Building a student hostel in Port harcourt

I have 2 plots of land near uniport and i am looking to put up about 18 self contained rooms for students any ideas as to how much for an average std finish and any ideas as to achievable rents. Thx

This is the quotation someone gave me, N1m for walling 2 plots and 550000 for building each self contain so your 18 rooms translates to a minimum N10m, add another N1m for other stuff like the Local authorities fees, etc then you get N11m. Students pay between 100k - 120k for a room so that is about N1.8m per year.
