simple get a photoshop software

A pal video will have 24 frmes (still pix) per sec. So unless you intend to spen an eon doing frame by frame edit for your video I'd suggest you get a pair of contact lenses.
On the plus side:
The skills will come in handy if you need to show a gradual change in the eyes of the character (from normal eyes to snake eyes) using composite animation techniques. You will still have to do the bulk of the shots with contacts though, so whip out your credit card.
