Inquiry

I am okey by name, I want to know what will happen to people who bought public offers that were not able to get certificate, how would they get back money  money from the company they bought those shares?
and incase one is given allotment, but his certificate was posted to him at the wrong address, as a matter of relocation, will it be possible for such person to investigate it through a broker and get back trap back his certificate.
Thanks I need an urgent answer from the experts in this line of business.
