Let me answer your question below using red text highlight:

1.  Is it possible to submit info in a form to an email address and how does one do it.more like submit all details in  a form to an email.

Yes, it is possible to submit info in a email-form submission electronically directly to your email address that is depend on which web host server u use. If it is linux web host, then all you need is to create HTML form page (form.html) and PHP submit result page(submit.php). The submit.php can be include "Thank You page" as your confirmation page as result.

Google to type "PHP email form", pick the one is basic HTML form and submit page.

2. what exactly is cgbin.and how do you use it.

CGI-BIN is another client-server language using PERL. Varies you can use it for PERL email form like PHP email form above. e-Commerce (shop cart) page using PERL, all PERL files (.pl) must be install on CGI-BIN folder ONLY. There are many more PERL programming to build for web pages.

3. Am i incharge of securing data on my website or is it, My Webhost.

Yes, you are in charge of securing data, uploading data, managing data, modifiying data, delete data on your website on your own web host server you already purchased for the first time and remaining renewal domain every year. You are totally resonsponsible.

Just like you take care of your car to fill up gas, change oil as needed basis. Without gas and oil, your car will not run!!!

4. How can i create my form such that the information goes to my database and the user sees a confirmation page.and not information on the page.

You create form to employ actions/behaviors resulting in HTML, PHP, XML, JAVASCRIPT, or other scriptings you already familiar with on the fly website. Also you code loading external files such as .doc, .pdf, .jpg, .gif as well as database files into website.

If you use linux web host (or local host) accessing phpMyAdmin server where MySQL database host there, then you need to know how to create database table using SQL query language/syntax in order to insert new info into database.

If you want all confirnation page to be stored into database, then you still have to code telling MySQL database to store all submit.php into database file. You still are in charge of edit, modify, delete database the same way you do on web page.

Hope it does help!
