dynamips is not compatible with windows vista. I will advice you dual boot your machine i.e have windows xp professional & windows vista on your machine. Then you can install is on xp.

Try this one and run the dynamips-start.cmd as admin

to solve this problem do the following:

1- go to program files
2- right click on Dynamips
3- properties
4- go to security tab
5- change all permissions to full control
