If you're a fresh guy in web design, with no experience whatsoever, somehow, I think asking for pricing or even clients is the least of your problems.
Instead, you need to learn the basics of web design, html, css, which tool is useful for you, dreamweaver or frontpage, or evn notepad. If you want to do proper development, it would help to learn some programming language of some sort, like PHP or ASP.net etc. Or at least some basics. Design elements like layouts and so on.
Visit sites like
www.w3schools.com and cssremix. com for ideas and tutorials.
Once you're actually GOOD at webdesign, then you can start thinking of looking for clients. I won't encourage you to do it the other way round.
