Has H.n.d Been Scrapped

has nigerian H.N.D been scrapped?. because i saw an article in one of nigerian polytechic.where they said  that according to the federal government reforms exercise in the education sector that it has been scrapped, so i want the honorable members of this house to plz look in to this.is the statement true or false
