To open a new PayPal is easy but he problem is how you are able to use it well without any hitch.
To open a new PayPal, go to their website at www.paypal.com click on signup at the top of the site and fill in all your data as required.
Select the type of account you would like to have. Note that you can always upgrade your account once you have registered. Select the country where you live. Enter your personal information. You can click this link in the email,  or you can login to your  Paypal account and activate it from there. Click to manually confirm the email you received. You will need to enter the confirmation number in your email. Simply copy this number to your clipboard,  and paste it here. As you can see, the email has been successfully confirmed. Click Continue to go back to your  Paypal  account. Note: You are allowed a maximum of one Personal account and one Business/Premier account.
 however if you do not have a US&UK bank or do not have someone you can use his/her bank in the UK then don't bother to use us or UK address you can rather use any other country. I will advise you choose either premier or business account to avoid some limitations
To be able to use your paypal, then you need to verify it and to do that you just need a credit/debit card
Upon creation, you will receive an email confirmation, click on the link in your email to activate your PayPal Account.
Login to confirm that you're Account Status below your Name is set to UNVERIFIED.
In order to verify your Account, Click on the UNVERIFIED link.

I have been using my paypal account for 2 years now. the truth is that paypal does not accept People subscribibg from Nigeria. But if you have a brother or relations that leave in Neighbouring countries that are on Paypal list.

You can contact fellow to use their address. That means your address will read 'Care Of' . John Ettan, C/o your brothers Name. That way you could obtain a credit card with the billing address of your brother. You can Now use that to open and verify your paypal account. When ever you want to make a payment, you can simply ask your brother to log in to your account and make the payment. This is to ensure the IP address showing up at paypal is not Nigeria. that is if have a trusted brother or friend.
