Oily Face

please what can I do or use to reduce the oil in my face.  It is really embarrassing me, because I have to be using tissue/handkerchief/fingers to clean my face even when am not sweating.  I have a very fine face, but the oil will not make me glow and shine as I ought to within 5mins of cleansing.

The oil also gives me acne and black spots on my face & chest. Please what can i do or use.
