War crime: Please help ID the criminal and provide more info

Can anybody please help provide any information on the Nigerian "soldier" whose face is in the box in the attached picture?

BACKGROUND:

The picture was taken from a video in which the "soldier" in question murdered the man shown in the picture with him. The murdered man was accused of being a Biafran soldier (rebel).

Any information on this incident will be appreciated. I would like to know what led to the incident, and the aftermath as well as the identity of this Nigerian "soldier".
