command line wont help you, though rundll32 is a genuine windows program used to launch dlls as programs, there are several viruses with the name (saometimes spelt rundii32.exe) which prevent a lot of processes from running. symptoms: webpages wont open, programs wont install with an error message, yahoo messenger wont work etc.
you need to scan your system.
but if you insist on trying to install from command prmpt (a good idea if you are in safe mode as lots of services, including certain viruses, don't run) then just clear the screen (cls), type the path to the folder where the program is kept (eg c:documents and settings/users/yourname/downloads, then type just the filename (without .exe extension). use the cd command to mount directories (eg cd yourname, followed by cd downloads etc).
