The US. Consulate General in Lagos is seeking to employ a suitable and qualified candidate for the position of a Computer Management Assistant in the Information Systems Center.

BASIC FUNCTION OF THE POSITION:

The incumbent under the supervision of the Senior Computer Systems Specialist, works as the Computer Management Assistant in the Information Systems Centre; Develops plan for feasibility assessment, design, specification, programming and implementation, testing and evaluation including project plans, schedules, time and cost estimates; provides systems automation, troubleshooting, maintenance, technical support and management advisory services. 

The incumbent works as Systems Network Administrator administering, managing and analyzing of US Mission’s complex network infrastructure of OPENET (LAN), Overseas Dedicated Internet (ODI) and OPENNET PLUS (WAN) connectivity; Responsible for implementation of complex network configurations, network architecture/topology, network access controls/security, optimization of network resources, modification and maintenance of client-server database management systems.  Provides regional system support to Abuja, Cotonou and Lome.

MINIMUM REQUIRMENTS:

NOTE:  All applicants are instructed to address each selection criterion detailed below with specific and comprehensive information supporting each criterion.

1.   College, Technical School or University degree in Computer Science/Engineering or the equivalent of experience in the fields of Computer Science, Information Systems Management, is required or equivalent may be substituted.  Must have COMPTIA A+ Certification and a second degree will be an advantage.
   
2.   Minimum of three years experience in Computer Operations, administering and maintenance of Windows 2000/2003 LAN, Website design is required.  The ability to troubleshoot, diagnose and resolve technical problems and resolve software errors, maintenance and repair, computer instructions and teaching abilities is required. 

3.   English at tech 4+ is required in reading, writing and speaking.

4.   High level of knowledge of principles of computers, network operations and programming, using Visual Basic for Access (VBA) is required.  Familiarity with administration of Local Area Network and knowledge of Website development using HTML and ASP is required.  Incumbent must be able to prepare documents, communicate needs and problems to management when required.

5.   Ability to administer and maintain Windows 2000/XP, LANs, WANS and Network Infrastructure both hardware and software based on DS guidelines; good technical skills are required to troubleshoot, diagnose and resolve computer problems; formal instructions to new users and ability to interface with personnel at all levels is required.

SELECTION PROCESS:

2.   Currently employed EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of the employment.

3.   Currently employed NORs hired under a Personnel Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.

--US. citizen;

--Spouse or dependent who is at least age 18;

--Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG agency that is under COM authority;

--Is resident at the sponsoring employee’s or uniform service member’s post of assignment abroad, approved safe haven abroad, or alternate safe haven abroad; and

--Does not receive a USG annuity or pension based on a career in the US Civil, Foreign, or uniform services.

2.   EFM:  Family Members at least age 18 listed on the travel orders of a Foreign of Civil Service or uniformed service member permanently assigned to or stationed to a US Foreign Service post or establishment abroad with a US agency that is under COM authority who do not meet the definition of AEFM above.
3.   Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a US. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a US. Foreign service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
4.   Ordinary Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permit for employment in country.
5.   Not-Ordinarily Resident (NOR): Typically NORs are AEFMs and EFMs of FS, GS, and uniform service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
