If he is a good writter, I would encourage niche blogging.
If he is a good sales man, I would encourage selling in his community. Direct sales using beautiful modules that has things like loyalty programs etc.
If he is good at talking, I would encourage motivational seminars in e-book format etc.
The internet is the most complex marketplace. What makes it unique is the global domain it resides on. But you are just a little ant in that domain.

The Soil is very fertile. African content is quite lacking online, so if you have an idea! any idea worth placing online in exchange for dollar do it. If i must make some choices for you, I think you can scan some Native attires and put them up on your site for sale because our fellars overseas are crazily in need of them. Also, there is market for organise corporate information. Many company will pay you heavily if you can garther vital information in one place for them. This is a classic example: Build a site for your city, with address and information on all local petty shops, hair dresses, cobblers, vendors, banks, transporters, superstores, companies and events. You can even place weekly news about things happening in your city. You will be shocked at the number of hits you will pull and the massive advertisement you will get. That wot have been talking about damadsuite will like to get back to you on the other aspect creating a site for a city have been nursing that plan for sometime now but prsently what i have in mind is something you can run for one's immediate community(Estate) serving as an Inranet but where to start from has been my major headache.
This is where i need you to step in,what do i need to put on the site,do residents pay for it,what hosting site do i use,how much bandwidth do i need etc.

Buddie, Your hosting plan will depend on the amount of money you want to invest for a start for this new business concept you have. People will always pay you money if you want them to. The issue here is are you well organised in putting things together. I know of a friend that can make a very tight site for you for just N15,000 with both hosting and design.
