I agree you have to pitch the idea to waec and if possible to other institutions that you may need to get it to. I am abroad myself but if I were down there, I would do such. Put together your idea, research how it is done in other places like with the MCAT example ( I thought I posted earlier).

Basically when you sign up for MCAT exams, you create a unique ID, complete with password and you provide an email address where you can be reached. When you finally take the exam, and the results are out, all you have to do is log on to the MCAT site with the UniqueID you created or were sent ( depending on the option you chose initially) and your password and your results are displayed for you to see. Sites that are interested in allowing candidates access their results from on them connect to the MCat site and for each student login information that is provided, download the results for the students to view.

It is not really too big for WAEC or JAMB to have. Infact, I expect they should have such by now but then again I am not familiar with web world in Nigeria. If you want to think big, give me a buzz as I would be interested in such myself.

 Im developing a contact with an IT guy in WAEC lagos office, a friend to my cousine. Gotten his fone number but cant reach him now. what ever, i will keep the house informed.

I want to build this web application at no cost from the ministry so that who ever uses the services of the portal will be charged. like schools sending files/document will be charged for transaction, students applying for bursary will be charged like N100 for application forms as is still the case now.
I need ideas on how to present it to the ministry on the proposal.

I don't know what, "I want to build this web application at no cost from the ministry" means but as for charging users per transaction, I believe you can use Interswitch for that.  From what I hear though, you need like N150K as a deposit to open an account with them (if I am wrong, I stand corrected).

As for how to present in proposal, you could say something like, "it is the intent of xyz company to put these services online so as to reduce, if not totally eliminate, overhead associated with applying for such services by hand/costs associated with hiring pple to do it.   In the end, these online services will make for a very efficient process" or something like that.

With respect to the last part of the paragraph above, you might have a problem with your local civil servants union in which case, you would be strictly OYO, but hey, that's the price to pay  Tongue
