How Can I Get An Ecowas Passport

Am planning my vacation to any of the ECOWAS countries(Ivory coast preferred). I am in need of an ECOWAS passport.
Please anyone with information?

Apply for it the same way you applied for your international passport at the immigration office.

I don't know, I don't live in naija anymore but it should be less than 5,000 naira.
