ASUU President, Emmanuel Osodeke, said the union is not shifting ground until the government meets his union’s demands.

The hope of many Nigerians that the ongoing strike by the Academic Staff Union of Universities (ASUU) would end this week may have been dashed as the President of the union, Emmanuel Osodeke, has said there is no end in sight to the lingering crisis.

ASUU also dismissed the government’s claim that it does not have enough funds to meet the union’s demands, saying the ongoing industrial action would not be called off until the government meets its key demands.

Mr Osodeke spoke on Wednesday while taking part as a panellist during a Twitter Spaces organised by PREMIUM TIMES.

Other panellists on the Spaces included a renowned scholar and convener of The Toyin Falola Interviews, Toyin Falola, and the Project Director, Connect Hub NG, Rinu Oduala.

FG-ASUU meeting deadlocked
The meeting between ASUU and the government representatives on Tuesday was deadlocked. Mr Osodeke said the government “did not bring anything new to the negotiation table.”

“They (Nimi Briggs committee) came with nothing. What they came with is from the National Salaries, Incomes and Wages Commission which does not represent anything,” said the ASUU President.

Mr Osedeke also reiterated his comments that come 2023, Nigerians should only vote for leaders who will place priority on the country’s education sector and fund the universities.

“Anybody who in his campaign did not show they will revive the university system, they should vote them out. Anybody who you believe cannot take care of your interest, whose children are busy schooling abroad, do not vote for them. And I want to repeat it, you don’t need to vote for them,” he said.


Strike Continues

Mr Osodeke listed the union’s major demands to include the adoption of the University Transparency and Accountability Solution (UTAS), the renegotiation of the 2009 agreement, a halt to the proliferation of universities, and the release of revitalisation fund, among others.


He also noted that until all these demands are met, the lecturers are not going back to classrooms.

“If we take education seriously it (the strike) would not have lasted beyond February (when it started),” said Mr Osodeke, accusing the government of insensitivity.

He said the public primary and secondary schools are no more the choice of Nigerians because “they have been destroyed by the government.”

He added that the evidence that ASUU’s struggle is yielding results is that about 90 public universities still house over 90 per cent of the total number of students in tertiary institutions in the country, despite the availability of about 120 private universities.

He said: “Nobody puts their child in public primary and secondary schools again. It has been killed because they didn’t fight for it. But come to the university system, I can tell you we have as of today about 120 private universities and about 90 public universities. The 90 public universities have 95 percent of all students. Why? Because of our (ASUU) struggle. If we didn’t do all these struggles, all the public universities would have been like the primary and secondary schools.”

Mr Osodeke also said the strike embarked upon by his union is in the interest of the students and the betterment of the university system, saying only one of all of his union’s demands relates to the lecturers’ welfare.


According to Mr Osodeke, the number of industrial actions by academics in the United Kingdom (UK) in the last five years is similar to that of their Nigerian counterpart.

He argued that “it’s not about the number of strikes. It’s about the government’s response to the strike,” stressing that the government in the UK promptly attends to the demands of the academics.



He alleged that special advisers to President Muhammadu Buhari earn up to a million naira monthly while a professor in the academic sector is left to earn “meagre” N400,000.

The Ministry of Labour and Employment had said the contents of the draft agreement ASUU had with the Mr Briggs-led committee was not feasible as it increases ASUU members’ salaries by up to a 100 per cent.

But the ASUU President did not disclose the amount contained in the draft agreement it had with the committee.

Mr Osodeke, who recently disclosed that UTAS has been approved for use, also said UTAS came “distant first” when tested alongside IPPIS and the University Peculiar Personnel and Payroll System (U3PS). He noted that IPPIS came last after the tests.

The ASUU president also said his union’s decision not to operate any Twitter handle is to curb misinformation.

ASUU has repeatedly denied operating any of the numerous twitter handles bearing its name on the social media platform.

“There are more than 10 ASUU twitter handles. People are faking it. If we have our own and multiple ones, how do people decipher the real one?” he said.

Also speaking, Mr Falola said the issues affecting Nigeria’s tertiary education sector are more than funding issues.

He noted that the country is yet to have a clearly defined objective for higher education like it was in the 1950s and 60s when the university education was tailored mainly towards supplying the colonial administration with workforce.

He also accused both ASUU and the government of not considering the interest of students during these crises.

He berated the government for throwing the university system into crisis by signing agreements and not fulfilling them.



Rinu Oduala, a youth activist and project director at Connect Hub NG, lamented that the incessant strike by the university lecturers in lowering the standard of the Nigerian universities and the education sector.

She said while the Nigerian students are home waiting for the government to reach an agreement with ASUU, the government is focusing on the 2023 elections.

She also dismissed the government’s claim that it has no money to fund the universities.

She said: “There is still money to be mismanaged. There will still be money to be spent. There will still be money to be put on fabulous things, so why not education.”

“To me, it seems that the politicians, the people that are supposed to be making policies for us that are supposed to be solving this issue … they’ve moved ahead and their focus is on the 2023 elections,” Ms Oduala said.

Backstory

ASUU embarked on strike on 14 February, demanding among other things, the deployment of UTAS to replace IPPIS and the implementation of the 2009 renegotiated agreement which contains its members’ conditions of service.

The Economic and Financial Crimes Commission (EFCC) has secured a court order to detain the embattled Accountant-General of the Federation, Ahmed Idris, for more days. We will get to the root of the matter. The good thing is that our legal department has secured a court order helping us to hold him till we conclude our investigations,” the source said When asked about when he would be released, the official said Idris may be charged to court anytime, saying “evidence at our disposal is damning”. He added that some of the properties linked to him in Abuja, Lagos and Kano might be forfeited temporarily, noting that the commission will also push for their permanent forfeiture to the federal government. The Federal Government on Wednesday May 18, announced the suspension of the embattled accountant-general with a view to allowing a thorough investigation.

The Federal High Court, Abuja, on Tuesday, declined granting bail to Dibu Ojerinde, a former Registrar, Joint Admissions and Matriculation Board (JAMB), who is being prosecuted for corruption by the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

The trial judge, Obiora Egwuatu, turned down the oral application for bail by defence counsel, P.O Olorunishola, a Senior Advocate of Nigeria.

The News Agency of Nigeria (NAN) reports that ICPC’s prosecuting lawyer, Ebenezer Shogunle, opposed the defence lawyer’s submission.

The former chief executive officer of JAMB is the sole defendant in the suit marked: FHC/ABJ/CR/97/21 bordering on alleged misappropriation of about N900 million.

Arrest
PREMIUM TIMES reported in March how the ICPC arrested Mr Ojerinde.

A statement posted on the commission’s website said then that Mr Ojerinde was arrested and being held on a remand warrant for allegedly misappropriating N900 million.

It added that Mr Ojerinde allegedly perpetrated the fraud as JAMB registrar from April 10, 2012 to August 1, 2016, and the Registrar of the National Examination Council (NECO) between 1999 and 2007.

The commission said the suspect was interrogated on various allegations of multiple identities, abuse of office, money laundering, tax evasion, making false statements, and awarding fraudulent contracts to untraceable shell companies.

The statement had read in part, “Professor Ojerinde, who was arrested on March 15, 2021, in Abuja, by operatives of ICPC, is alleged to have committed multiple frauds while heading JAMB and the National Examination Council (NECO).

Abiola Ajimobi, the outgoing Governor of Oyo State, can no longer attend governorship campaign events of the All Progressives Congress (APC) in the state, SaharaReporters understands.
Ajimobi lost his Oyo South Senatorial District bid to Dr. Kola Balogun of the Peoples Democratic Party (PDP), who polled 105,720 votes to Ajimobi’s 92,579 votes, meanwhile the other two senatorial slots were won by the APC. To worsen matters, of the five federal constituencies in Ajimobi’s Oyo South, APC won only one, while PDP has already won three and is set to claim the fourth when the election is concluded this weekend.

APC’s woeful outing in Ajimobi’s expected stronghold has prompted protests from party leaders, with Bola Tinubu, the National leader, now personally overseeing the campaigns in a desperate bid to prevent a potential surrendering of the governorship to the PDP. And one of what Tinubu has quickly done, apart from buying off Adebayo Alao-Akala’s candidature, is to ban Ajimobi from showing up at APC governorship campaign meetings involving Bayo Adelabu, the party’s candidate.

“The belief of Tinubu and other APC leaders is that it is Ajimobi that the people are angry with — not APC — therefore he should stay away from campaign activities,” an APC source very familiar with the development told SaharaReporters.
“The fear is that Ajimobi’s appearance at Adelabu’s campaign rallies will be damaging for the party. In fact, there is a jingle of the party begging the people, explaining that Ajimobi, not the party, is the fall guy. Since the presidential and national assembly elections, Adelabu has been campaigning on his own — without the Governor’s involvement.”

In the said jingle, listened to by SaharaReporters, APC “begged” all indigenes of the state in the name of God and in the names of prominent Yoruba sons such as Vice President Yemi Osinbajo, former Governor Bisi Akande and Tinubu. The party also mentioned President Muhammadu Buhari and Adams Oshiomhole as begging the people, and specifically censured Ajimobi for his pride in disrespecting the Olubadan of Ibadan, among many other offences.
With Alao-Akala’s withdrawal for Adelabu, Tinubu has already gained inroad into Ogbomosho, where the party could not campaign ahead of the February 23 elections.

The most significant trigger for my action is the conversation I overheard on 3rd December 2018 at the First Class Lounge of the British Airways, Heathrow Terminal 5, London, UK, between 8pm and 9.30pm. I was on my way back to Abuja from London.

There were three men discussing at the seating are near where I chose to charge my phones. They were discussing the state of health of President Buhari in relation to his proposal to run for a second term in office. One of the men stated that their decision to tell the President to halt his ambitions for health reasons was correct. Another argued that it was totally irresponsible for his handlers push him to continue as Nigeria’s President beyond 2019, knowing the severity of his dementia and the rate at which it was progressing. One of them said President Buhari’s Alzheimer’s disease was indeed progressing rapidly, but that it is quite normal for a person of President Buhari’s age. One of the men said the stress of the campaign for the Presidency would only cause him more harm than good.

The conversation went on about all manner of interventions they had tried on Buhari, how lucky his handlers had been considering that a lot of the interventions were highly risky and mostly experimental. One of the men stated that Buhari was extremely lucky to be alive, so it did not make sense that he insists on running for office yet again. One said President Buhari’s body and mind will struggle with the rigours of the campaign so much that he will surely be away for several months on medical grounds if he survives the campaign, or wins his second term bid.

Having heard all this at the airport, I started making enquiries from people close to the Presidency. I gathered from several people that President Buhari is indeed extremely forgetful, very absent minded, and suffers regular delusional attacks. I once met a man at INEC headquarters who related his experience meeting with Buhari to me.

According to him, it took him several months to secure a meeting with President Buhari, however he ended up meeting with a man who forgot what they were meeting for; a man who forgot what he hears or says within minutes of hearing or saying them. According to this person, President Buhari went from being completely mute for several minutes during the meeting, to discussing matters totally unrelated to the topic at hand. He said President Buhari kept telling him stuff that happened in the 80s while he was a General in the army, as if those things were happening at the moment of the discussion. The man said President Buhari referred to him severally as someone else.

So, putting together the conversation I overheard at the airport, the statements from the people working at the Presidency, the account of the man who related his encounter with President Buhari to me, his wife – Aisha Buhari’s statement at the national women leadership summit organised by Project 4+4 for Buhari & Osinbajo 2019 on 6th December 2019 that her husband, President Buhari was not in charge of the government of this country. She stated clearly that Nigeria is being led by two to three very powerful men who hijacked the Presidency from her husband.

Adding also the many public mishaps of the President, his statements on several occasions that he was unaware of highly sensitive matters some of which bothered on national security, calling the Federal Republic of Germany, West Germany, taking over 6 months to appoint his cabinet, going away three times on extremely lengthy medical vacations, his incoherent speeches, his rare public appearances which only lasts short periods. The list goes on.

It becomes a matter of National Security and constitutional propriety that such a man be allowed to run for the office of President in his State. Clearly, his handlers are committing treasonable offences by packaging a man who is incapable of being President; and selling him off as the one running the affairs of this country while they did. Clearly, it takes a lot of work and financial resources to keep a man so physically and mentally challenged at the Presidency, but to plan to impose him on this country for four more years is taking things a little too far.

President Buhari is both physically and mentally unable to run the affairs of this country beyond 2019. It is my right as a concerned Nigerian, and as an interested party being myself a candidate at the forth coming Presidential elections to raise this alarm, and to take steps to stop this disaster from happening.

Section 137(c) of our constitution clearly exempts any persons declared to be of unsound mind from contesting to be President of the Federal Republic of Nigeria. I therefore demand that the court orders President Buhari to present himself for independent health checks to determine if he is of sound enough mind to contest the Presidential election in 2019. And that he be declared unfit to run and withdrawn from the race if found not to be.
This is my case.

According to him, civil servants are important, hence no worker deserves to be owed salary. He explained that the N3billon he approved is to be distributed to pensioners in the state and local government areas.
Governor Bello added that although the state is currently faced with infrastructural deficit, he cannot be executing projects at the expense of the lives of the electorate.

He explained that N560 million is to be used for the payment of death gratuity of pensioners N420 million for retirement benefits and N210 million for the augmentation of those that were short-changed in previous payments.
The State Chairman of NLC, Idris Ndako, in response commended Governor Abubakar Bello for the gesture and assured him of labour’s support towards his bid for the second term.

President Muhammadu Buhari has described Goodluck Jonathan, former President, as an inspiration to every young Nigerian.
The President said this on Monday in a statement issued by Femi Adesina, his Special Adviser on Media and Publicity, on the occasion of the ex-president’s 61st birthday.
“President Muhammadu Buhari joins Nigerians in sending warm greetings to former President, Dr. Goodluck Jonathan as he turns 61 on November 20th, 2018,” read the statement.

The Presidency and the ruling All Progressives Congress (APC) yesterday hit back at the Peoples Democratic Party (PDP) after the opposition party took President Muhammadu Buhari to task over his Secondary School certificate .
The Presidency dismissed the flak from the PDP as an indication of idleness on the part of those speaking for the party on the matter, while the APC branded the criticism trivial.
“The certificate saga is a dead issue, only idle people will consider it,” the Special Adviser on Media and Publicity to the President, Mr. Femi Adesina, told The Nation yesterday when contacted.
“It is something that had been laid to rest before the 2015 general elections,” he added.

“Those raising the issue (PDP and others) are idle and they have run out of ideas. They see defeat staring them in the face and they are desperate to cling to any straw. This issue was resolved before the 2015 election.
“It is a matter of fact that when President Buhari and others joined the military, they took their original certificates from them. The military knew where they kept the original certificates of the President.
“In fact, a former Chief of Defence Staff, Gen. Alani Akinrinade corroborated that the military collected the original certificates of all its officers. The PDP believes it is going to lose the elections, and they will lose, and it is raising dust over a dead issue.

“The military already said they lost the certificates. But does it mean that it did not exist that the President went to school, sat for examinations and passed; attended military courses and War College.
“It does not change the fact that the President rose through the ranks to become a Major-General in the Nigerian Army and a Military Head of State.
“Didn’t those opposed to President Buhari go to court over his certificate and lost before? They will still lose this time around. It is a dead issue.”

The National Publicity Secretary of the party, Mr. Lanre Issa-Onilu, spoke along the same line of thought.
His words: “It is a dead issue. When PDP has something new to say, Nigerians will be ready to listen to the party.
“This certificate issue was thrashed in 2014. The President has the minimum qualification he ought to have to stand for election and he had more than the minimum.

“PDP thrives on the trivial. We want to tell Nigerians what we have achieved in the last three years and why the President should be re-elected. Instead of engaging in meaningful discourse, PDP trades on the trivial.”
Buhari had, in a sworn affidavit attached to his nomination form for next year’s election, said his certificate was in the custody of the military.
But the PDP insisted that the certificate be produced for the President to be believed.

Buhari, in an attachment to the form his party submitted to the Independent National Electoral Commission (INEC) listed his academic and military attainments as follows: Elementary School Daura and Mai Aduwa (1948-1952); Middle School, Katsina (1953-1956); Katsina Provincial Secondary School (now Government College, Katsina)-1956 to 1961; Nigerian Military Training School, Kaduna (1962-1963); Cadet Officer Course Aldershot, UK (October 1963); Platoon Commander Course, Nigerian Military College, Kaduna (1963-1964); Army Mechanical Transport School, Bordan, England (1965); Defence Service Staff College, Wellington India (1973-1974); and United States Army War College (1979-1980).
Lending credence to the affidavit of President Buhari, another presidential candidate, Major Hamza Al-Mustapha (rtd) of the Peoples Party of Nigeria (PPN) claimed that his credentials were still with the Nigerian Army.

In his nomination form, Al-Mustapha said: “My entire personal documents including my certificates and awards were taken away by the then government in 1998. Formal complaints were registered before High Court of Lagos (2000-2001) and Federal High Court 3 (Lagos Division)-2004-2007 but the government refused to obey court orders till today.
“However, Nigerian Army (my employer-1983 -2013, is in custody of the certificates this applicant is asking of.
“I was a victim of persecution for 15 years (1998-2013) over trump up charges. I was however exonerated and freed of the wanton charges vide Court of Appeal ruling: “Major Hamza Al-Mustapha v, The State CA/L/469a/ 2012”-Judgment delivered on 12th July 2013.”

Sections 130 and 131 of the 1999 Constitution provide eligibility guidelines for a presidential candidate.
Section 130 of the 1999 Constitution says: “There shall be for the Federation, a President” and such “President shall be the Head of State, the Chief Executive of the Federation and Commander- In –Chief of the Armed Forces of the Federation”.
“Section 131 states: “A person shall be qualified for election to the office of President if –

*He is a citizen of Nigeria by birth;
*He has attained the age of forty – years.
*He is a member of a political party and is sponsored by that political party; and
*He has been educated up to at least School Certificate level or its equivalent.

Independent National Electoral Commission Chairman Mahmood Yakubu said on Friday that Nigerians who have an issue with the credentials submitted by candidates contesting next year’s elections are free to challenge such claims in court.
Citing Section 31(3) of the Electoral Act as amended, the INEC chair said: “Each candidate nominated by a political party is required to provide details of his/her personal particulars by personally completing the Form CF001 and to swear an affidavit at the Federal High Court, a High Court of a State or the Federal Capital Territory (FCT).

“Within seven (7) days from the close of submission of these documents, the Commission is required to publish the Form in the constituencies that candidates seek to represent as required by Section 31(3) of the Electoral Act 2010 (as amended).
“This will give the general public the opportunity to view the affidavit of personal particulars of those who aspire to represent them.
“Any person with reasonable ground to believe that any information on Form CF001 submitted by a candidate contains incorrect or false claims is at liberty to file an action against such candidate at the Federal High Court or the High Court of a State or the Federal Capital Territory (FCT).”
