Help. My Computer Cannot Run .exe Files

Nairalanders please  help me. i use a hp notebook (AMD turion 64x2) on windows vista. i tried to download u-torrent file (with file extension .torrent) from the net and since then my computer does not open any .exe file. i mean it does not run any application file! whenever i attempt to open an application, windows pop-up the download security warning endlessly. the system restore does not run either. any help for me?
