how about a web app that would enable *those have the ability* to check their results (be it primary, secondary or state university/polytechnics/CoEs)?
how about a web app that would allow state university/polytechnics/CoEs to apply for and possibly receive, their bursaries?
how about for starters a website for your state's ministry of education (from which contracts for perhaps coding the websites of all other ministries could flow)?
or abi, am i over-reaching?

as laudible as your project sounds, I must ask if I may, of what use are the laptops if there is no light to power them? I ask cos in Akwa Ibom State last year, the governor furnished all schools with computers yet they are all sitting there gathering dust. Why? No light to run them.

Your idea about about a web app that would allow state university/polytechnics/CoEs to apply for and possibly receive, their bursaries. Is a good one, but will this portal cover all the universities, polytechs, and CoEs in the country or just for the schs in the state?

Based on your original post, it would apply to the state. Of course I would imagine that you would make the program flexible and scalable enough so that in the event another state wanted something similar, it would just be a matter of changing the name of the state. For that matter, you could even build in internationalization so that if Kano state wanted it, text would appear in Hausa or if Anambra state wanted it, text would appear in ibo, etc etc (you get the picture)

my understanding of your post was that only those in your state (regardless of state of origin) would use it. Either way, it still shouldn't be a problem. Why? You could always add a field in your DB (say, "Indigene" with "Y" or "N" as a field) that indicates whether or not the student is an indigene.

I don't have any materials but off the top of my head, I would google for "sample website proposal" and would add: 1) Timeline: Given a possible large student population, with solid testing, at least 2 months 2) Resources (coders): At least 2 (preferably 4: Designer, developer, tester and DB guy) 3) Pay: Up to you 4) What you will do: Develop a user-friendly, SEO-friendly, lightweight site accessible to registered members 5) Why you are doing this: To make the application process more efficient, thus saving money in the long-run. 6) Give some sort of statistical comparison b/w how much it costs and how long it takes now vs. the site's stats. 7) Based on #3 above, Site must have login authentication 8 ) DB shouldn't be that hard to design. Probable fields: Full Name, DOB, State, LGA, Sex, Photo (path only), Address 9) Ensure that student brings Certificate of origin and a driver's license for verification on day of collection If others have anything else to add, please feel free to do so (hey, e b like say by d time wey we post finish, we for don code d site (on paper) for d guy. This could be our own case study  ))

my2cents, Obong,I've been out of cybertown for sometime,just seeing your post. NEPA or is it PHCN is such a pain in the neck of everybody.That's a point, may be the State should also look into supplying generators along with the PC's at least for school use.The laptops I believe have some alternative means of power, could be a sort of advanced educational toys for the kids.

of course generators (or even inverters) could be purchased but why? If there are 100 schools in a state, does that mean 100 generators? Who runs it? Who maintains it? etc. Besides with diesel at N120/litre (as at December 2007), wouldn't the cost of running those gens far outweigh the benefits of a computer?
Computers are good. There is even one site I saw selling $100 laptops. however, i think the students would be better served in this regard by liaising with a cyber cafe/business center and qualifying for bulk rates. It would be cheaper to hire (as opposed to it being government run) a private individual's cafe. The owner would be guaranteed a customer base and the government would not have to spend money on buying a million computers. A win-win situation in my books. Students could then be allowed to go to such cafes. Better yet, private individuals could be encouraged to set up shop in schools.
In my opinion, given our resources, we shouldn't even have to think of a gen, except for emergency situations in the first place, but that's a story for another day.

Off the top of my head: 1) Submit Bursary Application 2) Check Bursary Application Status 3) Weather Forecast 4) Ability to Personalize 5) Login area 6) Check SSCE results 7) Apply for/Check First School Leaving Certificate results 8 ) Check Secondary School Placement 9) Check state university placement 10) Profile section that lists everything including school of user 11) Poll section 12) Forum 13) FAQ 14) Contact us 15) Message from Commissioner and Perm sec 16) Stats on number of students (divided into primary/sec/uni) in the state 17) Announcements (Check your results, etc) 18) List of schools of each level, complete with names of principal employees (principal, vp, etc) 19) Internationalization (limited to your local language and maybe french for francophone countries) 20) Some kind of yardstick section which measures, say, contracts awarded vs completion Based on what you are developing in, these sections could be scoped into portlets. One thing is for sure though, this won't be a walk in the park. To be done properly, it will take a long time and a lot of work. Depending on time constraints, you might want to look at dividing the project into phases. So for example, phase 1 could be a basic website (contact, about us, schools, etc) with functionality added over time. Knowing how you guys operate over there, I wouldn't be surprised one person will probably be doing everything from start to finish in 2 weeks  I hope this helps.

You should have put a warning sign right next to that link. My Gosh!!! that is some horrible site with all that green and nothing more but green. What is the fascination with green by the way ?? Most every other Nigerian site is all shades of green and worse, some puke green and nothing more. You would almost think there is a law that all Nigerian sites must have some element in green in them. Please, use the color GREEN LIGHTLY people!!! sheesh!!! Even the pictures are sort of green!!

I am not in Nigeria and don't know how the system works. That is up to you to find out from the powers-that-be. One thing is for sure though - this will be a large undertaking and it will probably be best for you, like google (where everything is in beta  ), to release functionality in stages.

If Waec says no, there you have a chance for more business, propose to build such for Waec. Basically Waec can provide each student with a specific ID and a password be sent to the students by email or by mail once the results are released. Your site can hook up to this webservice when a user logs in with the right information to download the students information which you can display for them to see. I would like to be involved in creating/building such a solution for waec or anyone else who decides to do it as we are long overdue for such.

leoleo, how wd u know if they will buy if u dont ask? u want those of us abroad to borrow money, fly down to Nigeria and come and do things for you? Is that what you mean when you say, "you guys abroad should come back home and contribute"?  Seriously though, try to live by these 2 mottos: "Impossible is Nothing (adidas)", "Just do it (nike)" and "it is better to try and fail than not to try at all". Give it a try (instead of asking to try), you never know. Isn't that the purpose of your proposal/feasibility study?

What then should i propose to WAEC? just a bulk login access for schools or state ministry of education from a private portal? Or do you have ideas of what to propose? Please if any lets works a team you never can tell.
