Interview Dilemma

Dear people.
A friend of mine went for an interview with one of these big conglomerates. It was a high profile interview. It so happened that he was made an offer just before the start of the interview, a choice of tea and water. He refused to have any. When he gisted us later on, this sparked a debate as to whether it was part of the interview or not. Was he supposed to accept?
If it were you, will you have accepted or refused?
Which is the norm in such situations?
