton killings that trail them everywhere.”

Politics / No Python Dance, No Elections In Niger-delta - Group by JamesOkwy(m): 10:53pm On Jan 03, 2019
A faith based group in the Niger-Delta, the Niger Delta Young Christian Forum (NDYCF), has warned that failure to conduct the Operation Python Dance in the area would imply that elections will not hold there.

Spokesperson of NDYCF, Evangelist Celestine Paul Akokari, gave the warning in Warri on Wednesday and further explained that the operation will also address the issue of voter apathy since the electorate will feel safer to come out and vote.

Akokari said the Niger-Delta region has been tensed on account of those that have been threatening voters with violence if they failed to support certain candidates. The group expressed the opinion that the military exercise will go a long way to build voters’ confidence to take part in the election without fear of intimidation from miscreant hired by politicians.

According to him, “Parts of the Niger-Delta are included in the jurisdiction where the Indigenous People of Biafra (IPoB) is threatening there would be no elections if there is no referendum for self-determination. IPoB has threatened violence against prospective voters so it is important that there is military presence to reassure the people that they will not be attacked when they exercise their civic rights.

“Militant groups in our region that had earlier observed a ceasefire have suddenly called off the same, which is a credible threat to the conduct of the elections in the event that they resume hostilities. We recognize the need to address the needs of our region but it is also glaring that some of the demands tabled by the militants cannot be met in the weeks before the elections.

“The presence of troops on a military exercise would be greatly welcome by the larger population that does not support violence as a means of extracting the needed government actions to meet the demands of the region.

“Many of our people have equally received all manners of text messages that threatened them. Groups have threatened each other that they cannot vote candidate of their choices without harm coming their way. An operation that will put all trouble makers on notice in this regard will do much or peace in our land,” the statement explained.

The group urged the Nigerian Army not to be deterred by the seeming opposition to the exercise noting that previous military operations in the region were similarly demonized until it became evident that the exercises were conducted with the least infractions on the rights of civilians.

It said these series of operations, even though limited to the riverine areas in most cases, were able to yield results like drastically reducing attacks on oil installations in the area while incidents of kidnapping were also reduced.

Akokari pointed out that “When military operations were announced for the Niger-Delta in the past the natural reaction was for leaders in the region to be apprehensive about the likelihood of clashes between soldiers and troops. But the way the Nigerian Army has conducted these exercises in recent times has built a level of trust.

“Our people even benefited from the free healthcare that is usually bundled with the operation. That of course was in spite of the disinformation campaign that lied about people being injected with infections. Traditional leaders in the region have hailed the conduct of the exercises.

“Unlike when the previous military operations were restricted to the Niger-Delta, this Operation Python Dance is all over the country, which means we shall consider it a form of marginalization should the Federal Government side with those opposing it and refuse to allow it hold in the Niger-Delta. Not only shall it be considered marginalization if shall be further considered as a ploy to disenfranchise our people who might be too scared to come out to vote if they do not feel secured.

“This is going to make us resort to No Operation Python Dance, No Election in Niger-Delta since we cannot allow the elections to hold under conditions in which we cannot fully and freely participate. If the Niger-Delta does not get its share of Python Dance by the Nigerian Army and other security agencies there will be voter apathy in the region so it will not be acceptable,” Akokari declared.

Crime / Expert Reveals How Two North East Governors Promote Insurgency by JamesOkwy(m): 9:53pm On Jan 02, 2019
Elizebeth Robertson, a renowned expert in Counter-Insurgency and Confliction Resolution based in Geneva has made a shocking revelation on the involvement of Yobe and Borno State governments in promotion of insurgency in north east Nigeria.

Robertson lamented that in spite of the efforts made by the Nigerian government and a multi-national military operation, Boko Haram has remained a major security concern.

According to Reobertson in an electronic statement, the Borno and Yobe States governors have failed to empower their youths as the governments of some other northern states have been doing like giving meaningful work tools, hence the rising cases of extremism amongst the youths.

She wrote, “There is a perplexing situation around Jamā'at Ahl as-Sunnah lid-Da'wah wa'l-Jihād better known as Boko Haram or other terrorist groups operating in the Lake Chad Basin comprising north-east Nigeria, Niger, Chad and Cameroon. In spite of the efforts made by the Nigerian government and a multinational military operation, Boko Haram has remained a security concern that has in recent weeks worsened as terrorists launch daring attacks that should not be possible given the scale of decimation that the Nigerian military had unleashed on the group.

“It is glaring that certain key factors make it possible for Boko Haram to remain a threat. The group continues to have access to a limitless pool of uneducated, unemployed, impoverished and easy to radicalize youths. The clerics in the area have not been brought on board to tailor preaching that insulate youths against being easily recruited, brainwashed and radicalized. The Borno state government, which is the epicentre of the insurgency, and Yobe state have failed to invest in social intervention programmes that will lessen the allure of the empty promises Boko Haram uses to lure youths into its ranks.

“The Borno and Yobe States Governors have failed to empower their youths as the governments of some other northern states have been doing like giving meaningful work tools, access to financing and skill acquisition to their youths to make them realise that a life of gainful existence is possible. Interventions like these are needed as follow-up programmes that would have make the achievements of the military enduring anywhere they have flushed out Boko Haram.

“Not only has the political class in Borno and Yobe states failed to take preventive measures itemized above they have also failed to properly rehabilitate Boko Haram fighters that had initially surrendered. They are instead left to experience a disenchantment that is worse than the one that made them renounce Boko Haram, which makes recidivism a guaranteed outcome. This poor approach to managing surrendered and repentant terrorists and reintegrating them into the society and the continuous failure to address the joblessness of youths supports the view that they are deliberately kept in this state so that they are available to be recruited for the use of the terrorists groups that reportedly answer to some politicians.

“The end of these terror groups does not appear in sight as the political class in the region has become fixated on only military solutions, an attitude that is the driver for the resurgence of the terrorists even when they have been decimated. There can be no room left for vacuum whenever the military pushes Boko Haram out of an area. The state governments should have been implementing programmes that ensure Boko Haram has no pool of youths to recruit from while also making gainful engagement more rewarding than joining the terrorists.

“The Borno and Yobe state governments must also address the complicity that has been repeatedly established against them in the series of high profile abductions that had rocked the north east of Nigeria. The kidnap of school girls in Chibok and Dapchi have been linked to aides of the governors of both states, who seem to use the negotiation following these abductions as legitimate cover to have contacts with these terrorists without being indicted.

“The responsibility is for the Federal Government of Nigeria to pressure the governors of Borno and Yobe state to ensure they stop supporting the terrorists by way of inaction. The Federal Government must in turn come under pressure from its international partners and countries with which it has collaboration to fight terrorism. The governors of these states must learn that they cannot continue to promote conditions that strengthens Boko Haram while expecting the Nigerians military to sort of the problems they engendered.”

Crime / No Nigerian Territory Under Insurgents’ Control- Investigation by JamesOkwy(m): 5:27pm On Jan 02, 2019
No Nigerian territory is currently under the control of the violent Islamic sect, otherwise known as Boko Haram, latest report has shown.

The Centre for Conflict Resolution and Management made the revelation in a report released on Wednesday.

The centre made this disclosure after an on-the-spot assessment of Baga Town Kukuwa LGA of Borno State and others parts of North Eastern Nigeria.

The centre made the revelation in the wake of the rumoured takeover of the town by Boko Haram insurgents.

Presenting the report on Wednesday, the Executive Director of the centre, Mrs. Betty Aku, said contrary to the media report, no town in the country is being controlled by the violent group.

The report reads.

Baga’s reputation and by volume of economic activity is a major economic hub in Borno State. The town is also located within the epicentre of the political insurgency in North-eastern Nigeria. By 2009, Doron Baga had become significantly affected by the activities of the insurgents, with the community experiencing frequent violent attacks and even long periods of territorial occupation by the insurgents.

The palpable insecurity in the Lake Chad region occasioned by armed banditry, arms trafficking and border intrusion along Nigeria’s border with Chad, Cameroon, and Niger necessitated the establishment of a Multi-National Joint Task Force (MNJTF) in 1998 with Baga town in Kukawa Local Government Area of Borno State as the Headquarters. The initial mandate of the Task Force was to conduct military operations in the Lake Chad Region, checkmate banditry activities and to facilitate free movement of the member states of the Lake Chad Basin Commission across their shared border. The actions of Boko Haram in Baga as the epicentre of strategic activities in terms of arms procurement, planning for attacks and reception centre for foreign insurgents or mercenaries (due to its proximity to porous borders) obligated and justified the expansion of the Task Force’s mandate in April, 2012 to include the fight against terrorism. The MNJTF in Baga is in charge of Lake Chad region and is administratively and operationally independent.

As in this case, it is evident that Baga has remained a battleground for the Nigerian Military and the Boko Haram insurgents for factors such as its proximity to the neighbouring francophone countries, its economic potentials, and activities evident in farming, livestock rearing, and fishing. Even before the Boko Haram conflict in the area, phenomena’s such as ambush, human trafficking, kidnapping, and robbery have been prevalent in the Lake Chad basin and specifically near the borders.

Data analysis and interviews were used to answer critical research questions. Primary source materials constituted a significant aspect of the research work. The strength of this report was in the extensive use of such sources, including oral interviews with residents of the communities.

After an analysis of the findings of the researchers, the following were arrived at:

Baga town and its environs are not under the control of Boko Haram Insurgents.

Baga Town witnessed an attempted takeover by heavily armed Boko Haram Insurgents, but the attack was successfully repelled by the combined grand and air forces of the Armed Forces

Baga and its environs are accessible to all commuters

The rumoured takeover of Baga and other communities are aspects of propaganda in warfare

The resurgence of attacks by Boko Haram Insurgents has not decimated the claims that the sect has been technically defeated.

The Nigerian troops were in high spirit throughout the festive season

The neighbouring communities in Baga are as safe as well.

There is no section of the state under the control of Boko Haram Insurgents.

The second attempt lasted several hours until the military deployed air support to the ground troops.

Our researchers gathered that there was no attempt by the Insurgents to inflict harm on the locals. They were strictly out to take control of the military base and possibly gain access to the armoury. This much was also gathered for other communities included in the rumoured takeover by Boko Haram insurgents.

It was also gathered that the town of Cross Kauwa was briefly occupied by the Boko Haram insurgents after the first attempt at the military base in Baga. The insurgents launched the second attack from Cross Kauwa before dispersing using the Lake Chad route into the fringes in Chad and Niger.

It was also gathered that the resurgence of Boko Haram attacks might be connected to the forthcoming general elections. This much was gathered from some of the locals interviewed by our researchers on the field. There were instances where fingers were pointed at politicians (names not mentioned) who are either protesting a loss or a defeat or who have in one way or the other benefited from the malaise over the years.

The neighbouring communities also witnessed spill overs of the rage in Baga, and this saw to an increase of IDPs into Maiduguri the state capital from most of the communities surrounding Baga. Upon inquiry by our researchers, the majority of them stated that even though they have enjoyed peace over the years since they returned home, the experiences of past years have made them paranoid hence why they decided to troop to the state capital.

This was also the same reason adduced by residents in other parts of Borno state that were visited by our team of researchers. It was a case of palpable fear as a result of past experiences and not as a result of the occupation of these communities by Boko Haram Insurgents. In one of the communities in Southern Borno that didn’t witness any form of attack, residents trooped out of the town merely out of a rumour that Boko Haram insurgents were going to attack the community and this rumour caused a panic situation.

From available facts gathered it was indeed a misrepresentation by some media houses that reported that Baga and other communities were under the control of Boko Haram Insurgents. In the course of a five-day touring of these communities our researchers have been able to prove beyond reasonable doubt that there was indeed a heated exchange of gunfire between the military and Boko Haram insurgents in some communities, especially Baga, and thus culminated into a rumour that the town had fallen and residents from other cities fled for fear of the unknown.

Crime / Zamfara Riots: Military Didn’t Kill Any Citizen - Human Rights Report by JamesOkwy(m): 10:14am On Dec 30, 2018
An investigation by the Coalition on Conflict Resolution and Human Rights in Nigeria
has shown that Nigerian military didn’t kill any during a riot in Zamfara State contrary to the report in a section of the media.

The human rights group said the report in a section of the media accused the troops of war crime was mischievous, fallacy and clear attempt to dent the image of the hard-fighting military.

The Coalition said it conducted a preliminary investigation into the anti-bandit protests held by youths in parts of Zamfara state following reports that the rights of citizens might have been violated.

It said the painstaking review showed that fake news and disinformation might have been at play in making the report of extrajudicial killings and other abuses to trend.

Maxwell Gowon Esq, Executive Director of the coalition while presenting the report on Saturday, said findings have shown that the protestors were legitimately expressing their grievances against perceived lack of action against bandits that have been killing people in some parts of the state.

It report further noted that the protests were hijacked in some instances by hoodlums that have been specifically recruited for that purpose by some political players that respondents were not willing to name.

The report reads in full.

The Coalition on Conflict Resolution and Human Rights in Nigeria is made of CSOs and NGOs that work in the area of monitoring the level of adherence to human rights by government security agencies. The Coalition was occasioned by the growing allegation of abuses against the personnel of these agencies and the need to ensure that no Nigerian and any human being is unduly abused, including being extrajudicial killed.

The Coalition conducted a preliminary investigation into the anti-bandit protests held by youths in parts of Zamfara state following reports that the rights of citizens might have been violated. The painstaking review showed that fake news and disinformation might have been at play in making the report of extrajudicial killings and other abuses to trend.

The review was under pressure to gather information before they are manipulated, whether deliberately or inadvertently. Researchers sent out by the Coalition interviewed witnesses, protestors, troops and their commanding officers.
It also reviewed the content of news publication on the websites that reported casualties from the protests as well as those that did not. This included content analysis of the videos, pictures and multimedia published on the subject matter under consideration by the selected websites.

The protestors were legitimately expressing their grievances against perceived lack of action against bandits that have been killing people in some parts of the state.

The protests were hijacked in some instances by hoodlums that have been specifically recruited for that purpose by some political players that respondents were not willing to name.

These hoodlums were solely responsible for the destruction and mayhem that characterized what organizers had intended as peaceful protests with the intention of drawing attention to their plight.

Property were destroyed and some people injured by the hoodlums. They then tried to shift the blame for this destruction on the responding security agencies that were drafted to the scenes to maintain order.

The military was deployed to contain the situation when the protests became unruly and violent beyond what the Nigerian Police Force and the Nigerian Security and Civil Defence Corps (NSCDC) could manage.

The military, with other responding security agencies, managed the protests consistent with the recognized rules of engagement.

There was no evidence that the military massacred, brutalized or indiscriminately arrested protesters.

The reports carried by some online sites, which reported large scale extra-judicial killings, were not reflected in the mainstream and legacy organizations. The content of such reports did not stand up to scrutiny and were totally at variance with the accounts given my respondents.

In view of the sensitivity of the allegations being made in publications that reported wholesale massacre of protesters, it is recommended that the Coalition commissions a full scale review of events around the protests with a view to putting the matter in clearer perspective to prevent it being used as another subject of manipulated reports meant to upset the country.
It is further recommended that:

The attention of the news sites that published the misleading reports about protestors being extra-judicially killed should be drawn to their error with a challenge to them to fact check what they have published. Where they fail to publish retractions after discovering their error from fact checking, the necessary legal process could be initiated against them.

The Federal Government should review existing conflict zones in the country and properly identified the ones that warrant the deployment of military personnel. Matters that are deemed as falling within jurisdiction of the Police should be so assigned in order to minimize the distractions to troops from the military being deployed to deal with what the police should is able to deal with in other climes.

The Federal Government should urgently investigate the identities of those facilitating the bandits’ attacks. It must also those unmask the identities of those that hijacked the protests.

Those found culpable in the destruction of property in the course of the protests should be prosecuted to serve as deterrence.

The Federal Government should decisively deal with the problem of banditry in Zamfara state axis. Since the military is already on some form of operation in the area, efforts should be made to provide troops with modern combat equipment and other logistics to ensure that the area can be cleared of killers in a matter of weeks.

The Nigerian Police Force should be mandated to make special deployment to Zamfara state as part of preventive measures so that bandits are stopped before they strike.

The report presented by this coalition should be addressed with dispatch to ensure that the government is able to identify the hijack of legitimate protests by hoodlums as a red flag which must be given urgent consideration. There is the danger that other legitimate gatherings could be hijacked and deployed for violence.

Crime / Peaceful Christmas: Abuja Women Celebrate Nigerian Army by JamesOkwy(m): 4:32pm On Dec 29, 2018
The Nigerian Army has received massive commendation from a coalition of Abuja women under the aegis of FCT Women of Honour over the peaceful atmosphere that pervaded the Christmas celebration across the nation.

Under the dogged leadership of Chief of Army Staff (COAS) Lieutenant General T.Y Buratai, the surge in insurgency during the yuletide has been effectively silenced.

Prior to President Muhammadu Buhari-led government, frequent bomb blast marred the festive periods, especially in the Federal Capital Territory (FCT).

A good example was the Christmas Day bombing in Madalla, a suburb of Abuja in 2011 which claimed over 40 lives and left 60 others injured.

As a result, inhabitants were forced to mark the festivity at home, staying away from religious and public centres.

That's in the past, however.

The FCT Women of Honour can't seem to fathom how the Nigerian Army has restored calmness in such a short time, with the dreads of old now forgotten.

According to its president, Princess Juliana Okolo, at a press briefing in Abuja , she revealed that this is no mean feat and deserves to be applauded.

The group hailed President Buhari, the COAS and his ever-reliable troops for restoring peace to the nation’s capital and across Nigeria.

“While in the eyes of the ordinary, it seems an ordinary feat, it is indeed a huge feat when compared to previous years where there was hardly any Christmas period that bombs would not detonate in churches or other recreational spots within the federal capital territory and its environs,” she stated.

“It is therefore instructive to note that for three consecutive years, (2016,2017 and 2018) residents of Abuja celebrated the Christmas in absolute peace and harmony. We are of the opinion that this was made possible by the total commitment of the Nigeria Army under the distinguished leadership of Lt. Gen. Tukur Buratai, the Chief of Army Staff.

“The FCT Women of Honour Group sees and recognizes the sacrifices of the Nigerian Army in keeping the country safe and secured with it various military operations going on simultaneously around the country. From the east to the west, to the south and the north, the commitment of the Nigerian Army has remained unflinching even though it has been stretched thin by these activities.

“The FCT Women of Honour also wishes to appreciate President Muhammadu Buhari for his unalloyed commitment in the fight against Boko Haram since he assumed leadership of this great country in 2015.

“The visible inroads experienced in the critical security sector is indeed a demonstration of the political will to ensure that Nigeria is back on the path of glory again.

“As African mothers, we indeed must continually remember our sons in our daily prayers that are striving day and night for our sake so that we may be free from evil forces that are hell-bent on destabilizing our great country.

“We are using this medium to extend our appreciation to the Chief of Army Staff, Lt. Gen Tukur Buratai for his commitment in seeing to an end of the Boko Haram insurgency in North East Nigeria, as well as other parts of the country experiencing various security challenges in one way of the other.

“This group is therefore of the opinion that if not for the gift of President Muhammadu Buhari, Nigeria would have indeed collapsed before our eyes due to threat of militant and violent armed groups that threatened the very essence of our foundation.

“We also appreciate the Chief of Army Staff, Lt. Gen. Tukur Buratai for leading the onslaught against the Boko Haram Terrorists and the subsequent achievements it has recorded in the past three years.

“We also wish to appreciate the troops that have continually sacrificed for the country. They are the real heroes of Nigeria, and their sacrifices would never go in vain.

“We also wish to charge them to more victory and also to disregard the very few that would not appreciate their efforts so far in the fight against Terrorism and other militant and armed groups in Nigeria."

Crime / Appreciating Nigerian Troops At Christmas by JamesOkwy(m): 11:03am On Dec 29, 2018
By Richards Murphy

Three weeks ago, I stumbled across a picture on social media, which invoked sympathy. It got me thinking for a long time. The selfie was that of a gallant soldier fighting Boko Haram terrorism in the desert of the Northeast.

It was the birthday of this soldier, a special day in his life and a day every other human being celebrates in style, pomp and pageantry. But the soldier’s case was different. He was “celebrating” the birthday on his duty post on the battlefront. What I saw displayed as spicing this special day of the soldier were a famished plate of rice, a pack of fruit juice and two sachets of pure water.

That soldier had no pleasure of listening to his wife or children or friends sing to his pleasure the sonorous song; “happy birthday to you, happy birthday to you….; how old are you now?” You can say, it is self-approved depravity for the sake of peace and security of our country.

Sadly too, he didn’t mark this special day in forlornness alone, by the absence of his wife, children, family members, friends and associates; but no one feted him with birthday gifts or some special treats peculiar with such celebrations.

Even when he invited Nigerians on social media to join him in marking his birthday, he was ignored, as there were few responses. Almost a day after he made the post on Facebook, there were only about 20 “likes” and even fewer comments.

That’s our mindset and perception on troops, who have sacrificed everything, including their lives for us to have peace and security.

While I reflected over the fate of this soldier, what assailed my thoughts endlessly was a sense of guilt. His plight symbolizes the lack of concern on our troops battling insurgency in the country.

There is no external aggression on Nigeria. Boko Haram is basically an internal problem. So, i tried to find justification for the emergence and sustenance of Boko Haram insurgency, but could not find any reason to placate me.

Next, I felt empathetic; not for the soldier, but for the aloofness of some Nigerians in appreciating the grave task of quelling the Boko Haram scourge by soldiers. I was piqued more with the consistency of this collective reticent disposition for our troops who have sacrificed everything to give us peace, comfort and security in our homes.

And December 25, 2018 was another big day in the lives of Christians globally. The commemoration of the birth of our Lord and personal Saviour Jesus Christ, a feast marked with funfair. The celebrations are usually elaborate and planned overtime.

It is a season observed with the signature of visits to family members and friends, exchange of gifts, carnivals, social parties, work breaks, and other social interactions laced in leisure and relaxations. These are the comforts the rest of Nigerian Christians enjoy at every yuletide.

But on the reverse side, our gallant troops combating Boko Haram insurgency in the Northeast are painfully deprived of these liberties on account of official duties. We must know that special and catchy festive days like Sallah, Christmas and New Year celebrations are auspicious days insurgents love to strike to disrupt the pleasure such days stimulate in the citizens.

Terrorists consciously plot and embark on atrocious acts that would replace the pleasure and happiness with sorrows and agonies. It has been the tradition and in the past, and insurgents had always succeeded. But today, the vigilance and combative dexterity of our troops has truncated such terrorists’ atrocities on the people.

And in the Northeast, Boko Haram terrorists were very active in the last week preceding Christmas. They schemed to overwhelm our troops with serial strikes to prepare fertile grounds to unleash the final onslaught on Nigerians on Christmas day. But our brave troops never gave them a chance.

On Christmas eve, while our mothers, wives, aunties and the likes were making last minute shopping for the Christmas or cooking favourite delicacies for us to celebrate the festivity, our troops were in the tranches battling insurgents. Back home, their wives and mothers also prepared same sumptuous meals, but the soldier was nowhere the warmth of home to savour the dishes.

And these tales are far from fiction, but reality. On Christmas eve, the hour most of us had started our Christmas holiday in cozy homes or leisure spots, our troops fought and repelled terrorists attack on Forward Operational Base at Kukareta in Damaturu LGA. It was after troops had earlier successfully overpowered insurgents who ambushed them along the Maiduguri-Damaturu highway after a fierce battle.

And our troops have continued with this vigilance. On Boxing Day, we sent gifts to our beloved ones. But the soldier on the battle front never received any gift from us and not even a word of appreciation. Many of us never remembered that these soldiers have families; we were not encouraged by the spirit of the festivity to either visit or extend a gift to these families.

I searched Facebook and there were very little Christmas goodwill messages for our troops. But we extended same to people and institutions. This is not forgetfulness, but a deliberate act of taciturnity toward our troops.

But the soldiers are there; out in the cold winds of this season, eating regimental dishes; instead of what he would have loved to eat at any given time, like we freely select our menus every day and time. Yet, we have no feeling for them even on special occasions like Christmas.

We must search ourselves inwards; we should expand our reflections and dispassionately assess the counter-insurgency operations against Boko Haram terrorists, mounted by the Nigerian military, especially the Nigerian Army. The truth about the positive impact will ceaselessly stare us in the face.

No Nigerian can convince himself sincerely that he is not excited with the Army’s stoppage of bomb explosions in Abuja or any other part of the North as obtainable before now. Even if we pretend, it is incontestable that the Army under the command of the COAS and leader of the counter-insurgency operations, Lt. Gen. TY Buratai have reduced Boko Haram operations to confined obscure areas in the Northeast.

It cannot be disputed to that the Army have performed marvelously.

Those in doubt should ask other countries of the world which are under the spell of terrorism. It’s tough and nightmarish. Victory against insurgency is not earned so cheaply. But the Nigerian Army has continued to prove its might against terrorists.

I have no doubt that for every day Nigeria and the citizenry enjoy peace, there are people out in the trenches working tirelessly to entrench this peace and security.

The Nigerian military and other security agencies who are anchoring this great altruistic national service for peace and enhanced security in our country and for our sake, deserves our acknowledgment and appreciation.

Our spirit of togetherness is not yet broken and when we collectively support our Armed Forces, Boko Haram insurgents cannot triumph over us. Let’s re-order the direction of our perceptions and begin to look at the soldier on the battlefront as our son, brother, husband and symbol of the Christ-like motif, which has offered the plank for the peace and security of our dear country.
