You didnt tell me where you are, but I guess they are all over the federation, but I think ISBN is being processed in Lagos. I have had the course of knowing this bcause my boss in the past applied for one, and it was in Lagos. You can however try this address below and call to find out how much it costs. Goodluck.

The truth is that to get an ISBN you need to register with the CAC or approach companies to help get one. ISBN is not so expensive and if you need my assistane with the payment of just tokens, i will help get some since i am resgitered with the National library becuase I've got from them in the past and would soon be applying for another.
