Need Help With 2d Incremental Rotation

 Pls i need help with school mini project.
Anybody that have solve similar problem should please help me.
       
  The topic goes thus;

  Write a programme (using any programming language) to perform 2D incremental rotation. how much time is needed    per endpoint, compare this to the time per endpoint per absolute 20 rotations.
